There were no objections. 00- City Clerk Balkus presented a claim for property damage at 12749 Salisbury from Federal National Mortgage Association for an undetermined sum. The recommendation was to deny the claim and refer to the Insurance carrier. He stated this was the standard agreement which had been used for the past several years. He recommended that approval and authorization for signing be granted. The term of the agreement Is from September 1, 1972 through June 30, 1973. The motion carried and was so ordered. 00- Councilman Gregory thanked the City Clerk's office for all the art work on the agenda and wished everyone on the Council, the Staff, and in the audience a Merry Christmas. Mayor Blewett thanked everyone associated with the City for the fine year that we have had and expressed his wish that 1973 will be an even better year. 00- Councilman Hamilton asked for a report from City Manager Mocalis regarding the plans for the new City Halt. City Manager Mocalis stated that the City employed an architect 2 years ago. He stated it was anticipated that sufficient funds would be available from revenue sharing to completely finance the building. However, the City received less than half of what was expected. It would be appropriate to explore other means of building the City Hall and the safety facility. He recommended that the City Council authorize him to engage a financial consultant firm who would give the Council the cost of the type of alternative measures that are available to build the proposed structure, i.e., general obligation bonds, joint powers, etc. The cost to the City would be approximately $2,500.00 for the final report and we would get this back by the end of January. The study would show the exact costs, interest rates, bonding costs, time schedules involved, and allow the Council to choose the method best suited to the City. In building structures of this sort the accepted practice is to have a financial consultant explain the various alternatives open and secondly, to engage a legal firm, O'Melveny and Myers,) who would ascertain that whatever plan was adopted would not violate State statutes. He requested that Council authorize the City Manager to engage the services of a financial consult- ant and get a report back approximately January 25, 1973. Councilman Hamilton stated he felt that Council should move on this and that he would tike to set all revenue sharing money aside for this purpose. Councilman King stated he had agreed with this in the beginning but he now felt that it would not be in the best interests of the City, although we are definitely going ahead with the City Hall. Further followed regarding a special fund for revenue sharing City Attorney Ftandrick exniained that the government could change the amount and the usage of the Federal funds which would require an Act of Conqress; and secondly, if this money were to be placed in a capital outlay fund it could only be used for that purpose and could not be taken out of that fund except by a vote of the people and therefore is restrictive. Councilman Hamilton stated that is what he would tike to do as this wilt qo a long way toward building a new City Hall and getting the Police Department out of the basement. City Manager Mocalis stated there would be no cost to get an approximate value of the present site and also a site near Morgan Park. Councilman Hamilton stated it would have to be determined how the plan is to be utilized here and possibly taking other buildings into consideration, as this is a commercial area.
