CHIEF OF POLICE ADAMS. SGT. ALDRICH, AND AL ORTH. IBM REPRESENTATIVE Also Present: Absent: CITY ATTORNEY FLANDRICK, PLANNING DIRECTOR GORDON. CITY TREASURER CODLING 00- ROLL CALL Mayor Gregory stated that the purpose of the meeting was to consider a presentation by Chief Adams and Sgt. Aldrich regarding what had been done and what was planned in the future pertaining to grant applications. PURPOSE OF MEETING Chief Adams summarized the system for keeping records from the time the Police Department was formed in 1956 until the present system using the IBM equipment. He stated that the biggest problem they face is that with increased population and increased crime, there is, of course, increased paper work. Sgt. Aldrich distributed copies of a crime report comparison by month and year, which indicated a 45.24% increase in activity this year as compared to' last year. Chief Adams related statistics indicating the marked increase in arrests, citations, radio calls, etc., and stated that using these as a basis, they were projecting a possible 75% increase in the next four years, and it would be virtually impossible to keep the records by hand. SUMMARY Chief Adams stated that there are grants available to local communities; the Council, in May, approved working with some of the grants. After a definite program had been formulated, the circumstances of not having a permanent City Manager had hindered it. since the City Manager would be directly involved with the program. He stated that after the Council's announcement of the selection of the new City Manager, the Chief of Police, the Finance Director and Sgt. Del Aldrich had held a luncheon meeting with him to inform him of what would be presented to the Council this evening. Sgt. Aldrich distributed a booklet entitled Law Enforcement Expansion Plan Projects and Schedules", which contained various charts and schedules indicating long-range planning for meeting the Department's law enforcement responsibilities Chief Adams reviewed the various projections and related the ultimate goals hopefully to be reached within the next five years. The areas discussed included A) New Facilities; LAW ENFORCEMENT EXPANSION PLAN PROJECTS AND SCHEDULES" B) Command Control Communications; C) Community Relations; D) Organized Crime; E) Narcotics; F) Traffic; and G) Information System. Chief Adams stated that, although there may not be funds available to actually build a new facility at the present time, grants are available which would aid in obtaining equipment which could be put to immediate use. He stated there was a possibility of even obtaining funds for bricks and mortar" through a grant. Chief Adams stated that some of the more sophisticated COMMAND CONTROL systems are available through grants, such as a new control COMMUNICATIONS center, closed-circuit television surveillance 6f the downtown area, a microwave communications system, an auto- mated status system, and computer assisted dispatching. He commented, however, that these systems were being considered for the future, as the present facility was not capable of handling the necessary equipment. He mentioned some of the in-house systems for parts of the state, which are presently in use, such as AWWS Automated Want and Warrant System), CLETS California Law Enforcement Telecommunication System), the Auto Index, Department of Justice, DMV, etc'. He stated the proposed intention, working through our computer and back into a microwave length, was to be able to inquire directly into the system from Baldwin Park, without having to go through a teletype, or a telephone, etc. Sgt. Atdrich commented that the present communications system is by teletype, and frequently there is a delay of 45 minutes to an hour for information to be returned, while an officer is waiting; hopefully, with a computerized system, the information would be returned within 10 or 15 seconds, and the officer could return to patrol duty in a much shorter time. Chief Adams stated that there are certain information systems available regionally, we have a want and warrant system. arrested persons information, juvenile data, certain field interview information, and vice and narcotics information. These are tied quite heavily into the state-wide system and into the national system NCIC and FBI). He stated, however, that this does not give us the information we need locally, as would our own equipment. He stated that the only things we can have included in the state property files in Sacramento are things that are serialized under the state's categories and used in the manner they want them put in, but this cannot help us locally on the calls where something might have been stolen that was not serialized, etc. He stated we must, somehow, be able to help our local people, and if this equipment is operated properly, we wi11 be able to do this. Regarding Community Relations. Chief Adams stated that COMMUNITY RELATIONS Sgt. Baker was handling the Officer in School" program, but since he was the only one presently assigned, the program had been cut back somewhat. The crossing guard program is the responsibility of the City, although the Chief stated he felt it was not a proper cost to the City. He stated that there was a letter of intent to develop a grant application in the area of intoxicated driver control; he stated this could be coordinated with the driver education program in the schools. He further stated that there were funds for reimbursement of schooling of our own personnel. Some