He said there were 24 members present and committee member Horn was absent. A motion was made by Mr. Joe Cale and seconded by Mr. Richard Knott that the proposed hotel development is deemed beneficial and very desirable for the City of Baldwin Park and passed unanimously. A second motion was made by Richard Knott and seconded by James Garrow that the committee recommend enactment of the appro- priate ordinances for a community redevelopment agency with a majority vote of 15. Mr. Ralph Middleton made an amendment to the motion and A1 Stockton seconded that the matter of CRA be brought to the vote of the community with 17 voting against the amendment. The third motion was made by Mr. Russell Blewett and seconded by James Garrow that the committee continue as now constituted and advise the City Council on the CRA matter. It passed by a show of hands. The last motion was made by Richard Knott and seconded by Carol Cote that the City Council appoint a seven member citizen board to act as the Community Redevelopment Agency which was favorably passed by a show of hands. Councilman Gregory said she appreciated this report and she was concerned regarding the article in the paper and she would tike to receive a copy of the minutes of the meeting. Mayor Hamilton concurred. 00- It was the time and place fixed for a public hearing on A-3, consideration of an appeal of an Order of Abatement for a non-conforming use an outdoor adver- tising structure) located at 12793 Garvey Avenue, in the City of Baldwin Park. Applicant: Kunz & Company formerly L. A. Outdoor Advertising). This hearing was continued from May 1, 1974. Planning Director Gordon explained that in conformance with Municipal Code Section 9828 four notices were sent out to abate non-conforming billboards. Two are along the San Bernardino Freeway and two across from City Halt. The Code requires that within a three year period from November 4, 1970, non-conforming billboard be made to conform or be removed. In order to conform, the billboard would have to be placed in one of the two outdoor advertising districts and meet specific develop- ment standards. Municipal Code Section 9522 allows a 180 day appeal period from any Order of Abatement. This case had been continued to allow the applicant to meet with the staff and the attorney to consider the amorti- zation period for the sign. As no answer had been received in answer to phone calls for financial data and amortization costs, denial of the appeal was recom- mended; there was no justification offered by the applicant, Mr. William Kunz. 332 West Meda, Gtendora. He said he had not seen the staff MR. WILLIAM KUNZ photographs Exhibits A and B, which were then presented to Mr. Kunz), but they had some photographs of their own and he wondered if staff pictures clearly showed the entire area within a one block radius of the location. Mention was made at the last meeting that there will be development in that area in the future and he said they would be happy to remove the sign at that time when it was a detriment to that area; they would be the first to want to move it. He said he was the main stockholder in this family business and he had built the sign originally and it was in compliance with the existing ordinance. The matter of allowing the time to recoup expenses is a tough situation to took at. He said most of the small businessmen would be aware that if you got back the same dollars three years later that had been invested three years before; interest to the bank, some profit, some income to yourself and family He said they provide jobs in the area, subscribe to many services and they keep the unit in service they feel it is needed by the advertisers. He said they haven't always collected all of their bills, but they have always paid alt of their bills. They were the only company that had answered the request for abatement; the other three locations have not complied with the abatement removal nor have they answered the request or filed an appeal. He said they were there to show their position and they intend to remain good citizens of Baldwin Park. If anyone can show him where that particular structure at this time is a nuisance to that neighborhood or is degrading to that neighborhood, he would like to walk out there with them to see it. Mayor Hamilton said it was not a question about it not appealing to the neighborhood, but there is an ordinance requiring a three year abatement period and the time is up. His feeling was that he put his sign up and had a leqal permit and he thought they should be given ample time to recoup the money spent and amortize it out with a profit. He asked Mr. Kunz if he had recouped his money and woule he be losing money if he would have to move the sign. Councilman watdo asked if he was correct that Mr. Kunz had applied for his permit and started construction on the sign and about that time the ordinance went into effect. Mr. Kunz said the permit was issued in February, the struc- ture was completed in April and the ordinance went into effect in November. The final permit of occupancy was held up because of the decision of the electrical hook-up to go overhead or underground. The basic structure was completed in April; the first advertising appeared in June or July. Councilman Waldo said they do have an ordinance and it was passed originally to rid the City of old, disagreeable signs and not to let new signs come 1n. It was not designed to hurt anyone. He said he was not in favor of changing the ordinance, but he