It will be completely landscaped, have a swimming pool and will be a nice improvement to the overall area. In answer to Mayor Blewett Mr. Smith replied that the approxi mate price range of these units would be $20,000 to $22.000, and will have 2 and 3 bedrooms. In answer to Councilman McCaron, Mr. Smith stated there was no way traffic could circulate on the property and that Fire Department standards, which are very rigid, had been met. Mayor Blewett commented that these are the first convention- ally financed units we have had in the City in some time and he appreciated Beaty Homes coming into Baldwin Park. In answer to City Attorney Flandrick, Mr. Smith stated that Beaty Homes, Inc. had examined all the conditions suggested by the Planning Commission and would accept them on behalf of Beaty Homes, Inc. As there was no one else in the audience desiring to speak either in behalf of or in opposition to Tentative Tract 24170, Mayor Blewett declared the public hearing closed. COUNCILMAN GREGORY MOVED THAT THE CITY ATTORNEY PREPARE A RESOLUTION APPROVING THE TRACT MAP SUBJECT TO CONDITIONS SET FORTH BY THE PLANNING COMMISSION. COUNCILMAN HAMILTON SECONDED. There were no objections. The motion carried and was so ordered. 00- Under Oral Communications, Mr. Bart Luce, 1247 South Wales, Glendora, requested a release of a Time Certificate of Deposit for street improvements at 4601 Kenmore, in the amount of $500.00. He stated this is on a non-dedicated street and he had dedicated his part of the street to the City and then moved out. He felt that it would be a long time before the City improved this section and he stated he could use the money. Mr. Perry stated that in accordance with the Code Mr. Luce put up a $500 Certificate of Deposit for street Improve- ments when he applied for a building permit. He felt it would be some time before this property is developed but it is normal procedure to post this Interest bearing Certi- ficate until the City completes the improvements. Councilman McCaron felt a report on this area should be made in order to set a time schedule for improvements if indeed there are any. After further Council discussion Mayor Blewett stated that it was the concensus of the Council to study the matter further and perhaps take a field trip to the location. The fees for background check by the Police Department had been waived; however, he was requesting that the auditorium rental of approximately $60. also be waived. Also, numerous adults would be present so he questioned the need for police officers. He stated this concert was a fund raiser for the concert group'to make a tour of five Western states and Governor Reagan is going to appoint this group, The Christian Goodwill Ambassadors from Baldwin Park." The majority of the members are from Baldwin Park. Discussion followed regarding the rules and regulations governing the use of public buildings and that rental fees had not been waived for other organizations making the same request. City Attorney Flandrick stated that Mr. Lucas had been contacted and he advised that police protection would not be required; however, there is no provision for waiver of rental fees for a fund raising event. The fees for the rental, approximately $60. cannot be waived. Mr. Martin thanked the Council for their consideration. 00- Mrs. Dorothy Mayes, 3453 North Big Dalton, requested that the public hearing on 73-S-12, the Northwest side of Mangum Street between Fairgrove Avenue and Bess Avenue, for curb, gutter and drive approach, be reopened She stated that at the hearing on March 7, 1973 she had stated that the property at 3139 Mangum Street was a hardship case as the lady, who is 75 years old, has very limited funds. At that time she had requested that the hearing be continued. Discussion followed that it had been Council's intent to delete the drive approach on this particular case as well as for the property at 3247 Mangum Street. COUNCILMAN KING MOVED THAT THE MINUTES OF MARCH 7, 1973 BE AMENDED TO READ: THAT THE DIRECTOR OF PUBLIC WORKS IS HEREBY ORDERED TO TAKE THE STEPS NECESSARY TO CAUSE THE CONSTRUCTION OF CERTAIN IMPROVEMENTS IN CASE NO. 73-S-12, WITH THE EXCEPTION OF THE DRIVE APPROACH AT 3247 MANGUM STREET AND 3139 MANGUM STREET, PURSUANT TO SECTION 5870, ET'-SEQ. City Attorney Flandrick explained this motion did not include curbs and gutters, the cost of which will be placed on the tax rolls but not until December 10, 1974 and April 10, 1975. Mayor Blewett explained that there wilt be an exemption for people on Social Security who also receive Old Age Assistance, under a Bill before the Assembly to be effective in 1974. Councilman McCaron stated he thought the City should have some program outlining how these cases can be handled. Councilman King explained that possibly Mrs. Asquith has not heard of the aid the City has been giving on behalf of the taxpayers for the Free Clinic Drug Rehab- ilitation Program, with money from a very tight budget. Mayor Blewett stated there is a point where everyone needs aid and especially the taxpayer. 