of this information is, of necessity, confidential, which requires a restricted information processing system. The Chief stated they were also considering a data center for the sub-region; however, this was being held until such time as a new facility might possibly be built. The vice unit would probably be moved forward slightly, as they were presently working on ideas concerning narcotics and vice. Regarding narcotics, the Chief commented that, thanks to the NARCOTICS support of the City, there was a two-man narcotics squad presently operating and doing a good job. He felt that a county-wide regional narcotics system could be developed, e.g., a pool consisting of the one or two men from each local department, plus men funded by the state, which would realty allow a good job to be done in this area. He stated that narcotics data is a real tacking bit of information that is needed. Sgt. Atdrich stated that last week, eleven cities had been invited to attend a Regional Narcotics Information Data Center in West Covina, and it was found that some of the departments were going to the same people to make buys", and one department did not know that another had been working the same gi^oup; what they were attempting was to set up a regional data base where data concerning alt the buys" in the San Gabriel Vat ley would be stored. Sgt. Atdrich stated that because Baldwin Park is the Hub of the San Gabriel Valley", and because of the data system we already have, our City is the logical place to go for this area. He further stated that the state had a surplus of surveillance equipment which could be used at the tcoat level, but because there is no place to store it. Council must be asked to fund equipment; this is another reason for a data base. Chief Adams stated that they were presently doing a tot in the area of narcotics educations, but with funding could do a tot more. Regarding traffic. Chief Adams stated they were already doing TRAFFIC many things; the Engineering Department uses the traffic files when they make an engineering study; also, surveys are made for the Traffic Committee reports. He stated that traffic control inventory ahd surveillance of high accident locations would be of value t6 Engineering, as well as the Police Department, as is the TOPICS program. He stated that the Intoxicated driver control area was one that was also presently being worked on. The Chief stated that the local area crime tab is the item they felt would be most important in developing information that wilt be helpful to us right here in Baldwin Park; there are so many things that can be done if we can get comnunica- tion. He stated tentative agreements had been made with the Sheriff's Department that we could join with the microwave system. He commented that once this system is in operation, and the INFORMATION SYSTEM communications and the other systems, our master file would blend in with any of the others, and avoid unnecessary duplication. He stated that one day, hopefully, the officer on the street wilt be able to push a button in the car and get an answer right back to the car; this is in the future, but there are prototypes right now. Aldrich stated he would like to speak about today's operation where we are and where we hopefully are going to go. TODAY'S OPERATION He indicated the following items on a chart, and briefly commented regarding each: 1) Upgrade from tab equipment 407). a) State-required reports now made by computer printouts. He stated that with the 407 tab equipment, there was still some typing to be done to complete the state reports; on the present System 3, the printouts are taken directly from the machine and mailed to the state. He commented that we were the first city in the State of California to report on a data processing printout, and our system is being used as a model guideline and a sample printout for other cities throughout the state. 2) Provides management reports hour of day, reporting district, etc.). 3) Reduced typing and filing by records clerks. 4) Provide new techniques in recovery of stolen property. ft 5) Provide new techniques for intelligence files gan<; file). He commented that state representatives were coming to Baldwin Park to review our system of refcording organized crime" information to obtain guidelines to institute at the state level. 6) Special reports. Detail analysis of service problems. He commented that with the present equipment, a partial report could be obtained almost instantaneously, whereas it might take weeks for an employee to locate the information concerning problems that relate to patrol service and other services throughout the City. 00- Sgt. Aldrich stated they presently had an application in GRANT APPLICATION with the Department of Transportation to develop a model DEPT. OF TRANS. traffic record system for the State of California, which DEVELOP TRAFFIC would be developed with the capability of being transferred RECORD SYSTEM to any other city in California with a System 3 disc-orientated $91.000 system; the grant is for a total of $91,000, and duration time is 24 months. He stated that $18,900 is included for data processing hardware and operation; along with this there is a programming analyst, 90% of whose salary and benefits are funded by the Department of Transportation; the additional funds involved wilt be for a consultant to help design the system and to make the transfer handbook. Aldrich stated there was a second grant application filed with the California Council on Criminal Justice CCCJ) for a planning analyst; Baldwin Park was one of three cities in Los Angeles County chosen to participate in a study program over a three-year period, and CCCJ will fund 1% of the law enforcement budget toward planning $18,400 per year). 