Roll Call: Present: COUNCILMEN GREGORY, HAMILTON, KING, MC CARON AND MAYOR BLEWETT PLANNING COMMISSIONERS DARGUS. THOMAS. WITTIG. YANEZ AND CHAIRMAN MIDDLETON Absent: COMMISSIONERS LARSON AND MC CORD ROLL CALL Also Present: Absent: CITY MANAGER MOCALIS, PLANNING DIRECTOR GORDON, CITY TREASURER CALE. CITY CLERK BALKUS ALAN STAMLER, SENIOR ASSOCIATE. AND JAY NATELSON. VICE PRESIDENT, DEVELOPMENT RESEARCH ASSOCIATES CITY ATTORNEY FLANDRICK. DIRECTOR OF PUBLIC WORKS PERRY. FINANCE DIRECTOR DUNCAN, CHIEF OF POLICE ADAMS 00- Ptanning Director Gordon stated that the purpose of the meetings to be held today. May 9 and May 10 was to receive presentations of three potential consultants to perform a Business Reconnaissance Study for the City. Mr. Gordon summarized some of the problems that exist, such as tow sales tax revenue, blight and deterioration in the commercial and industrial areas, lack of convenience as far as availability of goods in Baldwin Park, etc. He stated that some of the possibilities were: revitalize the downtown area, consider the northwest area for an industrial park, develop the freeway areas, regional shopping center, specialty centers, i.e.. heavy equipment, motor home, camper sales, etc. Mr. Gordon stated we wanted a consultant with the education and expertise to give us guidance as to the areas in which we should move in the next five years, looking at it from a planning and an economic standpoint. He introduced Mr. At an Stamler and Mr. Jay Natelson, of Development Research Associates D.R.A.), a subsidiary of Booz, Alien & Hamilton, Inc., 731 S. Flower Street, Los Angeles. Mr. Natetson distributed brochures outlining D.R.A.'s operation, professional services, and qualifications of personnel. He also distributed a Proposal for Economic and Marketing Services, Reconnaissance Study of Economic Activity, for Baldwin Park. Mr. Natelson and Mr. Stamler reviewed the proposal, which indicated that the primary values of such a study would, in terms of benefits to the city and its residents, provide a strong guideline" basis for future planning, guide and assist private investment decisions, and serve as a framework for the coordination of public improve- ments so that they wilt have the greatest impact on an upgrading program. The proposal indicated a two-phase approach to the assign- TWO-PHASE APPROACH ment the first a reconnaissance of existing economic PROPOSED conditions, planning and development considerations, and market demand potential for a variety of land uses within the city; and, development of a five-year economic develop- ment program consisting of an outline of strategies for maintaining existing economic and market strengths and developing new economic activity within the city. The proposal listed key personnel who would direct or conduct major portions of the proposed research program, along with resumes of their qualifications, and indicated that other staff would participate on the team as required. Also included was information regarding Central Business District experience in various cities. Mr. Stamler indicated they were not proposing to change the nature of the conmunity, but would examine various portions of the City to determine the current state, how the various areas interrelate with each other and with surrounding communities. He stated it would not be a detailed report, as the major thing is to find out what is happening now. He stated they would try to determine the number of dollars being lost to other communities, and why; also, the potential for attracting the heavy traffic along the San Bernard!no Freeway, which would make itself viable and lend itself to regional shopping. He pointed out that not every city benefits from regional shopping centers; there are costs and benefits with every type of development, and there are gains and losses. Mr. Natelson stated that this would not be a development package; that when the Council decided on the priority of development, then a package could be prepared. Mr. Stamler explained the report would designate areas and give reasons why an area is good for development; that their purpose was to define alternatives, what land use is, cost and method of acquiring land, what business or market is in demand, what the competition is, buying patterns, income and buying power in and around the city, checking the census, and an analysis. Mr. Natelson stated there would be frequent meetings with the Planning Cormiission, City Council and the community to establish priorities; that they have many contacts in the area to aid the Planning Department and line up developers if we have a market that will interest them. He stated the report could be completed within 15 to 20 days; however, they preferred to set a more leisurely pace and to work with the Planning Commission and the community to lay out the framework, plus an additional 60 days. Mr. Stamler would be in charge, and he would work with Mr. Gordon. There would be 2 full-time junior members of the staff working in the field to study land use and boundaries, and make reports which would be discussed by the staff. The study would include the central area. He stated this would be a detailed market study; that the City is interested in the commercial and industrial field. He explained that West Covina has been spending money for this purpose for the past 12 years, and had spent $80,000 last year.
