Roll Call: Present: COUNCILMEN BLEWETT. HAMILTON. MC CARON AND MAYOR KING Absent: COUNCILMAN GREGORY Also Present: CITY MANAGER MOCALIS. CITY ATTORNEY LIEBERMAN REPRESENTING MARTIN AND FLANDRICK. Mayor King presented Certificates of Appreciation to Ossie Yanez. former Planning Commissioner, and James Jirsa and Bernard Martin, former Recreation and Park Commissioners, and expressed his appreciation and thanks. Robert McCord, former Planning Commissioner, was unable to attend to due illness. 00- On oehatf of the Ladies of the Baldwin Park Chamber of Commerce, City Clerk BaTkus announced the recipients of the July, 1973, Community Service Awards for outstanding service to the community without remuneration. On behalf of the Chamber of Commerce. Mayor King presented the youth award to Roberto Velasquez, and the adult award to Dr. Thomas Koumas, comnending them for their outstand- ing service to the community. 00- City Clerk Balkus administered the Oath of Office to Patrolman Kenneth Boyd, Reserve Officer John Slaughter and Police Cadets Sarah Cavin and Janet Davis. after which. The motion carried and was so ordered. 00- City Clerk Balkus administered the Oath to those in the auoience desiring to be heard during the meeting. 00- 7:30 p.m. having arrived it was the time and place fixed for a public hearing on AGP-26, Intent of the Baldwin Park City Council to consider adoption of a new Land Use and Circulation Element for the General Plan, initiated by the Baldwin Park Planning Commission, and continued from May 16, June 6 and June 20, 1973. Commercial and Industrial Areas were presented at the May 16, 1973, meeting. Residential Areas were discussed at the June 6, 1973 meeting. Circulation and Transport- ation were considered at the June 20, 1973, meeting and Zoning was discussed at this time. Planning Director Gordon stated that after tonight's presentation, the hearing should be continued to July 18, 1973 for a hearing on Environmental Impact and adoption of the final plan and report. He referred Council to the report in the packet and presented guide- lines for the zoning and rezoning of Baldwin Park. Compliance with these guidelines wilt insure that our zoning is consistent with the General Plan. Copy in official files.) Mr. Gordon stated that the presentation included only guidelines. Rezoning can only be accomplished after public hearings have taken place. Councilman Hamilton commented that the report was presented well and that he had no questions concerning it. Mayor King asked about the area on Baldwin Park Boulevard adjacent to the river, south of the freeway on the east side of the street. The area is just above United Parcel and just off Maine. Planning Director Gordon answered that this area includes a mixture of apartments and houses. There was no testimony. COUNCILMAN BLEWETT MOVED THAT AGP-26 BE CONTINUED TO JULY 18, 1973. Miss Estin Burks, 3070 Vinetand Avenue, stated that she was addressing the Council in the interest of Jim Reineck, who has been selected to participate in the 12th U. S. World Games for the Deaf in Maimo, Sweden, July 21-28, 1973. They have worked hard on the fund, but they have only raised $1,200.00 of the $2,000.00. Even if they can rai^e $1,500.00 he*11 be able to go. The funds are supposed to be raised by they 7th. The Police Department and Councilman Btewett have each contributed $50.00 toward this cause. Twenty-seven participants have been o^en from the State of California, but only Baldwin Park hasn't come up with the funds. Jim Reineck went to Yugoslavia in 1969 and brought back 2 bronze medals. He feels that if he can clear 6'3" he can take the gold T.cda1 a^'ay from Russia. The high school coach believes he will come back with a medal. She expressed thanks to the Tribune for their coverage. This project was sanctioned by the City Council a white back. She requested t^.at people make a small donation to the fund by giving it to her, the Chamber of Commerce, or depositing it at Crocker Bank or Bank of America in the Jim Reineck Fund. She then thanked the Council for allowing her to make this request. He stated that he would like to get permission to have a band play adjacent to his place of business in a city parking lot. City Clerk Batkus stated that he must have minunder- stood, as he must fill out a form for a Temporary Use Permit before the matter can be brought before the Council. Mr. Luman stated that he would obtain the necessary forms and fill them out. 00- City Clerk Balkus presented a claim on behalf of William Garcia regarding injuries caused by a falling pipe. She recommended that the claim be denied and referred to the insurance carrier, as the work was being done by the San Gabriel Valley Mutual Water Company, not the City. COUNCILMAN BLEWETT MOVED THAT WILLIAM GARCIA'S CLAIM BE DENIED AND REFERRED TO THE INSURANCE CARRIER. COUNCIL- MAN HAMILTON SECONDED. There were no objections. The motion carried and was so ordered. Attorney Ftandrick Live Oak Avenue bidding and LIVE OAK AVb'NUL STREET IMPROVEMENT COUNCILMAN HAMILTON MOVED THAT WE REJECT ALL BIDS ON THE LIVE OAK AVENUE STREET IMPROVEMENT DUE TO AN ERROR IN BIDDING AND READVERTISE. COUNCILMAN BLEWETT SECONDED. There were no objections. The motion carried and was so ordered. 00- Acting Director of Public Works Gordon requested a waiver of bid on Slurry Seal on Various Streets. Following the normal bid procedure would be a waste of public funds as quotations were sent to suppliers, and only Schwall Construction Company, Inc., submitted a proposal, which was in the amount of $12,722.97. This amount includes rie"-iv2ry and application of the slurry seal to approxi- mately 35 streets within the City. City Manager Mocatis recommended that the waiver of bid be approved. Councilman McCaron asked how the amount of the proposal compared with the Engineer's estimate. Mr. Mocalis answered that the proposal was $700.00 over the estimate. Each case involves curbs, gutters, and drive approaches. He recommended that the City Council approve the initiation of these districts and set a hearing date of July 18, 1973, for a public hearing.