00- Sgt. Aldrich stated that they had a memorandum proposal in at this time, hopefully to be funded on January 1, 1972, for the drinking driver enforcement program; this would give us two officers paid full-time for a period of one year, plus a low-light level videotape camera which could be mounted in a vehicle and taken out to observe the drunk driver during his interview at the scene, as well as used during interviews at the station; we would get this equipment from the Department of Transportation at no cost; however, we would need to purchase a breathalyzer at some future time. 00- Sgt. Aldrich stated there was a tetter of intent in to the California Council on Criminal Justice for an automated master file; total grant intended at this time would be $94,000. He stated this grant probably would not be funded this year, but more likely in two years. This grant would be basically $50,000 for data processing. 00- Regarding proposed grants, Sgt. Aldrich stated they would like to join with another city on a traffic records grant, and he felt the Department of Transportation was willing to fund this grant, if Council would approve. He stated that also proposed were joint criminal records grants with other cities; this would involve building a regional or sub-regional data base in which we would have our own data processing and would be selling time to other cities. Another proposed grant is a regional organized crime data information base, and a regional narcotics information data base. 00- Chief Adams then listed their goals: 1) Council's approval of the approach on grants. He stated they needed to know whether Council felt they were going in the right direction, i.e., grant applications. He indicated there was great satisfaction in having Baldwin Park singled out as a leader and a model for these programs, and also in having Sacramento request that Sgt. Aldrich consult with them as to how to institute the programs on a state level. However, Council must determine whether this is the proper course to take; in some cases it will mean an expenditure, and in some cases there will be income. He stated, however, that the CCCJ, which handles most of the law enforcement, beginning next year will require not only in-kind services, but a cash outlay. 2) Council's approval of joint grants with other cities. Chief Adams commented on the recent Crime Lab Agreement with other cities, and stated that this had been an instance which required a cash outlay by the City. 3) Council's approval to contract jobs with other cities. 4) Council's approval to place an order for new hardware. 5) Council's approval to earmark funds from FY 72-73 for consulting services. Mayor Gregory asked whether it was known how much the expenditure by the City would be when the grant applications were begun. Chief Adams stated when the point was reached' where the budgets were figured, they did know the amounts. He stated that when the grant was brought before the Council for approval, they would be able to say it would cost X" number of dollars. Sgt. Aldrich stated that basically, in prior years, there had be6n a 60/40 match, and some 75/25; however, beginning in 1972 it will be 60/40, with 30% state funds and 10% city funds; in other words, the maximum amount for which we could become involved with any grant would be 10%. Sgt. Aldrich stated they would like to be about a year ahead as far as budgeting for grants; in other words, have a certain amount set aside for grants which could also be drawing interest until it was used. Chief Adams stated that the grants usually took some time from the time they are begun until they are approved, so Council would have plenty of time for consideration. He stated that presently they had a proposal for doing some contract work for another city; if Sgt. Aldrich were:assigned to help the other city do their,reports so that we can give them a cost figure, it will take him away from the work he is doing here and require him to put in additional time; however, if we are going into this type of program, we must spend the time on it. He further stated that approval of a fund to be drawn from for consulting services would allow us to recoup some of Sgt. Aldrich's time spent in consulting. Sgt. Aldrich gave as an example the present grant for $91,000 for traffic records, of which $36,000 will go to the consultant. Applied Technology. Councilman King asked how much money he was talking about for 1972. Sgt. Aldrich stated he would like to see about $7,000 to $'10,000 set aside as a total City fund, which could be used by Engineering, Planning, etc. whenever a consultant was needed; if a grant was obtained that contained money for consulting fees, this could be returned to the fund. He stated that this $7,000 to $10,000 would be put into the fund the first year, and the money would be rotated as much as possible, and possibly no money would be needed the second year. 00- Councilman McCaron requested that Sgt. Aldrich prepare a recap of all the grants in which they are interested, showing whether any savings would be effected for the department and where these savings could be used, etc. He stated that if there were savings, they should cover the City's 10% and there would be no additional