There were no objections. The motion carried and was so ordered. 00- The Council continued with the budget study on page 146. Recreation and Parks. Councilman McCaron commented that the school recreation program had previously been $25,000 and that now it was $30.000. Mrs. Duncan stated that the School District contributes $13.180 and the City carries the remainder; that previously It had been County, City, and the School District. Page 152 Recreation and Parks. Discussion followed regarding accounting costs, $10,000, which covers miscellaneous, payroll, purchasing, accounts receivable, etc., and that if the Recreation and Parks Department is not charged this cost then the Department would assume responsibility for these functions. Page 159 Account #73 Swimming Pool Filter System Renovation, $25,000. In answer to Councilman McCaron, Mr. Lucas explained that this covered the renovatiqn of lines and lead lines under the deck. the lines pumping back into the filter, and renovation of the filter system installed in 1931. The cost listed as Satellite Parks,. Account #73, Is for construction of satellite parks. 00- At 7:20 p.m.. Councilman Hamilton arrived. 00- Paqe 162 Auditorium. In answer to Councilman Blewett, Mr. Lucas explained that the outside of the auditorium would l>e painted, and that the sound system had been upgraded iri<J was being tested, and that carpetinq woulfl further resolve the acoustical problem. The majority of the Council Indicated that painting of the outside of the auditorium is not advisable, as there would be continual upkeep; also, the sound system is only to b^ operated by trained staff. 00- Page 169 Sewer Connection, and Page 172 Curb and Gutter. Mrs. Duncan explained that the monies received are deposited in special funds and are expended as needed, and transfer of funds is by Council action. 00- Page 179 Chamber of Commerce* Councilman Blewett asked why Citizen of th€; Year" and Policeman of the Year", which are In-and-out-items, are listed as budget items. Mr. Littlejohn explained that these were included as they indicated whether there is a profit or a loss. He stated he was concerned about the indication of feeling toward the Chamber of Commerce; that they have had problems which take more than a few months or a year to overcome* He stated it takes time to acquaint a new Manager with what is to be done from the standpoint of the City. He stated that the Chamber is part of the City and the City is part of the Chamber, and there are mutual problems. There is a recession period, and building is down. He stated there were few complaints when business licenses were increased 25%; an Increase in property evaluation will make an increase in taxes, which will place an added burden on the businessmen. He stated they were making every effort to revitalize the Chamber. He asked if the City is asking local merchants to bid on City purchases. Discussion followed that the Claims and Demands indicate that the City is making every effort to purchase in Baldwin Park. Mayor Gregory explained that there is no animosity from the Council toward the Chamber, and that there had been no previous discussion on the Chamber; she stated that she had been upset about the opinion of the Chamber President in the newspaper), and that it was unfortunate to have someone think badly of the Council's opinions before opinions had been expressed. She stated the Council has tried to help the Chamber, and she wondered why opposing opinions had been expressed. Mr. Littlejohn stated that the Chamber felt th^y had been left out of the budget, and that they had added an extra $500 for the 4th of July fireworks to make a good program. Councilman King stated he had also heard derogatory remarks, but he realized that hearsay Is not always true; however, he felt that if the narcotics program is a more critical need he would not hesitate to reallocate the money. Mr. Littlejohn reiterated he felt the Chamber had been left out of the budget, and they would like an answer as to whether or not the Chamber allocation was going to continue. Mr. Littlejohn stated they have tried to get the merchants together In a program which Is available for them, but they have been reluctant* Councilman Hamilton stated he had not been contacted in the last 8 months, and that there had been no newspaper coverage* Mr. Littlejohn further stated the Chamber had been Instru- mental In persuading Brooks Products to locate in Baldwin Park after there had been a problim concerning metal buildings* Mr. Littlejohn stated that he would like to compliment John Gordon for the fine job he was doing as Acting Planning Director* He indicated he had heard favorable connents regarding Mr* Gordon's work and his attitude. City Manager Nordby explained that the Chamber had not been deleted from the budget, but had been set aside for discussion, as were other items which were felt would generate considerable discussion* City Manager Nordby stated also that he felt the Chamber could supplement the City In the Industrial and commercial development area by making