The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7:00 p.m. Roll Call: Present: COUNCILMEN HAMILTON. MC CARON ROLL CALL AND MAYOR BLEWETT Absent: COUNCILMEN GREGORY AND KING Also Present: CITY MANAGER MOCALIS. FINANCE DIRECTOR DUNCAN AND CITY CLERK BALKUS CITY TREASURER CALE ARRIVED AT 7:28 P.M- Absent: CITY ATTORNEY FLANDRICK. DIRECTOR OF PUBLIC WORKS PERRY, PLANNING DIRECTOR GORDON AND CHIEF OF POLICE ADAMS 00- Mayor Blewett stated that this meeting was for the purpose PURPOSE OF of discussing the budget. MEETING HEALTH & ACCIDENT INSURANCE Health and Accident Insurance In answer to Councilman McCaron, Finance Director Duncan explained that the total health and accident insurance premium $22.21) is paid by the City for each employee. The employee pays for his dependents. The same also applies to the Planning Commission. In addition, the Planning Commission is covered under Workmen's Compensa- tion, the same as City Council, as it is necessary for the Commissioners to review properties in the field. The Planning Commissioners are paid $10.00 per month so they can be included under Workmen's Compensation. Number of Personnel NUWER OF PERSONNEL For clarification of personnel not included in the 1971-72 budget, and shown in the 1972-73 budget, Mrs. Duncan explained that in August 1971 Council had approved two employees for the Police Department and one Planning Assistant. Pool Fees and Cashiers In answer to Councilman McCaron. City Manager Mocalis stated that the pool fee was 20 cents; that the cashiers had additional duties. POOL FEES AND CASHIERS Estimated Revenue Gas Sates Tax EST. REVENUE GAS SALES TAX In answer to Councilman Hamilton. City Manager Mocatis stated this additional amount was included in the budget as estimated revenue. Councilman Hamilton said this money should be set aside each year for a new City Hall. Further discussion followed regarding Estimated Revenue. Page D. Mrs. Duncan explained that Gas Tax Fund, Section 2106. $235,107, 1971-72. was for construction. It was used for Ramona Boulevard, and the balance in the account, which was invested, would pay Southern Pacific. The estimated 1972-73 amount is $227,000. City Manager Mocalls stated he was proposing that 2106 funds be for construction, curb, gutter, etc., and that no General Fund money be used for this purpose. $37,000 for con- struction was deleted from Street Maintenance, Page 135. Mr. Mocalls explained that Section 2107.5 monies could be used for engineering salaries, but could not be used for street cleaning, lights, etc. The County holds this money, and when Council approves a construction project the City receives the money. Mrs. Duncan explained that Fines and Forfeitures money can be used to pay crossing guards, or for anything that has to do with Traffic Safety. Councilman McCaron, referring to all departments, stated that when the City dropped Social Security and went to the State retirement program, it appeared that the over- all cost would be less. The budget Indicated more, and he asked what had happened. Mrs. Duncan explained that the formula for the retirement for the police officers had increased from 8.467 to 12.687. The police officers had previously had the lowest formula. City Manager Mocalls suggested it would be better to show the retirement cost in the tax rate; that accounts should be stipulated and not alt shown in the General Fund; that of the amount shown, 35% of the cost for the Police Department, was fringe benefits. Page 70) Mr. Mocalis stated that Revenue Sharing was on the floor of the legislature today and that as the bill is now, nothing further could be added. City Manager Mocalis stated he had told the department heads that this Budget Study would be a revenue study. Councilman McCaron asked which department the I.B.M. machines were under Finance or Police Department. Mrs. Duncan explained that the I.B.M. personnel is budgeted under the Finance Department, that it was proposed that Data Processing be a separate division. About 75% is for the Police Department now, which grants are covering. The Police Department has about $1,500.00 budgeted for supplies. Councilman Hamilton questioned the Police Department increase in personnel services. City Manager Mocalis stated this figure represented step increases; that the Police Department had requested a sliding scale wage. That there had not been an increase in office personnel but in the field there has been. Mayor Blewett referring to Page 70 Police Department asked why services show an increase and what is the deoartment's turn over factor. It was explained that the increase was the step increase and that there had been no terminations, however, 3 personnel are out on Workmen's Compensation. Discussion followed regarding the number of departmental top personnel and that this was not comparable to private enter- prise. The main concern was costs. Councilman Blewett asked for Council's reaction. Discussion followed that it would be advisable to attend the meeting; that there was much to be considered such as the larger the department, the higher the costs, efficiency versus department size, the diverse needs of different communities. that Baldwin Park's costs are lower than others City Manager Mocalis explained that City Attorney Ftandrick stated that a number of northern California Cities are suing in court to force the cities to pay the same salaries other cities are paying for police and fire protection; irrespective of revenue. This would be the same as the school decision equal education and money regardless of local revenue- The attorney is asking Baldwin Park to join in a suit against this action as we might suffer loss of home rule. There is no correlation between the salaries and the services. If the cities win Baldwin Park could lose on sales tax based on population. 00- POLICE & FIRE Civil Defense Page 91 CIVIL DEFENSE Councilman Hamilton brought up the Area D dues, $700.00, which had been deleted last year as at that time the membership was of no help to the city. Now it appears that in the event of a disaster it would be beneficial to continue the membership. Also, it is helpful in clearing grants, etc. He stated he would attend all the meetings. Discussion followed that the City maintain membership and observe the activity. City Manager Mocalis stated he would notify Area D that the City would maintain its membership. 00- Free Clinic FREE CLINIC Councilman Hamilton questioned $600.00 for the Free Clinic. Discussion followed that this and Hot Line were very worth- while and active programs. 00- Boys Club BOYS CLUB Mayor Blewett stated that an attempt is being made to get a much needed Boys Club in the community and that El Monte had a very fine club, however, they have more resources. 00 Crowded Parking Lot PARKING LOT Council requested that additional employee parking be made available in the Public Works Yard as there is not sufficient public parking in the City Hall Yard. 00- BIB] 37659-U01 1972-U02 06-U02 13-U02 CC-U02 MIN-U02 LI1-U03 FO9591-U03 FO9837-U03 DO9921-U03 C4-U03 MINUTES1-U03 2/6/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1972 06 13 CC MIN(ÌìÖ˜peC 005^19^ Adjourned Regular Meeting of the Baldwin Park City Council Street Sweeping Councilman Hamilton questioned when the streets were swept. Councilman Hamilton and Mayor Blewett stated they received many complaints that streets were not swept. Mrs. Ouncan stated that on page 116 A-1 Power Sweeping on Ramona would be deleted If Street Maintenance purchase of a small street sweeper Is approved. Councilman McCaron stated he had spoken to the engineer about this and when It becomes feasible the city will do the sweeping. City Manager Mocalls stated that at the present time the city does not have the money to purchase a small sweeper. 00- Councllman Hamilton suggested a survey to find areas where they do not have off the street parking. Discussion followed regarding overnight parking prohibiting sweeping of the streets» possibly better enforcement or raising the fine from $2.00 to $5.00; that there Is off- street parking but It Is not used. Councilman Hamilton requested that Overnight Parking" be listed under New Business on the June 21, 1972, Agenda. Council concurred. 00- AT 9:03 P.M., COUNCILMAN HAMILTON MOVED THAT THE CITY COUNCIL ADJOURN. COUNCILMAN MC CARON SECONDED. There were no objections.