cost in the City's budget. Councilman McCaron asked whether there was any urgency as far as reaching a decision this evening. Sgt. Aldrich stated that another city was interested in our performing their data processing operation, and they want to know the cost for this service; therefore, an answer is needed from the Council as to whether we should become involved in this, and if so, we will have to update our present data processing equipment. Chief Adams stated that funds for hardware are included in the grant from the Department of Transportation, and in several of the other grants. He stated that the City Attorney had indicated we cannot use a lease-purchase agreement that extends over a one-year period for the hardware, and it was impossible to obtain enough grants in one year to pay for the equipment. He stated that, rather than renting the equipment from IBM, federal funds could be used over a period of time to purchase the equipment for the City. Councilman McCaron asked whether there was an advantage to owning the equipment over leasing it and having updated equipment all the time. Sgt. Aldrich stated that the present System 3 is brand new on the market and has, perhaps, 10 or 15 years of use without any complications whatsoever. When some- thing new is required, you just add it to the present System 3; it is not necessary to buy new equipment. Sgt. Aldrich explained the proposed equipment update in terms of dollars and cents, indicating that originally they had wanted to pay $25,000 down on the hardware, which money would have come from federal funds, and over the next five years, pay off the hardware with federal funds; however, the City Attorney advised that this could not be done legally. Therefore, the cost to upgrade the System to what we need today would be about $150,000. Comparing figures over a 7-year period, purchasing the equipment rather than teasing it would save about $150»000» without utilizing any federal funds. He stated that the City would eventually be making money on this, and he felt that we could not afford not to do it. He further commented that, although we need the hardware to contract with other cities, we need the hardware to do the job that we need done right here in our own city. Sgt. Aldrich replied that hopefully it would not, with the federally funded employees in some of the positions; also, monies that would be realized from business recruited from outside the City would hopefully be more than enough to pay for any additional personnel required. Councilman McCaron inquired as to what you would have after 7 years if the equipment were purchased, rather than teasing it. Sgt. Aldrich stated that after that period of time you would have hardware that would have a probable sale value of $50,000. He stated, however, that the equipment is good for ten years of operation, and even has the capability of being updated with teleprocessing in the future. He reiterated that the City could make money from this equipment if it were updated. 00- Sgt. Aldrich requested that Finance Director Duncan review some of the figures for the proposed equipment. She stated that there were many areas in which this equipment could be used, but we could not do it without updating the present equipment. Mrs. Duncan summarized as follows: The cost of the equipment to purchase outright is $150,000; for fiscal year 1972-73 we will receive from a grant already approved $12,600 toward the cost of this equipment; in 1973-74 we wi11 receive an additional $6,300. for a total of $18.900. From a proposed grant which is pending, awaiting Council approval, it is possible to receive $120,000. t Discounting the possible $120,000, and subtracting the grant total of $18,900, there remains $131,000, We would save $7,759 on the rental of what we are paying now over the rental cost of the peripheral equipment that we will need for the new system, which brings the cost down to $123,000; we would receive a credit from IBM for credit for prior rentals in the amount of $5,000. which leaves $118.000; this is excluding any federal grant other than the one we know we now have. Mrs. Duncan stated that there is $45,605.31 in the Sewer District No. 1 maintenance fund which had been invested, and which could be loaned to the General Fund; this would leave an actual outlay of $72,000. She stated that we would realize $18,000 from the proposed joint venture with another city; personnel from the federally funded PEP program would be utilized, and our equipment would be utilized, so the money realized could be put toward the purchase of the equip- ment. Excluding any other grants, the outlay for FY 1972-73 would be $54,736. Discussion followed regarding the costs that would be involved in addition to the purchase price of the equipment. Sgt. Aldrich stated that they did not wish to purchase the two keypunches and the off-line sorter that are used in con- junction with the System 3, so there was a rental charge involved there; he stated there would be a cost of $773 per month, which included $625 maintenance from IBM, plus $145 for rental of software on the program and rental of the two keypunches and the off-line sorter. He stated the software are internal programs to which IBM retains the rights, and cannot be purchased. Aldrich stated that none of the $19,000 grant could be applied toward rental of the equipment, but only toward purchase. He also stated that the cost per month on leasing the equip- ment would be $4,000, or $339.000 over 7 