00- Mr, T. E. Carpenter, 4346 Jerry Avenue, asked in regard to the deletion of drive approaches» if all people in similar cases would automatically receive the same con- sideration. Mayor Blewett replied no, that these people have peti- tioned the Council regarding a hardship. That Govern- ment can go so far and Council has been very compassion- ate on many things; the people have some obligation to come in and present,a problem. Mr. Mocalis stated each property owner will get a notice of hearing which will also advise them if there is an economic hardship it is the Council's policy to delete driveways until sidewalks are installed. 00- City Clerk Balkus presented a claim from Roger S. Peterson in the amount of $31.54 and recommended that the claim be denied and referred to the insurance carrier. COUNCILMAN GREGORY MOVED THAT THE CLAIM OF ROGER S. PETERSON BE DENIED AND REFERRED TO THE INSURANCE CARRIER. COUNCILMAN KING SECONDED. There were no objections. The motion carried and was so ordered. 00- City Clerk Balkus presented a request for a Temporary Use Permit and waiver of fees from the Baldwin Park Chamber of Commerce for a Sidewalk Sale to be held March 29 through April 1, 1973 and recommended approval and waiver of fees. He explained our code does not specifically permit distributing centers" in the M-1 zone. Section 9630.41 allows any similar businesses which the Comm- ission finds by clarification of ambiguity are similar to and compatible with the uses enumerated in this section." He also presented a request from C. Robert Hubbard, who represents the Vatacal Company, a wholly owned real estate subsidiary of United Parcel Service, asking that Council approve their usage of the property. He recommended that Distributing Center" be found similar to and compatible with" the used enumerated in the M-1 zone and be allowed as a permitted use. REQ. National Real Estate Consultant for United Parcel Service,1707 SANDPIPER, PALM stated United Parcel is planning to put in a new distribution center at the corner of Baldwin Park Boulevard and Virginia Avenue. He stated Mr. Jim Gibson, Regional Engineer for United Parcel would answer any questions regarding the proposed plant; also Mr. Mike Simovich, South El Monte, the owner of about 15^ acres of the land United Parcel has bought or leased for this proposed plant. The total number of acres will be 20 and the building will be 180,000 square feet, which Is roughly 4 acres of building. There are only 2 parcels in this area United Parcel does not control; one is a small corner service station site at the corner of Baldwin Park Boulevard and Virginia Ave- nue; and one a piece of land owned by an elderly woman who does not at this time want to move. These pieces are not needed but when they are made available at a price consistent with what they paid on the rest of it, they would purchase these two and add them to the complex. This plant will start off at probably 200 to 250 people and wi11 shortly grow to over 400 employees. United Parcel is a national company in 46 of the 48 states now and has an I.C.C. application in for the last 2 years which probably wi11 be granted sometime this year to go into all 48 states and ship back and forth across the coun- try. The company is entirely owned by the employees. All the truck drivers are uniformed and checked on appearance every day and every truck, even if it is in Minneapolis and it is snowing, gets washed every day. They are looking forward to the pleasure of relocating several small plants into this one large plant in Baldwin Park and would appreciate Council app- roval of the action of the Planning Board. Councilman McCaron asked if these services are taxable similar to sales tax. DESERT, CAL., REPR. UNITED PARCEL COUNCILMAN MC CARON Mr. Hubbard replied the cost for their service is not taxable, they pay income taxes and the P.U.C. does have regulations and there are other taxes. Mayor Blewett asked when construction would start. Mr. Hubbard replied just about as fast as escrow closes. The building is scheduled for completion about the 1st of next year. Construction wi11 probably start this summer and take about 7 or 8 months. Mr. Hubbard stated that Mr. Sexton and Mr. Gordon have been very helpful and they appreciate the courtesy and considera- tion shown them. He felt this development would improve the area and probably nelp to bring other types of industry into the City. She was born and raised In Baldwin Park, earned her Master's Degree from USC In Public Administration and was responsible In a very large measure for many of the grants that have been secured by the City. She wrote a grant which resulted In $150.000 total from the State for Legacy of Parks and was of great assistance to the Department Heads In putting together the $6,000,000.00, which was approved by EDA. He stated the City had a phone call today from Washington D.C. stating that our City wilt very likely be one of 23 cities In the United States that will receive a model grant of approximately $20,000.00. Maureen Is 24 years old and has been appointed Assistant City Manager of Lynwood, one of the first women Assistant City Managers In the State and he wanted to publicly acknowledge all the help she has given him and the staff and hopes she win do very well In her new assignment.
