E. Carpenter, 4346 Jerry Avenue, said that throughout the City defacement has increased. Nothing has changed; in fact. It's 50% worse than when the presentation was made. He suggested an ordinance to prohibit this so that the Police Department has control as minions of dollars are going down the drain. He asked that his first proposal, to put up a reward to those who cooper- ate, be considered. He has attended many meetings, photographed defacements and slide presentations have been made. He alleged that the City was mis- represented at the Dallas All American cities presentation. Mayor King stated he had recently discussed deface- ment with the Police Department. The clean-up worked to a degree; however, some young people became aggravated with the Police Department. The police are now taking decisive steps to control defacement and the trip to Dallas was made in good faith. We possibly need a good ordinance. Mr. Carpenter stated fear of retribution prevents offenders being turned in. He has pictures of offenders with cards. Every day there are more markings and if citizens have to band together to get action, it's a sad situation. An ordi- nance stressing a reward is needed. Councilman Gregory stated fear is a predominant factor. Without citizen help and cooperation, the Council and Police are helpless. No ordinance is effective where people win not go to court. Police Chief Adams stated that contrary to Mr. Carpenter's comments, that in the past week they had arrested 17 people who were Involved particu- larly In the Merced-Los Angeles area. They are trying to file every incident with the courts of those people involved in these cases. They hope to work with the courts and have a plan whereby they will ask the court as part of the probation that the people be assigned back to the City so that they and their parents will be required to do the repainting. DIFFERENCE IN PRICE OF $1.292.55 IBM EQUIPMENT AUTHOR- IZED. M/S/C: HAMILTON/GREGORY. 00- Mr. Mocalis said we had received proposals for a Word Processing Unit from IBM Corporation, SAVIN Business Machine Corporation and Auto-Typist Cor- poration and verbal approval has been obtained for this purchase. It was recommended that the SAVIN unit be purchased for $4,026.96 and the entire purchase price will be paid for out of Grant funds, EVIS #1170-1. Councilman Gregory asked if there is one secretary now doing the work. Mr. Mocalis stated there were several people who are employed under this one grant and that the workload at this time is such that they would either have to employ additional secretariat help or find a way of automating the work that is being done. This word processing unit is made for repet- itive work and the City can either expend grant funds for additional employees or equipment and the equip- ment is less expensive. Councilman Gregory asked if they would need addi- tional help plus the machine. Mr. Mocalis said one secretary was unable to keep up with the workload and with this machine, she will have free time white the machine is typing. PURCHASE OF SAVIN WORD PROCESSING UNIT IN AMOUNT OF $4,026.96 AUTHORIZED. M/S/C: GREGORY/HAMILTON. 00- At 8:15 p.m. Councilman McCaron arrived at the meeting. 00- Mr. Mocatis stated that the City had received an investigation fee of $180 from Mrs. Elizabeth Repan and later discovered that the zoning pro- hibited Mrs. Repan's proposed business. He recommended since the City was in error, a refund of $180 be given to Mrs. Repan out of the unappro- priated 1973-74 surplus. REFUND OF $180 TO MRS. ELIZABETH REPAN GRANTED. A prelimin- ary report copy was given to Council and he indi- cated that year-end balances were correct. He did recommend that the Chamber of Commerce employ a professional person to produce a different accounting system for a more meaningful and faster audit. They had too many records rather than too few- Mr. Mocalis read the audit report to the audience. Copy in official files). Mayor King felt that the preliminary audit report given to Council was sufficient to execute the agreement with the Chamber of Commerce. City Attorney Flandrick clarified the motion. AUTHORIZE MAYOR AND CITY CLERK TO EXECUTE THE AGREEMENT WITH THE CHAMBER OF COMMERCE FOR A PERIOD OF SIX MONTHS COMMENCING JANUARY 1. 1974 THROUGH AND INCLUDING JUNE 30. 1974; TOTAL COM- PENSATION OF SIX MONTHS PERIOD 1$ $10,000 OR $1,750 PER MONTH AND AUDITING MATERIAL BE COM- MENCED PERIODICALLY ON 15TH DAY OF EACH MONTH BEGINNING JANUARY 15, 1974 AND THE ANNUAL AUDIT REQUIRED BY THE CITY WILL BE PAID FOR BY THE CITY OF BALDWIN PARK. M/S/C: GREGORY/HAMILTON. 00- Mayor King congratulated Mr. Jay Angelo on being the new President of the Chamber of Commerce. Mr. Angelo said he was happy for the decision of the agreement and he would take it to the Board of Directors for radifi cation. He stated there are a lot of things they hope to accomplish in 1974, to bring in more industry to Baldwin Park. They intend to cooperate with the Council and will work hard for our town, but they do need this financial help to do the work they want to do.
