Ramona Boulevard The City Council of the City of Baldwin Park met In adjourned regular session at the above place at 7:00 p.m. Councilman Hamilton led the salute to the flag. Roll Call: Present: COUNCILMEN KING. MC CARON. GREGORY HAMILTON AND MAYOR BLEWETT CITY MANAGER MOCALIS. PLANNING DIRECTOR GORDON, CITY CLERK BALKUS Also Present: CITY ATTORNEY FLANDRICK, DIRECTOR OF PUBLIC WORKS PERRY. FINANCE DIRECTOR DUNCAN. CITY TREASURER CALE, CHIEF OF POLICE ADAMS Absent: 00- Mayor Blewett stated that one of the purposes of this meeting was to discuss the request of the Mid-Valley Community Mental Health Council for a $10,000 commitment for one year funding for the drug project. Later at this meeting the Council and the Planning Commission would consider the first phase of the Business Reconnaisance Study. 00- City Manager Mocatis distributed a copy of his report on the Mid-Valley Community Mental Health Council. He stated that a check with the City Manager of Duarte was very favorable. Also Assemblyman Johnson's office was contacted and they are in favor of this project and verified the general reputation of the Self-Help Center. He stated he had spent a very informative two hours at the Duarte Center with SAif Ultah and the staff. Mr. Ullah appears to be very well qualified for this project and the staff mem- bers are well trained and dedicated people. Mr. Ullah will be one of the persons considered for the new project. If the City Council decides to grant the request for funds several things should be clarified or modified as follows: 1. The proposed Articles of Incorporation and Bylaws should be amended to specifically provide that the corporate officers shall be elected officials from the governing bodies of the member cities. 2. It would be desirable to have governing boards for each community center, composed of local represen- tatives, in addition to the overall project board. 3. Since we are striving to bring services to our community from all levels of government and private corporations, it would be Important to have the administrative offices and staff of the project be located in Baldwin Park. 4. Evaluation of the proposed Baldwin Park center should be accomplished by the local governing board. 5. A technical advisory board should be created to give advice and evaluations to the local govern- ing board. He stated the City has many critical needs and that this re- quest should be considered in the 1973-74 bidget as it appears that this will be a difficult year for the City. Recently the City was forced to make a loan to make possible the purchase of hardware equipment, which was necessary to fulfill the re- quirements agreed to under a Federal Grant. He asked if this group was authorized to make application to the Federal Government for funds. Mr. Mocalis stated the group did meet the criteria and that they were an appropriate group for that purpose. Councilman McCaron stated he understood that there had been an offer of money mande this evening. Dr. Cooper, Board member of the Baldwin Park Free Clinic stated that those who are knowledgeable about this project are very much in favor of it. If the Council approved this, he would propose at the next board meeting of the Freg Clinic that existing funds, between $3,000 and $4,000, be turned over to the City specifically earmarked for this valley area-wide center. Therefore, the City would only have to appropriate the difference. Mr. Mike Dargus, 12360 East Francisquito,stated he would like to ask the applicants if they had a firm commitment for the grand and will this organization work with the councils of the Community Mental Health Center. His concern was that Monday the White House issued a stop order to phase out the Mental Health Plan for the next 8 years and turn it back to the local level and Dr. Marshall stated he is going to need a minimum of $5 million. Councilman King stated he believed that if Council approved this project it would be contingent upon approval of Federal funds. Mr. Saif Ultah, Duarte Drug Abuse Center, stated there is no guarantee of any kind from any agency that any program will be funded. They will make an application that will be given very serious consideration and it appeared to stand a good chance. At the present moment he did not see any problems. The grant may be funded in August, September or October. If they do not receive the funds the City does not lose a cent as it is contingent upon the approval of the grant and the funds being made available. Mayor Blewett stated that Dr. Cooper indicated that the Free Clinic would have the amount of funds they have now. Mrs. Ana Montenegro, representative of Eje Latino, Incor- porated, a newly formed group stated their group has 70 