personal contacts with firms. He comnented that the City of West Covlna was granting their Chamber of Commerce $38,000. Mr. Nordby stated he would recommend $16,000 be budgeted, but he felt further serious discussion was warranted; he stated he recognized the problems the Chamber has had with staffing, etc. Councilman Blewett asked what percentage of the merchants are currently members of the Chamber, and commented that you have got to bring in new blood" and new ideas. Mr. Littlejohn stated that you have got to build confidence in your organization before people will support it, Mr. Pete Parenteau, Chamber Manager, stated there are many businesses who do not belong to the Chamber because of their policy, or the nature of their businesses, he stated that of the established retail businesses, about 352 belong to the Chamber. He commented that it takes personal contact, and he is trying to become acquainted with the members and then will contact the non-members. i Councilman Blewett stated that perhaps a publication of some sort would be beneficial. Mayor Gregory stated she felt that instead of a list of far-reaching intended projects, perhaps the Chamber should get closer to the community and act as a coordinating council. Mr. Littlejohn stated that perhaps they should have provided the City with a program of what they have done and what is planned for the balance of the year. Councilman McCaron stated that the Chamber operates on just so much money, for a Manager and the fundamentals. He stated that we have been expecting the Chamber to bring in new business, and this is too much for the staff that they can afford. He further stated that he felt the Chamber should concentrate on sales and encouraging development in the city, and that Ramona Boulevard, when completed, would be the basis for encouraging the rede- velopment of the downtown section. Councilman King stated that he also felt there had not been enough of a concerted effort on the part of the Chamber to build sales within the city* H€. stated that those who own and operate businesses in the city should be encouraged to upgrade their buildings to conform esthetically with the improvement of Ramona Boulevard. Mr* Parenteau stated the Chamber had formed a committee to encourage the upgrading of the buildings, particularly. the fronts. Mr. Littlejohn expressed his thanks for Council's time and consideration. Emmitt Waldo stated that he felt the Chamber had had a very vigorous year, though hey may have fallen down in some areas. He stated he had been on the Board for three years, and the Chamber has never worked so hard. He commented that when Council wanted the assessment district started on Ramona, four men from the Chamber spearheaded it* He comnented that there was no comparison between what had been accomplished this year and last year* He mentioned various other accomplishments of the Chamber, and stated he felt they should be given credit for these things. Mayor Gregory stated the Chamber was to be praised for their activities, but Council ha<} to answer to the community for the money allocated to them, and this was the reason for the discussion and suggestions of areas in which improvement was needed* Councilman Blewett stated the Chamber deserved credit for the Fair display, but this was spearheaded by a member of the staff, Mr. Lucas. He further stated that based on Mr. Perry's presentation last year on behalf of the Chamber, the things under discussion now were things the Chamber had promised to do and had fallen short. 00- City Manager Nordby stated he had updated Information regarding revenues; the County Assessor's Office has done considerable reappraising of property, which win affect assessed valuation. He stated that the initial budget presented to Council was self-supporting, with all expenditures covered by revenue for the coining year; it was a tight budget, but it was balanced, and called for no tax increase. He stated that because of the effect on the assessed valuation, and in light of information he had recently received regarding possible increased revenues, it might be possible to restore some of the items Council had considered deleting, and still have a balanced budget and possibly effect a slight tax decrease. Adjourned Regular Meeting of the Baldwin Park City Couhcil Mr. Nordby stated that It was Important for Council to act on the budget as soon as possible, even though It was not necessary to set the tax rate until the end of August. He stated that the tax rate Is broken down Into three portions: the General Fund, which finances a11 City operations except Recreation and Parks, which has been $.96; the Recreation and Parks Department, which has been $.35; and the Lighting District, which has been $.27. Because of the reassessment of property, the City will receive an estimated $75,000 additional to the General Fund, approximately $22,800 to the Recreation and Parks Fund, and approximately $18,600,to the Lighting District, all at the present tax rate. City Manager Nordby referred to pending assembly bilis which could have an effect on this year's budget, one being the tippler's tax. The revenue to the City from this tax would be approximately $2 per capita. 