felt Council could have a little heart" and grant an extension so Mr. Kunz could recoup his money, and asked Mr. Kunz if possibly four years would, in his opinion, be a reasonable period for amortization of the siqn cost. He said tearing the sign down now was out of the question. He said perhaps during the four year period that redevelopment of that area might take place and that would be a good cause to remove the sign. He was sure that they all wanted to uphold the intent of the ordinance. If it did have to be changed or cancelled, it wouldn't be the first time in municipal history that an ordinance was rescinded at a future date. He said there were a lot of good points as he had taken the time to read it. He felt industry had changed tremendously during the last ten years. He said the intent of the signs along the freeway naturally are to serve the traffic along the free- way. Very few of the people are Baldwin Park drivers. As a community located on an interstate highway, you have some obligation to roll with the punches and be a community that doesn't allow people to took at back fences or broken-down buildings. The effort to clean up the area is admirable and if they were standing in the way, they are wrong. He said he had no idea what his situation would be in four years. They look on these structures as a place of business where they obtain their income and have a continual input into the opera- tion and constantly working with the advertisers and the local people. It is a place of business just as though the office was located there as that is where the income is. They have success- fully put their two children through college, maintained the business without outside help and financing and don't feel that now is the time to quit functioning. The sign is built for that location and there is no way to fit it in some other place unless there was another freeway loca- tion. Eventually the landscape ordinance by the State will be a mandatory removal and may possibly occur before the four year period. He said they were willing to go along with the intent of the ordinance, but not willing to lie down and say they are out of business. He knew the planning people are anxious to show some way that they are making progress, but at least look at it that maybe it is not all backwards to have a billboard in Baldwin Park on that location. Mr. T. E. Carpenter, 4346 Jerry Avenue, said he had appeared before the Planning Commission in favor of leaving the sign as is. He felt that the sign served a purpose and when it doesn't hurt Baldwin Park, it is needed. Mr. Michael Dargus, 13260 Francisquito, said in 1965 Congress passed a bill banning all billboards along major highways. He said there is a develop- ment coming in within the next 30 to 60 days of a mini warehouse and the billboard is on the property tine of the development. As there was no further testimony. Councilman Waldo suggested a four year extension, or to such time City Attorney Ftandrick said it had to be a definite period of time. Councilman Gregory suggested a two year extension so they could keep a better hold on it as four years is a long time. Councilman King asked how much development was taking place in the area as it doesn't look like the area is ready to start moving. He suggested a one year extension. City Attorney Flandrick said the development is a material factor, but Council's decision should be based on a reasonable period of time to recoup the expenses of a particular structure and the motion should be made on that basis. Councilman King said he understood that this was a time limit for an abatement period and how can they discuss recouping money. The Council is removing the sign because the ordinance states it should do so. City Attorney Flandrick stated that the three year period is a prima facia period and any property owner in that status has the option to come before Council and show that the cost of the particular structure will not be recouped until the expiration of five years and Council has the power to grant the period of time it will take to recoup his money. Councilman King said that Council has not heard from the applicant how much he has recouped. City Attorney Flandrick said there were figures in the staff report which are from the applicant that the cost of construction four years ago was $16,000, but he has not indicated what the income has been. Based on this information. Council is free to say what is a reasonable period of time. Councilman Waldo suggested a one year extension. Councilman Gregory also favored a one year extension and stated that the applicant could apply for an extension each year. EXTENSION OF ONE YEAR ABATEMENT PERIOD TO KUNZ AND COMPANY APPROVED. He has the property rented for the exact amount of what his payments are. Mayor Hamilton explained that the City was attempt- ing to install curb and gutters throughout the City. He said there is plan where they can pay this in installment payments. Director of Public Works said the work would be done in July or August and after the work is completed, a hearing is set to determine the cost and property owner must pay for it soon after that. If it is not paid, the City will automatically set up a financing plan over a seven year period. Mr. Perry explained that the City had determined this policy six or seven years ago in order to pro- vide better drainage and better areas of travel and there are only about 15 districts to be finished. The Council has the authority by State law by a 4/5 vote