BLEWETT MOVED. HAMILTON SECONDED THAT RESOLUTION NO. 73-158 BE ADOPTED AND THAT FURTHER READING BE WAIVED. Carried unanimously. 00- Mr. T. E. Carpenter, 4246 Jerry Avenue, requested the Council to make a detailed study of the lighting system in Baldwin Park. He stated that we are confronted with an energy crisis and may be out of power by March, 1974 Asked that a decision be made as soon as possible to reduce this flamboyant" display of lights that go a11 night long. CARPENTER Councilman Hamilton stated that Director of Public Works Perry was in the process of making a study of this. 00- Mayor King stated he wished there was something we could do about the trash" at our newsstands. He said perhaps if everyone would write tetters to our Legislature, it might help. He stated that he had heard about a 16 year old girl who had purchased a copy of Deep Throat" and was not questioned about her age. Hard to believe that this type of thing is going on. Also we should have some control over outdoor theatres so that young people can't park outside and observe movies that they shouldn't see. Councilman Hamilton agreed with him. 00- City Manager Mocalis stated four bids were received and opened on the certain slurry seat projects from a high of $15,019.57 to a low of $11,852.23. Recommended that tow bid from Anderson Bros. Engineering, Inc. of Culver City be accepted and that the Mayor and City Clerk be authorized to execute the agreement. GREGORY MOVED, BLEWETT SECONDED TO ACCEPT THE BID OF ANDERSON BROS. ENGINEERING, INC. FOR SLURRY SEAL PRO- JECTS AND THAT THE MAYOR AND CITY CLERK BE AUTHORIZED TO EXECUTE THE AGREEMENT. Carried unanimously. 00" City Manager Mocalis presented a college work-study agreement with the City and Mt. San Antonio College whereby City would employ students on a part-time basis. City would be charged 3S% of student's gross earnings and college pay remainder of 65% through Federal grant. He recommended that City Council authorize City Manager to execute this agreement. GREGORY MOVED, HAMILTON SECONDED APPROVAL OF AGREEMENT AND TO AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT. Carried unanimously. By amending Resolution No. 73-145, Basic Salary Plan, we would realized a savings of approximately $1,500 per year. Councilman Blewett asked if the new person would be able to perform essentially the same duties. City Manager Mocalis explained that Mrs. Taylor is currently a steno-secretary, has been with the depart- ment for some time and meets the job description qualifications for an in-house promotion. Councilman Gregory asked if this procedure followed the regular regulations set out in the Personnel Rules. City Manager Mocalis stated that for non-sworn posi- tions, if there is someone in-house» it has been the policy of the City to try to promote within to encourage longevity of tenure of employees and it would be a waste of taxpayers' money to advertise. This does follow all the normal requirements we use in filling positions. He read by title and recommended adoption of: RESOLUTION NO. 73-159 CREATING THE POSITION OF RECORDS SUPERVISOR AND SETTING A SALARY THEREFOR BLEMETT MOVED, HAMILTON SECONDED THAT RESOLUTION NO. 73-159 BE ADOPTED AND THAT FURTHER READING BE WAIVED. Carried unanimously. 00- City Manager Mocalis stated that frequently Reserve Officers are required to appear in court on behalf of the City against offenders. Generally, their employers pay them for this time, but there are times when they are not reimbursed by their employers He asked Council to establish a policy to reimburse reserve officers when they show proof that they were not paid by their employer. This would amount to approximately $100 per year. HAMILTON MOVED. BLEWETT SECONDED TO APPROVE REIM- BURSEMENT TO RESERVE OFFICERS FOR COURT DUTY WHEN THEY SHOW PROOF THEY WERE NOT PAID BY EMPLOYER. Carried unanimously. 00- Assistant Director of Public Works Sexton stated that Project No. 155 covering construction of street improvements on Live Oak Avenue from Stewart Avenue to 900 feet Westerly of Stewart Avenue has been completed in accordance with the plans and specifications. He recommended that City Council accept the project and instruct the Director of Public Works to file a Notice of Completion. BLEWETT MOVED. NO. 670 INTRODUCED COMPLETION OF PROJECT NO. 155 STEWART & LIVE OAK AVENUES COMPLETION OF PROJECT NO. 155 STEWART & LIVE OAK AVENUES APPROVED Assistant Director of Public Works Sexton stated the Traffic Committee recommended that stop signs be placed at Willow Avenue and Root Street on Willow Avenue and at Root Street and Cleary Drive on Cteary Drive. Also it was reconmended that red curb be placed on the south side of Los Angeles Street at La Rica, Westerly of the curb return to the first driveway approach. He read by title and recommended adoption of RESOLUTION NO. 73-160 IMPOSING CERTAIN VEHICULAR TRAFFIC REGULATIONS STOP SIGNS: WILLOW AVE/CLEARY DRIVE) Councilman McCaron stated there should be an ordinance effective throughout the City regulat- ing parking near street intersections. Discussion followed that truck and trailer park- ing near an intersection presents a hazard and that the ordinance should designate the distance from the corner as well as a time limit. Councilman Blewett requested stronger enforcement of the 2 to 6 a.m. no parking" regulation. He requested questions or comments from Council prior to submission of the final draft. The provisions included cover improvement of exist- ing housing, adequate housing sites and meeting the housing needs of all economic sectors of the community. 00- Planning Director Gordon asked Council to set a date for a joint meeting with the Planning Com- mission for the final meeting with the consultant on the Business Reconnaisance Study. The School District has a plan where their employees stipulate that AID deductions go to the Baldwin Park Service Council, going directly to the fund. He requested that Council concur and suggest that a similar stipulation be made by the Police and Employee Associations. Employees could contribute directly to the benefits of our citizenry. BLEWETT MOVED, GREGORY SECONDED TO CONCUR WITH THE CITY MANAGER'S RECOMMENDATION URGING EMPLOYEES TO STIPULATE THAT THEIR CONTRIBUTIONS GO TO THIS FUND.
