Mr. Don Hotmes, 13838 Patm Avenue, Chairman of the Chamber of Commerce Transportation Committee, stated that when the City got interested in transportation, the Chamber appointed a committee to see if it could be helped along. He passed around bus photographs for Council's review and went on to say that the purpose of the committee was to make an overall study and see how the bus system we presently have is working out. Regular Meeting of the Baldwin Park City Council August 1, 1973 Page 3 He acknowledged the help of the other members of the committee—Mr. Nevin C. Byrd, Mrs. Guyneth Crites, Mr. Edwin Elko. Mr. John McDonald, Mr. Edward A. Perry, and Mrs. Sallye Seay. He presented the Council with data to help in the de- cision of whether we should install a Dial-A-Ride" project similar to the one in La Mirada in lieu of the one we have now in Baldwin Park. There are sev- eral reasons why the system we have now is not used enough. He presented complaints and suggestions re- ceived by the committee copy in official files). Included in the packet was the complete La Mirada file on Dial-A-Ride" and also information on La Habra's Dial-A-Ride." Mr. Holmes stated that the present sys- tem is not effective. La Mirada purchased buses and offers six-day service at $.25 per ride. Riders phone in for pickup. Buses are radio-equipped and travel every street and have saved the cost of a sheriff's car for patrol duty during the day. The committee strongly recommends that this La Mirada Dial-A-Ride" system be considered when our present contract expires. Councilman McCaron asked Mr. Holmes if it would help substantially to speed up the schedule a little, ser- vice the areas which are not presently included, and publicize more. Mr. Holmes answered that he did not feel this would help as once a week is not sufficient. For the past few months, the average number of riders per day has been fifty to sixty. La Mirada has put up posters all over town. They also have brochures. \ Councilman McCaron stated that according to the cost factor, the cost is thirty-eight times as much for a five or six-day week as we're paying now. He ques- tioned whether the cost would be justified at the present time. Mr. Holmes commented that at $9,500 per bus, it is pretty economical. The committee feels that this system would be used even more in Baldwin Park than in La Mirada. The time lag is twenty minutes at the most for a bus to arrive at a person's home after the order is placed or to arrive at the desired destina- tion. This is just about as good as taxi service. Sometimes people get together and take a taxi to the grocery store to save fare. We could start out small and use the Public Works radio system. Mayor pro tern Hamilton stated that he is disappointed in the response we have had with our present system. We need more publicity. This item should be referred to the City Manager for a study. The present contract expires in November. Mr. Holmes stated that this was a logical procedure and that as much information as possible has been presented to help in future study. Councilman Gregory commended Mr. Holmes for the very fine report. Discussion followed that some members of Council were not aware of the organization. Councilman Btewett stated that he is a founder of the organization. Mr. Middleton then asked if only Councilmen could join, and if so, why. Councilman Blewett stated that only Mayors and Councilmen as elected officers can belong to the organization. It's a voluntary association of Councilmen who individually put up their own money to become members. It's a lobbyist organization in favor of local government which believes that the state has not been responsive enough to cities. Mr. Middleton stated that he does not understand why only City Councilmen can join and asked if the public would be informed of the organization's ac- tivities. Councilman Blewett stated that Mr. Middleton is a member of the Trucking Association in which he is interested, but people have different interests. He personally is interested in government, and state government needs to be more responsive to the local level. There will be brochures put out re- garding the organization. Mr. Middleton stated that the organization may grow, and the people's suggestions might be helpful. Councilman Blewett drew a parallel with the League of California Cities. The League has not been effective. One of the reasons is because the League of California Cities is City Manager dominated. There are many is- sues which unite cities, and the new organization wants to unite the people of the state in this way. 00- Mrs. Marianne Johnson, 3825 Foster Avenue, stated that she had some recommendations regarding weed abatement. She owns three-fourths of an acre, most of which is vacant. She has had the weeds removed by the county and by private companies due to safety and allergy factors. She received a letter from the City in Jan- uary stating that the weeds should be removed. At that time the weeds were about one-inch tall. After some consideration, she was given a postponement until May. Her contractor stated it was still too soon, but she had it done anyway. Through an error, she re- ceived a bill from the City for $175 for the City con- tractor. Since that time she has had her property done again. She suggested that the City consider some sort of realistic schedule based on the weather rather than on the calendar. Her private contractor charged $30 and only $15 the second time. The City charged $175, almost six times as much as the higher fee she had paid to her private contractor. She presented the $15.00 bill to Mr. Perry. Continued) August 1, 1973 Page 4 MR. Mrs. Johnson has quite a large portion of land. Discussion followed that possibly the weed abatement program should be revamped. City Manager Mocatis stated that at the last'meeting there was a question regarding the handling of pub- lic nuisances and the number being abated. Mr. Perry prepared a report comparing the first six months of 1972 with the first six months of 1973. Mayor pro tern Hamilton questioned the difference in cost between Mrs. Johnson's price and the City's price for her weed abatement. Director of Public Works Perry stated that bids are solicited and sent to about six to eight contractors. On Mrs. Johnson's job, the lowest bid was $150. He will check and see exactly what was done in compari- son to what the City's contractor would have done to see if that would reflect any difference in cost. The City must use a licensed contractor which may account for some of the difference. Councilman McCaron stated that we should find out who Mrs. Johnson's contractor is and insist that he bid. 00- Mr. T. E. Carpenter, 4246 Jerry Ave., expressed con- cern that the Director of Public Works was not respon- sive to citizens' rights and privileges. City Manager Mocatis stated that City personnel have been improving procedures and will continue to do so in response to citizens' changing needs. Mr. Carpenter stated that Mr. Hate had invited him to write a draft, advising the people that they have the right to retain a drive approach if it's good. He questioned why he should have to write anything for the City when there is a paid City staff. Mayor pro tern Hamilton suggested that Mr. Carpenter submit his written recommendation. Mr. Carpenter stated that the notice could read: Your riqhts are: You may retain a drive approach that is adequate according to grade and structure on your property. August 1, 1973 Page 6 RE UNSATISFACTORY STREET IMPROVEMENT Mrs. Gloria Zook, 4817 North La Rica Avenue, stated that the unsatisfactory job was in front of her home and that it was a waste of money as the Olive Street storm drain wilt be coming in there. Mr. Perry explained that when a contractor does an unsatisfactory job, the work will have to be redone before he is paid and that the Olive Street storm drain project was not going in there. There win just be one catch basin at the corner. Mrs. A. J. Slater, 4814 North Stancroft Street, asked if a11 the sludge can be removed from the concrete drive approaches after the slurry is applied and if the City would do the places which were missed. She asked Mr. Perry and the Council to go through the whole neighborhood and look at it. Mr. Perry answered that the contractor did a very poor job, as the slurry is not supposed to go into the gut- ters or drive approaches. The matter will be taken care of and redone by the contractor to the City's sat- isfaction. 00" City Attorney Flandrick presented a request from the Goodyear Service Store for a Temporary Use Permit to conduct a parking lot sale August 2, 3, 4, and 5, from 9:00 A.M. to 9:00 P.M. The Police Department recom- mends approval and waiver of fees. The motion carried and was so ordered. 00- City Manager Mocalis presented a request from the Abra- ham Lincoln Post 241 of the American Legion to place an eternal flame memorial in Morgan Park dedicated to a11 veterans of Baldwin Park. Mr. Lucas has worked closely with the Post in completing plans for the memorial and recommends accepting this offer. The Post has indi- cated that all City codes wi11 be met in the construc- tion of this memorial, and the City Manager recommended that permission be granted to place the memorial in Morgan Park at no cost to the City. Discussion followed regarding possible vandalism, cost of maintenance, responsibility for maintenance, and a request for a rendering of the proposed memorial. They were opened at 2:15 P.M. on July 24th. There were seven 7) bids, ranging from a low of $21,151.40 to a high of $27,273.80. He rec- ommended that the contract be awarded to the low bid- der, Griffith Company of Long Beach, California, in accordance with their low bid of $21,151.40. REQUESTING PAR- TICIPATION WITH THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS COUNCILMAN GREGORY MOVED THAT RESOLUTION NO. 73-130 BE ADOPTED AND THAT FURTHER READING BE WAIVED. COUNCIL- MAN BLEWETT SECONDED. There were no objections. The motion carried and was so ordered. 00- City Manager Mocalis stated that in February the City of Baldwin Park authorized application for a grant by the California Council on Criminal Justice. The state changed the requirements for the grant. The City must have hard-match" funds in the amount of $18.316 in order for the City to receive $489,030. He recommended that the City Council approve an amend- ment to the Budget identifying $18,316 as a hard-match local buy-In, that the amount be taken out of the un- appropriated surplus, and that it be repaid by savings in the salaries of the Police Department. Also, there is a small amount of curb between the in and out driveways which should be painted red so motorists will not attempt to park there. He also included in the rec- ommendation the removal of the twenty-minute zone in front of the old bank site on Ramona Boulevard on the south side of the street. He stated that these three requests would be included in a resolution and pre- sented for Council's approval. Councilman McCaron stated that he had received a com- plaint this evening regarding traffic making a left turn going north to the new Crocker Bank. There is traffic backup at this point. He asked if the rec- ommendations Mr. Perry made would help this. Mr. Perry answered that it probably wouldn't, as it would still allow parking to occur on Maine Avenue. He stated that Councilman McCaron was referring to cars parked on Maine Avenue and cars going into the parking lot. Mayor pro tern Hamilton suggested that this item be held over unfit the next meeting. 00- City Manager Mocalis recommended that the resolution regarding mass transit be held over until Planning Director Gordon is present. Councilman McCaron stated that Rapid Transit will re- quire quite a bit of study, and we should not prede- termine what they should be doing at this time; it's too far in advance. There are too many requests being made of the District, and it will take time to resolve them. Councilman Gregory stated that the next six months should be very interesting regarding the input of alt the cities in the counties of Los Angeles, Orange, San Bernardino, and Riverside. In trying to implement some of the Board's thinking, the input from the cities went into the consultants' plan which was presented to the Board on the 23rd of July. She hoped that alt the cities would participate and that Baldwin Park would have input which would be beneficial to our City. Mayor pro tern Hamilton stated that we are fortunate to have Councilman Gregory as a Director, and we will de- pend on her, but we shouldn't wait too long to come up with a recommendation.