to order this work done if it is deter- mined that it is a need of the community. Mr. Orendorff asked if this wouldn't increase the taxes and Mr. Perry said taxes were based on the improvements on the property, but these improve- ments are off the property. Councilman King asked Mr. Orendorff if he had side- walks where he lived in Rowland Heights and he said he did. Mr. Orendorff said they would have to put a lien on his property for the improvements. E. Mersch, 911 San Pasqual. Los Angeles, said he had a triangular piece of property on Barnes and on other property on St. James 74-S-2 and 74-S-4) and the improvements contemplated totaled $2,484.00. Director of Public Works Perry said Mr. Mersch had a triangular piece of property as he has an extra amount of frontage. Improvements are in on Barnes. Mr. Mersch said the taxes on the property held increased from $550 to $913 and his income from the property is only $900. He does not have the money for these improvements and would like to have it postponed. Councilman McCaron said this was an unusual situa- tion. Based on the amount of ground Mr. Mersch has, he wondered if there was some method of relief that could be ascertained in regard to the property. City Attorney Flandrick suggested that they continue the hearing on 74-S-2 and 4 until the next meeting so they can check into this. MERSCH PUBLIC HEARING CLOSED 74-S-2 & 4 CONTINUED 74-S-1, 3, 5, 6 & 7 APPROVED Mrs. Use Haye, 13233 East Corak Street, said the trees in front of her house were a nuisance. She had been promised that they would be pruned and they haven't been taken care of yet. She said they had trouble with the sewer because of the roots of the trees. She had a repairman out and he told her the main lines of the sewer pipe were broken. She felt that it was the City's responsibility to take care of the repairs as the trees are on City property. Mayor Hamilton asked Mr. Perry and Mr. Mocatis to follow-up on this. Mr. Ralph Middteton. 13122 East Corak Street. said he had been to Mrs. Haye's house and the roots of the trees are breaking the sewer line. He said there were several other houses where this is happening also. 00- Mrs. Dorothy Soffe, 13013 Amar Road, said there was a vacant house across the street from her that was a nuisance. She said the windows are bpoken and there were children playing in the house. She said the house is vacant for months at a time and then somebody moves in and wreck it further. Mayor Hamilton assured Mrs. Soffe that staff would check this situation. 00- Mr. Frank Muccia, 13615 East Garvey Avenue, said he had a driveway that did not come up to the garage as it is in the wrong place. Director of Public Works Perry said that he and Mr. Hale had met with Mr. Muccia to try and work out a solution to this problem and they could not reach an agreement. He said he could bring some sketches to the next meeting and make a report. He said if the driveway had been installed as Mr. Muccia had desired, he would have had to pay the cost of the work. Councilman King said Mr. Muccia wasn't there when the driveway was installed and that this should go back to the contractor as the driveway takes the car directly into the house instead of the garage. He thought we should take some action on his behalf with respect to the contract. Mayor Hamilton said he would refer this to the City Manager to get together with the engineer and they will look at it and come back to the next meeting with a recommendation. 00- Mrs. Helen Gibson, 13268 Francisquito, asked if she understood that there would be no more CRA meetings. She said she hoped that they would keep them up for awhile longer as there were a lot of the people who were not satisfied. 00- Mr. Pete Parenteau, Manager of the Chamber of Commerce, said the Board of Directors voted unanimously except for one abstained vote that the Chamber of Commerce endorsed this particular 19 acres CRA freeway project for the City of Baldwin Park. This vote came after a motion to hold it over failed to carry. The Board felt that any delay would increase the chance of losing this development. 00- Mrs. Janet Brown, 3933 La Rica Avenue, said she had a parking problem. The apartment house where she lives has parking stalls. If you park in them there, the car batteries arp stolen a.s well as other parts of the automobiles. She said if they park on the street in front of the building, they get a parking ticket. She has tried to obtain a parking permit but was informed she couldn't because of parking stalls. He said the owner should put in lighting. To park a11 night on the street requires a permit and it is impossible to obtain a permit if off-street parking is available to her. Councilman King suggested that they contact the manager or owner and Mrs. Brown said they did not know where to contact the owner. Councilman King asked if the City Manager could find the owner's address and then contact Mrs. Brown. City Manager Mocalis said he would call Mrs. Brown. Councilman Waldo asked if it would be possible for the City Manager to also write a tetter to the owner explaining the conditions at the apartment building regarding thefts, etc. Perhaps this would help to have a quicker response from him. City Attorney Flandrick said there is probably sub- stantial police records of the thefts and this could be called to the owner's attention. Councilman Gregory suggested they do something in the interim to protect these people and to let them park on the streets as a temporary basis. The City Manager win investigate and determine a solution. 