members through all ages and they are all committed to work- ing with any problem from young to old that will concern our City. The temporary executive board has met but they will not commit themselves as to how much is to be done but they will be willing to work for any particular need such as drug abuse problems. Shirley M. Gray, 13525 Shadytawn Place, stated this plan does offer something that the school and the City needs. If we do not join this group of four cities then they will go ahead on their own and when we in turn wish to use a half-way house we will be turned down unless we do our share. Mrs. Montenegro questioned whether the drug abuse statis- tics were accurate. She added drugs are all around and that her 9 year old boy could give detailed information on drugs which he has learned from friends; that there was a foxhole in the neighborhood where 3 boys were picked up with drugs; that all areas, including Claremont. had the problem. Addicts can be helped but the Courts are too len- ient and pushers should not be out on probation. Mrs. Bess Jenkins, 13056 South Amar Road, stated the cornnun- ity had worked to fund the Impact II Program. She felt that if the need arose the PTA would back the program 100%. Every organization worked for Impact II, a program for students, and they raised the funds. This program is also for non- students and everyone present was seeking to find something to help the young people especially to get back into the right way of living to get them to be good citizens to take over our jobs. Sandra Rosano, 14944 Pacific Avenue, a student from Baldwin Park High School, urged support of the program as drugs are available at the school; that even her brother in first grade knew about drugs; that if there is a center to help people it will help put the pusher out of business. She commented that the kids do need somebody to took up to without being afraid of their parents and afraid of the law. Councilman McCaron asked if there was any time table when there will be a hearing on the application. Mr. Ullah stated they hoped to submit the application within a month's time and they would know within 4 to 5 months whether the grant was approved. Councilman McCaron asked how the program began in this area. Mr. Ullah stated the whole thing started in 1968 when the City of Duarte became aware that they should do something about the drug problem and a citizen's group wroked very hard to set up a counselling center. This center became operational in 1971. The main purpose of the center was to strengthen the family units within the community, and to provide assistance to anyone who was experimenting with drugs so that they could eliminate these problems. They also realize that the drug problem Is at several levels; experimental and hard core. The hard core addicts often become the pushers because of their need for money up to $50 a day.) In order for the center to treat them they would need more adequate services than they have. No one city could afford this a1one» so the Duarte Community Drug Council proposed a new plan which would include 4 to 5 addi- tional cities and that all these cities combine their efforts and ask for a much larger grant which will give more than just one service. The center w111 have a minimum of 4 full-time personnel and wilt also receive bed space for medical detoxi- fication. It also wilt have a half-way house available for up to 36 people. He clarified that everyone becomes a pusher for a certain reason. If we can eliminate the need just by giving them counselling in depth, there is a possibility that we can eliminate those pushers and hope they will stop. Mayor Blewett asked if there would be extensive guidance counselling. Mr. Ullah stated that when you talk about drugs you talk about families; likewise poor grades in school; the untrained people and people with too much free time. The center will be attack- ing the problem at the point of Inception, how It started. They counsel with the family in turmoil. They will also be doing some guidance counselling as a total part of the project. Councilman Hamilton felt there should be more policing In schools. Continued) MRS. BESS JENKINS, 13056 S. AMAR RD. Dr. Cooper stated he was the Principal of Landis Jr. High School and had been Principal of Jones Jr. High School and each case has to be handled on its own merits. There was an instance where a girl at Jones was seen taking one pill after another. They sent someone to get her and she stag- gered up into the office and they sent a teacher to find the envelope with the pills in it. The school has a dis- trict policy; any case of narcotics or suspected narcotics, must immediately be reported to the police and they did make an investigation.) The police came and the girl immediately sobered up. They were salt pills and this was an act to fool the other girls..