00- Mr. Nordby stated that at this time Council might review Items previously considered for modification, and requested that Finance Director Duncan present the items individually for consideration. Page 1 Sound System * Mrs. Duncan stated that since the previous discussion on this i^em a purchase order had been issued, and this would be expended from the current year's budget; therefore, the $685 should be deleted from the proposed budget. 00- i. \ Page 9 ler City Manager previous discussion was held regarding restoring the Administrative Internship in the amount of $900 plus fringe benefits, $46.80 social security, and $1.35 workmen's compensation. Mrs. Duncan stated that the matter of salary for the Acting Director of Commercial and Industrial Development had not been resolved. Page 25 Finance Department re Los Angeles County testing of personnel $3,988. This amount was proposed by Mr. Duvall's office, but does not appear in the budget. City Manager Nordby stated that If this were added to the budget it would have to be on the basis of relieving the staff; however, he stated he felt that the staff could do as good a-.job as the County. Mayor Gregory stated she would like to see this program initiated, as there would be benefits other than just testing. Councilman McCaron stated he agreed with Mr. Nordby that the staff had been performing this function and doing a good job, and he felt this was an unnecessary expenditure. Councilman Hamilton stated that we have a need for more help, particularly v\ tree trimming, road department, and police department, and as long as the staff Is doing a good job in this area and there are not many personnel changes, he felt the expenditure was not necessary. Councilman King stated that If funds are available In this area he would like to see the program Implemented; It could be on a trial basis, and he stated he did not think 1t would cost over all much more than It 1s now costing In the staff's time. Councilman Blewett stated he felt that having the testing done outside City Ha11 would avoid criticism* Councilman McCaron stated that If this job Is done by the staff, we can choose our people from Baldwin Park; 1f It Is done by the County, we w111 lose this choice. COUNCILMAN BLEWETT MOVED THAT THE CITY COUNCIL CONTRACT WITH THE COUNTY FOR PERSONNEL TESTING SERVICES. COUNCILMAN KING SECONDED. Roll call. COUNCILMAN BLEWETT SECONDED. There were no objections. The motion carried and was so ordered. 00- Page 40 City Attorney. The City Manager reviewed the City Attorney's request for a salary increase. He stated that he had recommended the 3.600 requested increase be cut by one third, and he would further recommend that it be cut by another one half. COUNCILMAN MC CARON MOVED THAT AN INCREASE IN SALARY FOR THE CITY ATTORNEY IN THE AMOUNT OF $1,200 BE ADDED TO THE BUDGET. COUNCILMAN HAMILTON SECONDED. Discussion followed regarding on what basis the City Attorney's salary is set, such as telephone time, prepara- tion of ordinances, resolutions, attending meetings, etc. DELETE SOUND SYSTEM ALLOCATION IN AMT. Councilman McCaron suggested that all vehicles be considered it one time later in the discussion* City Manager Nordby concurred. 00- Zoning Enforcement Officer Mrs* Duncan stated that the salary plus fringe benefits to add this position would be $9.630.36. Councilman Blewett stated he felt this position should be an assistant planner with duties in the enforcement area. He stated there was heed for additional help In the Planning Department. Councilman McCaron commented that there was a planning Intern, and that we already have one enforce- ment officer. Councilman Blewett stated that the enforcement officer is not doing any zoning work. City Engineer French stated that because of the time necessary to keep up with business license and public nuisance enforcement! we have virtually no zoning enforcement* Acting Planning Director Gordon stated that only about 25X of the zoning enforcement necessary Is being done. He stated that half a man's time could be on enforcement, and the other half working with the businessmen and property owners to bring new business into the City. Councilman McCaron stated we should have a report on what is necessary to start such a program, because It involves not only one man, but the necessary backup. City Manager Nordby stated Mr. Gordon's program is good, but priorities must be established, and we may have to hold certain programs in abeyance. Councilman Blewett stated he felt very strongly about this program; we must change the trend In the City, and he felt the time is now. Councilman King stated he felt the same way; that we are subsidizing certain areas in an amount far more than an enforcement officer's salary would be. With the savings realized by upgrading these areas, he felt this would be a worthwhile project. He stated there were other areas which were more critical which he felt should