Roll Call: Present: COUNCILMEN HAMILTON. KING. MC CARON AND MAYOR GREGORY Absent: COUNCILMAN BLEWETT ROLL CALL Also Present: Absent: ACTING CITY MANAGER/CITY CLERK BALKUS. CITY ENGINEER FRENCH. PLANNING DIRECTOR GORDON CITY ATTORNEY FLANDRICK, FINANCE DIRECTOR DUNCAN. CHIEF OF POLICE ADAMS, CITY TREASURER CODLING 00- COUNCILMAN KING MOVED THAT COUNCILMAN BLEWETT'S ABSENCE BE EXCUSED. COUNCILMAN HAMILTON SECONDED. There were no objections. The motion carried and was so ordered. 00- Mayor Gregory stated that the purpose of the meeting was to consider compensation for Mrs. Balkus In her Interim capacity as Acting City Manager. Mayor Gregory stated that a few other cities had been contacted to determine what their action had been In similar situations. The City of Westminster, whose City Clerk was acting as the City Manager, compensated by making up the difference between the two salaries* The City of Azusa conpensated by adding 5% to the current salary of the Public Works Director. $1,505 per month. The City of South El Monte compensated In the same amount as that received by the Assistant City Manager, $1333 per month. In the City of Monterey Park, an Acting City Manager Is compensated In the amount of the current salary of Public Works Director, $2,400 per month. When the City Attorney acted as City Manager, no additional compensation was granted, as he received $2.000 per month retainer. In the City of Irwindale, the City Attorney served two days a week as Acting City Manager, and was compensated by an additional $500 per month, plus a retainer fee. In the City of Covlna. the Assistant City Manager and Public Works Director receive $1,483 per month, plus $100 for Acting City Manager, or $1.583 per month. Mayor Gregory stated that presently Mrs. Balkus receives $637 per month as Administrative Aide and 1350 per month as City Clerk, or a total of $987 per month* Using the method employed by the City of Westminster, $988 per month additional would bring Mrs. Balkus1 present salary up to that In the pay schedule for City Manager, or $1,975 per month. Councilman Hamilton stated he definitely felt that a person should be compensated when they assume additional duties, and he suggested an additional $613 to bring the monthly salary up to $1,600, which would be close to the median of compensation granted by the other cities. Mayor Gregory comnented on the many extra duties Mrs. Balkus had absorbed during the past years, and on the excellent job she had always done. Mayor Gregory further stated she was In favor of the method used by Westminster, and that she felt strongly that Mrs. Balkus should be compensated by the additional $988 per month to bring her salary up to that which was budgeted to be paid to the City Manager. Edwin Eiko, 13057 Bess Avenue, requested permission to speak. Council agreed to hear Mr. Elko. Mr. Elko stated he felt the City had probably had the biggest bargain" in Mrs. Balkus that they had had in any employee over the years. He stated she had taken on all the extra work as Acting City Manager, she was doing a very good job, and he felt she should receive an extra $1,000 a month for her duties as Acting City Manager. He did not feel we should be comparing with other cities, and that based on Mrs. Balkus1 merits, he felt $1,000 should be minimum. Councilman King stated he felt the additional $988 was certainly Justifiable. Councilman McCaron suggested doubling the $637 received for the Administrative Aide position, and adding In the $350 for the City Clerk's position, for a total salary of $1,624 per month. He further stated that the other duties which Mrs. Balkus had assumed in the past and would assume In the future, outside of her regular duties, such as secretary to various comnittees, etc., should be considered separately and a permanent provision be made for compensation for extra duties, but he did not feel that this should be a part of the compensation presently under consideration. Councilman Hamilton agreed with Councilman McCaron's suggestion to grant an additional $637 per month. Councilman King stated that If a person Is doing the work, he should be paid for It, and Mrs. Balkus was doing the City Manager's work, as well as the City Clerk's work, and he felt the additional $988 was justifiable. Discussion followed. COUNCILMAN MC CARON MOVED THAT COMPENSATION IN THE AMOUNT OF $637 PER MONTH BE PAID TO ACTING CITY MANAGER BALKUS. EFFECTIVE THIS PAY PERIOD. 8/16/71. AND TO CONTINUE DURING SUCH TIME AS ACTING CITY WNAGER SERVICES ARE RENDERED. COUNCILMAN KING SECONDED. Roll call. There were no objections.