years; outright purchase would result in a savings of $150,000 over 7 years. Councilman McCaron commented that the rental was not commensurate with the cost; it appeared to be excessive. Mr. Orth, the IBM representative, stated that the IBM Corpora- tion did realize more of a return on leasing the equipment as opposed to having it purchased. He stated, however, that the System 3 was the latest development in computer technology, and there was an advantage to purchasing, because thereafter you only paid the maintenance on the equipment and the system programs that run inside the machine that control the hardware itself. Councilman McCaron suggested the possibility of our contract- ing with another city to do our work. and that city purchasing the equipment. Mr. Orth stated there was quite a bit of development cost to bring in this System, and Baldwin Park already has the System 3. Sgt. Aldrich commented that we need the equipment to do the job we need done for our own city. even without doing work for another city. In answer to Mayor Gregory's question. Finance Oirector Duncan stated that if the equipment is upgraded as proposed, it will have the capacity of handling the Police Department, as well as all departments in the City Halt. Councilman King asked how many cities we could contract with if we had the adequate equipment. Sgt. Aldrich replied that firstly, we had to handle Baldwin Park's work. and then we would take on the other city that is presently interested, and if we could handle more, we would take more. Discussion followed regarding the possibility of upgrading the equipment at some future time to include teleprocessing, and Sgt. Aldrich explained the method by which this could be accomplished. Councilman Hamilton stated he was convinced this was a good program, and the City needed it; he stated he felt Council should now consider whether we can get the money to proceed. He felt we should give Chief Adams an answer as soon as possible. Councilman McCaron stated that if we do not come up with the money, some of it will have to be used for additional labor. He comnented that you can sometimes save money by borrowing money* Councilman King brought up the question of additional insurance costs because of the stability of the building, etc. Sgt- Aldrich stated there would have to be some minor construction to accommodate the equipment, insofar as a section to store the discs where they would not be accessible to the public. He stated an additional air conditioner would also have to be provided for the room, but he felt the total cost would be only $400 or $500. In answer to Councilman King's question regarding additional utilities, Sgt. Aldrich stated we should be able to operate with what is presently installed. He stated he felt it warranted looking into. Sgt. Aldrich stated this was basically the idea behind the whole thing—to find cities of similar size with similar problems and work with them. Councilman McCaron stated he felt it would be advantageous to have a recap of the cost figures presented at the next Council meeting, and also how much participation we could expect from the grants, and the length of time they are set up for. Finance Director Duncan stated that from the grants that are being considered over the next five years, we could possibly receive $120,000 toward the purchase of this equipment. Councilman McCaron further stated that, as far as contracting with another city, if it took up too large a percentage of the capability, he felt we should not go into it. Sgt. Aldrich stated that they would experiment and determine this before they would go into such a program. Mayor Gregory stated she felt that to use this equipment for only the Finance Department was a waste of money, and that since we had the equipment we should implement it, and utilize it to its fullest, and she felt the grants were the only way we would be able to do this. Councilman Hamilton stated he was in favor of grants, and we needed the federal money; however, we might run into a problem with matching funds. He reiterated that he was in favor of the approach, and he felt we should get a recap of the costs to expedite the program. Councilman McCaron asked whether the required increase in capacity could be done in increments. Sgt. Aldrich stated that the total operation was needed now, Councilman Blewett asked whether Mrs. Duncan had stated that the City had borrowed $100,000 at 1%. Mrs. Duncan stated that was correct; it had been borrowed in 1958 when we bought the main sewer line up Ramona Avenue to the Americana homes. and the money had been borrowed from Bank of America. Councilman Blewett stated it appeared to be the consensus of Council that they approved of the grants, and he suggested Council give approval to seek grants, and consider the decision on the equipment at the next meeting. Councilman King questioned what effect this might have on the new police facility. Mrs. Duncan stated that if we borrowed the money, it would be a short-term loan. 00- Chief Adams thanked Council for their approval of the approach toward the grants, and stated that by the next Council meeting on November 17, 1971 he would have cost figures available. Aldrich for taking the initiative in this program. He commented that he felt no one had worked harder on a project than Sgt. Aldrich had on this one, and commended him for his accomplishments and the many extra hours he had put in on it. 00- AT 7:00 P.M. COUNCILMAN MC CARON MOVED THAT THE CITY COUNCIL ADJOURN.
