She mentioned that she and her colleagues had known Mr. Bonelli personally, and that he had been a fine man, and had served the City of Baldwin Park well. Assistant Planner Lenorovitz reviewed the Planning Director's report, stating that this is probably the best site in the City for a large shopping center; the site is about 18 acres, under one ownership, and there is excellent frontage on Baldwin Park Boulevard, Dalewood and Bess. The site has good visibility from the freeway. The bulk of the land is used for a drive-in theater, a permitted use in the C-2A Zone. He stated that the Planning Commission had recommended approval of the zone change. Approval of this zone change will bring an existing use into confonnance with the proper zone and will also allow for expansion of the trailer park, as proposed. Additionally, if the trailer park use ceased to exist, the C-1 Zone will allow for commercial development in an area with future commercial potential. He stated that the Planning Commission had recommended approval of the zone change. As there was no one in the audience desiring to speak either in behalf of or in opposition to Z-356, Mayor Gregory declared the public hearing closed. Discussion followed. Councilman King was concerned about the encroachment of the trailer park onto commercial l&nd. Mr. Lenorovitz pointed out that the land encompassed in the zone change was zoned R", so commercial property was not being used; he felt the trailer park was well maintained in the present area, and that it was an asset, rather than a detriment, because of its good appearance. Further discussion followed regarding future permitted areas for mobile home parks. Councilman McCaron asked how much of the area was already developed for trailer park use. Mr. Lenorovitz and the applicant, Mr. Mushegan, outlined the developed parcels projected on the screen via an overhead projector. Mr. Mushegan indicated that of almost eight acres, about five are presently developed as a trailer park. City Attorney Flandrick pointed out that the trailer park was a permitted use with a Conditional Use Permit, and was presently operating under CP-179; any expansion would require a new permit or a modification. He stated that Mr. Perry was working on a part-time basis until the middle of March, when he would assume his duties on a full-time basis. He stated that the applicant had renewed a license in error, in that another license already covered the service station at 13921 Francisquito Avenue. He recommended that a refund be made in the amount of $52.00, which is the cost of the license less 20% administrative costs. COUNCILMAN KING MOVED THAT A BUSINESS LICENSE FEE REFUND IN THE AMOUNT OF $52 BE GRANTED TO STANDARD OIL COMPANY. COUNCILMAN BLEWETT SECONDED. There were no objections, the motion carried and was so ordered. 00- City Manager Mocatis presented a resolution for Council's consideration pertaining to state-allocated funds for the improvement of Baldwin Park Boulevard between Bess Avenue and Merced Avenue, and requested Acting City Engineer Hale to give a brief resume of the provisions of the resolution. Mr. Hale reviewed the City Engineer's memorandum of February 16, 1972. explaining that it is the staff's opinion that there is a reasonable chance of having the completion of Baldwin Park Boulevard from Bess Avenue to Merced Avenue with curbs, gutters, paving, landscaped median islands, etc., classified as one of the top ten projects for the fiscal 1972-73 year. The project has been reviewed and, in general, has been found to meet the requirements for Federal-Aid Secondary Urban Extension Funds. The staff recommended that the City Council adopt the resolution which requests the allocation in the estimated amount of $500,000. Mr. Hale stated this did not commit the City to the project; it merely would assure us of the possibility of obtaining $500,000 in the event we wish to proceed with the project. Councilman McCaron asked what percentage the City would have to contribute on a matching basis. Mr. Hale stated the state would contribute up to $500,000, or 50% of the project. If the project resulted in less than $1.000,000 valuation, they would contribute 50% of that amount. Councilman McCaron asked whether it had been determined where the City's portion would come from. Mr, Hale stated that these funds would be earmarked in January 1973, and the City would have until January 1974 to determine whether or not we have the capability of proceeding with the project; this merely earmarks $500,000 for the City, in the event we can obtain the funds to proceed with the project. Councilman McCaron asked whether this meant that some of the other major highway improvements would be set aside to give this priority. Mr. Hale stated that the staff was still in the process of evaluating our 5-year capital improvements program, and priorities, as such, had not yet been established; however, he felt that Baldwin Park Boulevard would be considered a high priority, inasmuch as it is a main entrance to the City. This contract will require relocation of certain utilities, including a portion of the City's main line sewer on Garvey Avenue. In order for this sewer to be relocated at no cost to the City, a Utilities Agreement must be approved by the City. He recommended that the City Council authorize the Mayor to sign Utilities Agreement No. 7Ut-4191. The report set out zoning and construction statistics, development projects presently in progress, things to be studied, etc. Mr. Lenorovitz stated Mr. Gordon's report was informational, and required no action. 00- Assistant Planner Lenorovitz reviewed the Planning Director's report on the Ramona Architectural Theme. He stated that the merchants and property owners on Ramona Boulevard had selected the Spanish-Mediterranean theme, and had asked the City to set up an official adoption of the theme, for which the staff is preparing the procedure. After the theme is adopted, the City will work with the Chamber of Commerce and the businessmen insofar as remodeling.
