Ramona Boulevard The City Council of the City of Baldwin Park met with the Planning Commission in adjourned regular session at the above place at 5:00 p.m. MAY 9. 1972 5:00 P.M. CITY TREASURER CALE, CITY CLERK BALKUS CHARLES STAPLETON AND HERBERT EPSTEIN, OF LAMPMAN & ASSOCIATES ROLL CALL Absent: CITY ATTORNEY FLANDRICK. DIRECTOR OF PUBLIC WORKS PERRY. FINANCE DIRECTOR DUNCAN. CHIEF OF POLICE ADAMS 00- Planning Director Gordon distributed copies of the letter of proposal from Lampman & Associates for the City's Reconnaissance Study. He introduced Mr. Charles Stapleton and Mr. Herbert Epstein. Mr. Stapleton stated that five years ago, Lampman & Associates had made a presentation regarding the circulation element in the downtown area; they were doing a street design, and they had aerial photos. He referred to the January 24, 1972 letter of proposal which had been distributed. Lampman & Associates is more than just an engineering and planning firm; they are also architectural, and look at the total environment and traffic engineering. Mr. Epstein was the Planning Director of Stockton, California, and he has carried out a redevelop- ment project. Mr. Stapleton joined Lampman & Associates in 1964, and he is the principal planner. Mr. Stapleton reviewed pages 2, 3 and 4 of the letter of proposal. He explained that, according to the 1970 census, there are problems, as the median value of a house in Los Angeles County is $24,000 and the median value in Baldwin Park is just over $17,000. There are overcrowded conditions, almost twice that in the county as a whole. There is a need to get into the private sector of the city. Mr. Epstein stated that in his experience with Stockton they had unemployment and low income, and they needed a circulation plan. They had developed a workable program with citizen participation, encompassing problems, causes and recommendations to solve them. They are tearing down the old commercial area of the city. Commercial development includes a coordinated program of ail elements, and the federal government will support some of the programs where there is not a profit involved. You must have a program goal. He stated they would give guidance and recommendations for better street circulation and possibly better frontage roads in the vicinity of the freeway. Mr. Stapleton stated that they have worked with 60 to 70 cities, but had not done a local economic reconnaissance study. Mr. Epstein stated there should be convenient local centers for grocery shopping, but not for retail; that you do not have a strong downtown area when there are so many little centers; that strip development is not successful, and that after the study a final decision could be made as to what is best for the over-ail good of the city. Mr. Stapleton stated that the reconnaissance study would be helpful in moving into the General Plan program. The study will provide background as to what the problems are and what to do. Regarding centralized shopping and regional shopping centers, he felt the economics of stretching out would not prove profitable; a shopping center is owned by one company, and is controlled as far as parking, uniform appearance, etc. The central business district has no uniformity or control of parking, etc., except for city laws. A central business district gives the feeling of shopping convenience, but people also want services, such as municipal services, library, lawyers, etc. Regional centers have services as well as shopping and price comparison. Mr. Epstein stated that there were legal avenues that required upgrading of blighted properties which had out-of-town owners. In answer to Mayor Blewett, Mr. Epstein stated that they did not have contacts with realtors or specific individuals to acquire a shopping center. Mr. Stapleton explained that their job would be to pro- vide municipal consulting whereby economics could be provided to carry the program out. There is no guarantee of this kind of service. They would outline the problem and recommend methods of solution- They explained that they did not develop the Cerritos center they had come afterward; that 3/4 of the down- town businesses had opened up in the new center, but had retained their downtown location. Mr. Stapleton stated that the City's General Plan should be updated.
