Roll Call: Present: COUNCILMEN BLEWETT. HAMILTON, KING, MC CARON AND MAYOR GREGORY Also Present: HON. JUDGE SAM CIANCHETTI, CITRUS MUNICIPAL COURT; CITY MANAGER MOCALIS AND CITY CLERK BALKUS APRIL 18. 1972 7:30 P.M. FLAG SALUTE ROLL CALL Absent: CITY ATTORNEY FLANDRICK, DIRECTOR OF PUBLIC WORKS PERRY. PLANNING DIRECTOR GORDON. FINANCE DIRECTOR DUNCAN. CHIEF OF POLICE ADAMS, CITY TREASURER CODLING 00- City Clerk Balkus stated that this was the time and place fixed for receiving the City Clerk's Certification as to the results of the General Municipal Election and the Consolidated Special Election held Tuesday, April 11, 1972. She stated that, as authorized by Resolution No. 72-43, a canvass of the election returns was made by a Board on April 14, 1972 at 10:00 a.m.; 70 absentee ballots were cast and 5,533 ballots were cast at precincts, for a total of 5,603 ballots cast. The Certificate of Canvass was attached to Resolution No. 72-58, which indicated the votes cast for all candidates. She stated that the following were elected as Members of the City Council: Adetina Gregory, Leo W. King, and Joseph McCaron; as City Clerk: Thetma L. Balkus; as City Treasurer: Jacquetine A. Cale; and that campaign state- ments for the persons so named were filed with the City Clerk on April 17, 1972. City Cl^rk Balkus stated that on the Measure, Shall Russell E. Blewett be recalled from the office of Member of the City Council?", there were 2,383 Yes" votes and 3.049 No" votes; the Measure did not carry. For Member of the City Council to succeed Russell E. Btewett, if recalled, there were 1,677 votes cast for George B. Raner, and 2,218 votes cast for Frances A. Sample. City Clerk Balkus read by title: RESOLUTION NO. 72-58 RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION AND CONSOLIDATED SPECIAL ELECTION HELD IN SAID CITY OF BALDWIN PARK ON THE 11th DAY OF APRIL. 1972, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW COUNCILMAN KING MOVED THAT RESOLUTION NO. 72-58 BE ADOPTED AND THAT FURTHER READING BE WAIVED. COUNCILMAN BLEWETT SECONDED. There were no objections. She announced that at this time all Council members were on an equal basis, to nominate and elect, and that voting could be done by roll call or secret ballot, as Council desired. It was decided that the reorganization would be accom- plished by voice vote. City Clerk Balkus stated that nominations for Mayor were now open. COUNCILMAN KING NOMINATED COUNCILMAN RUSSELL BLEWETT FOR MAYOR. MAYOR GREGORY SECONDED. COUNCILMAN MC CARON NOMINATED COUNCILMAN VIRGIL HAMILTON FOR MAYOR. COUNCILMAN HAMILTON SECONDED. The nominations for Mayor were declared closed. Roll call vote on nomination of Councilman Blewett: Ayes: COUNCILMAN KING. MAYOR GREGORY AND COUNCILMAN BLEWETT Noes: COUNCILMEN HAMILTON AND MC CARON COUNCILMAN MC CARON MOVED THAT THE RECORD SHOW THAT THE VOTE WAS UNANIMOUS. COUNCILMAN HAMILTON SECONDED. There were no objections. The motion carried and was so ordered. City Clerk Balkus stated that COUNCILMAN BLEWETT is elected Mayor. City Clerk Balkus stated that the nominations for Mayor pro tern were now open. COUNCILMAN MC CARON NOMINATED COUNCILMAN VIRGIL HAMILTON FOR MAYOR PRO TEM. COUNCILMAN HAMILTON SECONDED. MAYOR BLEWETT NOMINATED COUNCILMAN LEO KING FOR MAYOR PRO TEM.,, COUNCILMAN GREGORY SECONDED. The nominations for Mayor pro tern were declared dosed. Roll call vote on nomination of Councilman Hamilton: Ayes: COUNCILMEN MC CARON AND HAMILTON Noes: COUNCILMEN GREGORY. KING AND MAYOR BLEWETT COUNCILMAN HAMILTON MOVED THAT COUNCILMAN LEO KING BE ELECTED MAYOR PRO TEM BY UNANIMOUS VOTE. COUNCILMAN MC CARON SECONDED. There were no objections. City Clerk Balkus stated that Councilman King is elected Mayor pro tern by unanimous vote. 00- Councitman Gregory stated it had been an honor and a privilege to serve the citizens of Baldwin Park as Mayor during the past year, and thanked those who had shown their confidence by re-electing her. She also comnented on the dedication and fine service that Betty Codling, former City Treasurer, had performed on behalf of the City. Mayor Blewett stated he was honored to have been selected by his colleagues to serve as Mayor. He felt the City was on the road to a good year, and urged the Council members to work together for the good of Baldwin Park. Mayor Blewett expressed regret that Mrs. Codling was moving from the state, and welcomed Mrs. Cale as the new City Treasurer. He thanked the people of Baldwin Park who had the faith in the Council to re-elect them. Councilman McCaron expressed a desire that the Council would work together amiably and favorably during the coming year. He thanked those who had re-elected him and put their trust in his leadership. Mayor pro tern King thanked the people for the faith they had shown in him. and the committee that had worked very hard for him during the election campaign, and stated he hoped he had served and would continue to serve them well. He expressed a desire that the Council would work together with the help and interest of the people toward a constructive year for Baldwin Park. Councilman Hamilton called for a healing of the discord among the people of the community, and asked that the citizens work together with the Council for the betterment of the City. Councilman King stated he would especially like to thank his family for their patience and backing throughout the election. Mayor Blewett also expressed appreciation to his family for their patience and help during the campaign. Mayor Blewett also extended a welcome and thanks to Judge Cianchetti for taking time from his busy schedule to partici- pate in the swearing-in ceremonies this evening. City Clerk Balkus thanked the people for their vote of confidence, and thanked her husband and all the others who supported her. She pledged to do all in her power to justify this confidence. City Treasurer Cale thanked everyone who voted for her and backed her and had the confidence that she was qualified to do the job. She thanked her husband for doing a good job as her campaign manager, and promised to do the best job she could. 00- AT 7:51 P.M.. COUNCILMAN KING MOVED THAT THE CITY MANAGER BE DIRECTED TO PROCEED WITH ADVERTISING AND RECRUITING FOR A DIRECTOR OF COMMERCIAL AND INDUSTRIAL DEVELOPMENT AND TO BRING A REPORT BACK TO THE CITY COUNCIL.