00- Mr. Andrew Steiner, 14322 East Ramona Boulevard, said he owned a Modern Appliance Service and that he was in sympathy with Mrs. Brown. He has had a lot of batteries, tools, etc. stolen recently. He thought the police should patrol more often. 00- Mayor Hamilton said he thought our Police Depart- ment was doing the best they could and that we probably could use twice as many men. He said you could have a patrol car at a certain place every 30 minutes and a burglary could take place within minutes after the patrol car had been in that area. 00- Mr. Richard Knott, 4425 North Maine Avenue, said he spent a couple of hours at the CRA meeting. It has been four years since it all started. He felt that the CRA Committee knew what they were there for and the majority were in favor of going ahead with the project. He had heard that if it did not go to the vote of the people, there would be a recall vote. He said he would back the Council if they show some progress, but he would be tempted to form a recall movement if they didn't get this pro- ject. 00- MR. ANDREW STEINER MR. He didn't think it should go back to the people to say yes" or no", because in the meantime we lose an opportunity open to us to add to our sources of revenue. Baldwin Park needs more industry and the type of development that has been proposed and we need financing for it. Any big business organization that progresses has financing of some nature and we are a big business. His property on Los Angeles Street was turned down for a development because his next door neighbors thought he was going to do something wrong. He felt that Council should take the action and make the decision and he would stand behind them. 00- Mr. Carl Sharp, 5018 Wimmer Avenue, said he concurred with Mr. Littlejohn and not wait three or four years and in the meantime see this development go to West Covina. He also said he wanted to commend the police depart- ment as they can't cover everything at one time. He felt it was time to act tike adults and that he was behind the Council in whatever decision they made. 00- Marianne Johnson, 3825 North Foster, said she was the President of the Baldwin Park Improve- ment Association Bad as such she wanted to state that Council should not be influenced in any way by any recall motion as they are certainly not in favor of one. 00- Mr. Dwight Soffe, 13013 Amar Road, said he understood that this was Oral Corrmunications and asked if they were discussing CRA, with regards to going in or out, is this a public hearing and Mayor Hamilton said the CRA Corn" mitte had given a report of the results of their meeting, however, under Oral Communica- tion anyone desiring to speak can do so on any subject they desire. Mr. Soffe said he was against CRA as the taxpayer is the man who gets taken from CRA, not the developer. 00- Mr. Jerry Kitchen, 3308 North Athol Street, said there is nothing corrupt about CRA. He would like to see progress in Baldwin Park and see the City Council take active leadership and represent his best interests as well as the best interest of the people in the community. 00- MR. RICHARD CARMAN President of the Better Government Association of CRA California, said this subject of CRA could not be settled in a meeting of this type. He said a decision should not be made until Council had attended seminars and had a full understanding of CRA. Also the people need to learn more. He said Mr. Barnardi, a city councilman to whom he gave some information about a 1^ years ago, came out recently and stated that it is the greatest rip-off" of taxes ever perpetrated on the people. He is wilt- ing to participate in an unbiased debate, not limited to 10 minutes, and discuss and answer questions. He said there is nothing wrong with free enter- prise and cities are being pitted one against the other to get something for nothing with taxpayers money. People should be able to read a tax bill that they can believe after redevelopment is formed. The tax bill is factitious; the dollars get down- town and come back to the redevelopment agency. As far as the city funds are concerned, the city won't get as much with redevelopment as before redevelop- ment. You think we can do this and do that and we will get more sales taxes. The cities of this county are not large enough to support redevelopment agencies. We should try to get the sales tax dis- i tributed on a per capita basis. Don't try to get that other penny because no redevelopment agency gives out a financial report like a bank or an insurance company. Redondo Beach has gone up a11 the way to the GAO Federal Government, because they cannot get an audit. Various questions come up, such as Will taxes on increased value revert to the Comnunity Redevelopment Agency after the new buildings are completed?" The usual answer is yes", but there is never a definite period that they will bond them- selves to. Will the city benefit from extra sales tax? Of course, but what will be the penalty? Will a strict accounting be made to the public listing a11 subsidies, administrative expenses, buying cost and interest, CRA improvements, etc. How many years wilt it take to come out even including interest on taxes that were used for the CRA? Win over-all property taxes be reduced eventually because of increased tax base created by CRA? Nine out of ten CRA's will say yes, they wi11 be, but will our pre- sent Council be in office so that they can keep that promise from CRA when it is phased out in five to forty