< He explained that this is not to say that everything is acting. At Landis School they have not had any incidents at all of drug abuse this year. Last year in every case police were notified, the youngster was suspended from school and directed towards channels for counselling and the school does what it can to help. Drug abuse in Baldwin Park has lowered markedly in the past year and any problem is taken care of immediately with the police and with counselling. Councilman King stated he-did not believe it'was the fault of the schools that whfen someone was picked up they were almost immediately released to their parents. Mrs. Amos Slater stated it was possible that the teachers did not notify the police. Councilman McCaron stated that his is a long range program and it appeared Council was favorable toward anything that may prove beneficial to the City. Supporting this project will leave the City with one agency San Gabriel Valley Hot Line) at $50.00 a month. Jn the meantime the Council can also pickup some more information as far as the County and other cities and what their interest will be in this particular project. Discussion followed. COUNCILMAN t^C CARON MOVED THAT THE REQUEST FROM THE DUARTE SELF HELP CENTER TO SUPPORT THE MID VALLEY MENTAL HEALTH DRUG PROJECT, FOR ONE YEAR, IN THE AMOUNT OF $10.000.00 BE CONSIDERED IN THE 1973-74 BUDGET. SUCH FUNDING TO BE CONTINGENT UPON APPROVAL OF THE PROJECT BY THE FEDERAL AGENCY ADMINISTERING THE PROGRAM, SUBJECT TO CONTRACTURAL CONDITIONS AS DETERMINED BY THE CITY ATTORNEY, AND INCLUDING THE FOLLOWING MODIFICATIONS: 1. THE PROPOSED ARTICLES OF INCORPORATION AND BYLAWS BE AMENDED TO SPECIFICALLY PROVIDE THAT THE CORPORATE OFFICERS SHALL BE'ELECTED OFFICIALS FROM THE GOVERN- ING BODIES OF THE MEMBER CITIES. 2. The motion carried and was so ordered. Mr. Jerry Holland, Superintendent of Schools, applauded the City Council for the action just taken. He stated this problem does exist in the schools and they try their best to prevent it. It exists in the city and city police try to help; it is time that the whole comnunity helps. 00- At 8:10 P.M. CHIEF OF POLICE ADAMS Planning Director Gordon presented a report of the Business Recon Study, Phase I, Analysis of Business Activities and introduced Mr. Dave Peterson of Development Research Associates. Mr. Peterson stated that the real issue is dollars how they are spent and how the dollar comes in to pay for items in the budget, i.e. Sales Tax» Property Tax. Municipal Finance in California is set up on the assumption that cities can pay for services from the activities within the city limits. He made a per capita Sales Tax allocation comparison as follows: Industry $2,000.00. Irwindale $700.00 and Baldwin Park $8.00. Trade area Baldwin Park is low in comparison to other cities. An attempt should be made to draw trade both from within and without the city limits. Major streets aim people towards West Covina more than Baldwin Park. Comparison vs Convenience Goods Convenience goods are items bought all the time bread, bananas, etc.). Baldwin Park is doing pretty well in this area, but Comparison Shopping is doing less well because other cities have built retail outlets first. The Baldwin Park resident goes to another city for large appliances, etc., which is known as leakage, that is a sales dollar which might have been kept in town, and at this time the city is losing about 32% of 1/3 of the retail sales dollars that are being spent by Baldwin Park residents. There are actions that can be taken but it is necessary to spend money to make money, as in anything else. He made the following possible recommendations as solutions. 1. Population add more people by recycling change single units to multi-family units. 2. Income Have programs to attract employer firms into the city, and residents level of income will rise. Also draw people from other communities by giving them a reason to come to Baldwin Park. 3. Trade area expansion Relatively little to be done. Baldwin Park is not really susceptible to dramatic change. Look at existing facilities to make them more competitive and capture more of that sales dollar. Look at the zoning of commercial land. Is the City limiting the likelihood that an investment will come into town? New facilities If a strip is zoned commercial make zoning attractive to new investment. There is some very valuable frontage on the freeway but because of of the way the streets run it is relatively hard for private investors to put this together in any mean- ingful form. Mr. Wittig questioned whether the cost of services would