be implemented first* Mayor Gregory stated she felt very strongly that something should be done in this area to Invite people Into the area to bring more revenue. Councilman Hamilton stated there is a definite need In this area, but he felt other needs were more critical. He suggested holding this in abeyance until the other areas were discussed and then make a decision. Discussion followed regarding the cost of adding an assistant planner, and the amount of $12,000 was con- sidered to be the probable cost. Finance Director Duncan stated that Assembly B111 544, relative to gasoline tax, is expected to pass, which would brinq the City approxi- mately $75.000. Councilman Hamilton stated he felt the budget Increases should be included dependent upon extra revenues the City will receive. Councilman Blewett stated he did not object to the Recrea- tion Department being charged for Central Park West, but he did not believe one department should be charged by another for services. Councilman King stated he disagreed, in that they are funded differently. Further discussion followed regarding the transfer of $10,000 from Recreation and Parks. COUNCILMAN MC CARON MOVED THAT THE TRANSFER OF $10.000 BE MADE FROM THE RECREATION AND PARKS DEPARTMENT ACCOUNT TO THE GENERAL FUND. COUNCILMAN HAMILTON SECONDED. Roll call. The motion carried by the following vote: AYES: COUNCILMEN MC CARON. HAMILTON. KING AND MAYOR GREGORY NOES: COUNCILMAN BLEWETT 00- Discussion regarding employees' salaries ensued. City Manager Nordby reviewed his prior recommendations. He stated a memorandum of agreement had been executed with the Baldwin Park Employees Association involving a 7-1/2X across the board salary increase, $10 per month for cost of uniforms and cleaning, disability insurance, and a holiday which shall fall on the employee's birthday. He stated his recommendation to the Council would be to be consistent and grant a 7-1/2% increase to all employees. He referred to the salary survey, copies of which had been presented to the Council, and which indicated that Baldwin Park is dose to the bottom of the list. He stated he also recommended an increase in uniform allowance for the police department to $10 per month, and disability insurance. Discussion followed regarding changeover of weapons in the police department from 38's to 45's. Lt. Jones explained some of the advantages of the 45 weapon. Finance Director Duncan indicated the cost of the changeover would be $15,,168.66 including the reserves, and $10,307 for badge personnel only. Further discussion was held regarding safety aspects, etc. COUNCILMAN MC CARON MOVED THAT $10.307 BE ALLOTTED FROM THE CURRENT YEAR'S BUDGET TO PURCHASE 45 CALIBER WEAPONS FOR POLICE OFFICERS. EXCLUDING RESERVE OFFICERS. COUNCILMAN HAMILTON SECONDED. Roll call. There were no objections. The motion carried and was so ordered. City Manager Nordby stated that the cost of his recommendations was approximately $103,000; this includes 7-1/2% across the board salary increase. Councilman Hamilton stated he is not in favor of across the board salary increases; he felt that the increase considered should be one to bring the employees up on a level with the other cities. He stated he would recommend a 5% increase. It was suggested that department heads be considered separately, and alt were in agreement. Councilman King stated he was in favor of a 7-1/2% Increase. Discussion followed. City Manager Nordby stated he felt the first consideration should be given to the existing employees. He further comnented on the number of employees per 1,000 people, and stated that the average in the San Gabriel Valley is one employee for every 240 people, and in Baldwin Park it is one employee for every 355 people. Lt. Tedrow, Chairman of the Negotiating Committee for the" Baldwin Park Police Association, commented briefly regarding comparative salaries of the City's police officers and those in the rest of the County. He also commented on honors recently attained by members of our department at the Police Acadeny. and expressed concern at being able to keep such well-qualified officers. Councilman Hamilton stated that each year the employees have received raises, but all the citizens of the City. as well as businessmen, are not receiving raises. He stated he would agree to 5%, with department heads being considered separately. Councilman King stated he felt we should work diligently in legislation toward getting all the cities Interested, and draw the line. A Public Works Department employee In the audience commented that of 25 people in that department, there were only two whose wives did not work, and that most of them were using the Credit Union in order to make ends meet. City Manager Nordby stated that several years ago he had suggested to the Mayor to begin a move within the Mayor's Committee to try to hold the line on salary increases. Discussion followed. Councilman McCaron suggested that the salary increase be included in the budget tentatively at 7-1/2% and final action be taken at the meeting on Wednesday, June 16.
