Roll call: Present: Also present: COUNCILMEN BLEWETT. HAMILTON. KING. MC CARON AND MAYOR GREGORY CITY CLERK BALKUS CITY MANAGER NORDBY ARRIVED JUST AFTER ROLL CALL) ROLL CALL Mayor Gregory called the special meeting to order stating that the purpose of the meeting was for an executive session called by three members of the Council to 1) discuss personnel, and 2) take appropriate formal action based upon the executive session concerning said personnel. She further stated that anyone wishing to comment should present them- selves at the next regular Council meeting under Oral Communications. Mayor Gregory requested a motion for the Council to adjourn to the conference room for an executive session and that the City Manager be present. AT 1:05 P.M. COUNCILMAN KING MOVED THAT THE COUNCIL ADJOURN TO THE CONFERENCE ROOM FOR AN EXECUTIVE SESSION AND THAT THE CITY MANAGER BE PRESENT. COUNCILMAN BLEWETT SECONDED. Roll call. There were no objections. The motion carried and was so ordered. 00- At 1:55 p.m. the City Council reconvened in special session. The above roll call was the same, with the exception of City Manager Nordby, who was not present. COUNCILMAN MC CARON MOVED THAT IN VIEW OF ALL THE PEOPLE PRESENT. THE COUNCIL SHOULD ALLOW SOME PEOPLE TO SPEAK. COUNCILMAN HAMILTON SECONDED. City Clerk Balkus stated that the City Attorney was not present; however, at a Special Meeting for an executive session such as th1s» you may not have testimony; this was not a public hearing, and Council may only consider what was stipulated on the notice of meeting. Councilman McCaron stated he was not asking for testimony only to let the people speak. Mayor Gregory stated this would be illegal, and could put the Council In Jeopardy. She stated that anyone wishing to speak should be present at the next regular meeting on Wednesday evening. Councilman McCaron stated that it was certainly not unlaw- ful to let people speak, and would not put the Council in jeopardy. There was no action on the motion. COUNCILMAN HAMILTON MOVED THAT THIS MATTER BE DEFERRED TO THE NEXT REGULAR COUNCIL MEETING AND BE TAKEN UP AT THAT TIME. COUNCILMAN MC CARON SECONDED. Roll call: Ayes: COUNCILMEN HAMILTON AND MC CARON Nays: COUNCILMEN BLEWETT, KING AND MAYOR GREGORY PURPOSE OF MTG. DISCUSS PERSONNEL AND TAKE APPRO- PRIATE ACTION ADJOURN TO EXEC, SESSION 1:05 P.M. Roll call: Ayes: COUNCILMEN MC CARON AND HAMILTON Nays: CCUNCILMEN BLEWETT. KING AND MAYOR GREGORY The motion failed to carry. COUNCILMAN BLEWETT MOVED THAT THE SERVICES OP THE CITY MANAGER BE TERMINATED AT THE END OF THIS COUNCIL MEETING. COUNCILMAN KING SECONDED. Councilman McCaron stated he would like more discussion on the matter; that the points for dismissal were not given, and that he felt this act was based on personal reasons. Councilman King stated that the points were made perfectly clear. Councilman Hamilton stated he did not get answers to his questions, and that he could not understand why a person could not be given his day In court, and the City Manager was not getting his day In court. He stated the people of Baldwin Park are not getting the rights they are entitled to,to express their opinions. He felt that this was personal. Mayor Gregory called for a roll call on the above motion. Roll call: Ayes: COUNCILMEN BLEWETT, KING. AND MAYOR GREGORY Nays: COUNCILMEN HAMILTON AND MC CARON The motion carried and was so ordered. 00- AT 2:00 P.M. COUNCILMAN KING MOVED THAT THE MEETING ADJOURN. COUNCILMAN BLEWETT SECONDED. There were no objections. Officer Joe Ensminger, spokesman for the Baldwin Park Police Association and the City Employees Association, stated that as far as the associations and the taxpayers of the city were concerned, he did not think they felt the matter should wait until the next meeting on Wednesday. He stated there were rumors that the dismissal of Mr. Nordby would be followed by the dismissal of other department heads. Mayor Gregory stated that at no time had there been a discussion on any employee of the City other than Mr. Nordby. She stated she had heard rumors in the last two days, which were a surprise to her; she did not know where the rumors started or where they would end. She further stated that she and Chief of Police Adams were good friends and had discussed many problems of the City, and that there was absolutely nothing to do with him or any other member of the police department. Concerning other personnel in City Halt, she stated there had never been any cause for their concern. Officer Ensminger stated that specifically the department heads he referred to were, in addition to the Chief of Police, City Engineer French and Finance Director Duncan. Mayor Gregory stated she felt she had clarified Council's position in her previous statement; she stated she felt that the Council was in agreement that the City has the best City Engineer in the world. Officer Ensminger stated the Police Association and the Employees Association would like to go on record as being totally in support of Mr. Nordby.