warrant the extra population. Mr. Peterson stated it would depend on the kind of population. Councilman King asked how a high density factor along the railroad would affect that particular area of Ramona Blvd., something such as condominium would it be an asset? Mr. Peterson stated this area should be the strongest in density, however, he was afraid that the street layout work that has taken place has served more to separate and fragment than to make it cohesive. Mr. Moreno commented that keeping in mind that the sales tax revenue is our main objective, what would be recommen- ded in regard to long range terms of the regionalization who is left to attract and how do you get them. Mr. Peterson answered Step 1 go with what the City has. Step 2 specialty retail. He suggested an old time area might be an idea or the smaller store concept which is being tried by Dayton stores. Mr. Peterson stated that density areas should surround existing areas to feed the commercial areas and also make sure that if density is built up in an area that it is easy for people to get to the other downtown areas. Councilman McCaron asked how much income money is spent here? Mr. Peterson stated that starting with the total of all incomes of all Baldwin Park and matching that against the amount of sales in the city gives a rough indication how much is spent here and in other places. In answer to Councilman McCaron, Mr. Peterson stated there is no one kind of merchandise in which there is a gaping void. It is important to draw people in for as many kinds of goods as you possibly can and restaur- ants is one of the areas to consider. Mr. Wittig stated we are trying to find an item that would make this City known, may it be new car sales or whatever. The area around our freeways are the areas we should move in now with zone changes, etc. Let us prevent having mediocre things built up there. Now is the time to move in that area, our greatest priority is freeway frontages. Mr. Peterson asked for comments on the willingness of the city to move. Recreational vehicle sales establish- ments went in to El Monte and South El Monte mostly on vacant lots. That can probably happen here. These can go on lots here, but auto dealerships require larger parcels, which is difficult. Auto dealerships would necessitate store closings, zoning and even eminent domain powers to put together. The same for office development, hotel/motel, some retail. Zoning strategies have to be made use of to make this happen. Mr. Wittig stated the object of the whole thing is to bring Baldwin Park property tax somewhat in line with surrounding communities and it has be be presented with statistics that people can take apart and question. Councilman Hamilton stated a car dealer would be a priority and difficult in view of the small land parcels. Mr. Peterson stated that a project of this sort will be time-consuming and difficult, and costly but the city would get something back in return. His experience has been that car dealers will talk to you if you can get them the land area that they need. The presentation should be well prepared. He suggested that the Mazda people be contacted. The audience commented that the reasons for not shopping here are high prices, poor maintenance and prices are not competitive. Mr. Peterson stated that the city has to show a willingness in putting together an attractive pack- age that can provide the kinds of sales the city wants. The freeway exposure would be good for new car dealers. Something is needed to recapture the leakage it is far too great. We have to get things people will buy in Baldwin Park to bring back our dollars. Mayor Blewett stated that Baldwin Park is going to have to specialize in something. Everyone knows what the problem is and everyone present at the meeting has the same responsibility to come up with an idea, the way to market the idea and attract a commodity or new concept which will bring revenue to the city. He thanked Mr. Peterson for his presentation. 00- City Manager Mocalis presented RESOLUTION NO. 73-7 AUTHORIZING FILING OF RES NO 73-7 AUTHORIZE APPLICATION GRANT TO DEVELOP OPEN-SPACE LAND FILING GRANT OPEN SPACE This resolution authorized filing of an application for a grant. COUNCILMAN GREGORY MOVED THAT RESOLUTION NO. 73-7 BE RFS NO 73-7 ADOPTED AND THAT FURTHER READING BE WAIVED. COUNCILMAN ADOPTED' KING SECONDED. There were no objections. The motion carried and was so ordered. 00- City Clerk Balkus stated that an appointment of a Council representative to the Personnel Board was necessary as there would be a Personnel Board Meeting February 4. 1973. Councilman Gregory submitted the name of Bill Smith, Crocker Bank, subject to his approval. Discussion followed.