years. The City Council has jurisdiction over city property tax only. How can they in all honesty cornnit the County, the school district and alt other taxing agencies included in the property tax bills to a lower tax rate when the Council has no authority to do so. You can't go to the County and say we are through with CRA, our bonds are paid off, now you lower the tax. The tax has to be uniform. These were given to supervisors in the County. After review, they put out this report dated January 15, 1974, The Effect of Community Redevelopment Agencies on General County Revenue" by Arthur G. Will, Chief Administrative Officer. He quoted from the report: It would not be realistic to sponsor legislation requiring State reimbursement for tax funds tost to redevelopment agencies or requiring State sub- sidization of such agencies. For that reason, we are recommending legislation that allows the County and special districts to exceed maximum allowable tax rate limits based on impounded taxes similar to the relief given to the school districts by the 1973 legislature and AB1267". This is why the man from the school district isn't worried that he wi11 lose anything because they can charge us over and above SB90, whatever they feet they are losing. This would permit us to raise the necessary tax dollars and should encounter the least resistance in the legislature and the relief given to the school districts by the 1973 legislature has al- ready set the'precedent for this type of legisla- tion to double tax us. Councilman Waldo asked Mr. Carman to give the Council a copy of the report and he said he would send them one. Mr. Carman said some of them had a copy of his 1973 report which should be brought up to date, showing CRA administrative costs, how many dollars of property is off the tax rolls, etc. He referred to Rosemead and Arcadia as examples of what can occur with CRA. Councilman King said he would like a copy of the report and asked Mr. Carman if he had any new information regarding CRA laws being enacted or any changes and Mr. Carman said Mr. Montoya had one bill and they intend to have him or someone else to go further because he has not gone far enough with it. The main thing is a vote of the people. Mr. Carman said he would be happy to meet with Council, at no cost to the City, and make his files available. 00- Mr. Russell E. Blewett. 3562 Baldwin Park Boulevard, said the price that Mr. Carman might have offered could be the worst deal they had ever been offered. If his tactic is allowed to persist, then we will not have a CRA or a development on the freeway and the only stealing that will have been done, will be West Covina stealing this development from the City of Baldwin Park. 00- Councitman King said he wanted the development also, but he has had people call him concerned that the committee met, made their decision and adjourned at 9:00 p.m. He said he didn't think they wanted to jump into something with both feet", before they thoroughly understand it. He understood that there were some new laws. He thought at one time it should go to a vote of the people but he has changed his thinking on that: 1) This project does not affect any people that do not want the project so we eliminate the problem of inverse condemnation so the people will not be unhappy about the project, 2) Baldwin Park desperately needs and wants something to happen in Baldwin Park. He pledged his support to any person on the Council that will support this project. He asked Council to research this project and think of it in terms of one CRA project and make the decision and get on with moving the City ahead. 00- Mr. James A. Garrow, 1011 Baldwin Park Boulevard, said the City of Pasadena has a redevelopment of 300 acres in the center of town. They have secured a 15 million dollar Bank America Card Building, plus other nice things. The La Puente Malt wilt take in a million dollars a year for the city from pro- perty and sates tax. He said he will support any- thing that means progress for Baldwin Park. 00- Mr. Daniel Zapalski, 1258 South Leaf Street, West Covina, announced the dedication and oath ceremonies Saturday, May 18, 1974 at 2:00 p.m. It is the Brotherhood Rally of American Veterans Organization. This is a new dimension of veterans affairs and he extended an invitation to all citizens of Baldwin Park to attend. He said the national headquarters will be in Baldwin Park and they intend to do a11 they can to help Baldwin Park. 00- Mr. T. E. Carpenter, 4346 Jerry Avenue, said in our ordinance for apartment house does not require garage doors. He said he had attended the CRA Committee Meeting and again asked how the committee was selected. Mayor Hamilton explained the committee was selected from names suggested by Council members and he tried to select people who were opposed to CRA and it is not a stacked deck". Mr. Carpenter said several people at the meeting said they did not know what CRA was and didn't know the law and the amendments. How can we pass on something that has not been studied. We either want CRA or we don't want CRA. They went in and voted this thing in without even knowing what they are voting in. There was insufficient study time. Everyone seems to want to rush this through in a matter of a few weeks. The citizens of Baldwin Park still have rights and they are going to exer- cise them. 00- MR. R. E. BLEWETT CRA MR. He has seen this City go down and he feels for the first time we have a chance with this project and that he was in favor of it. 00- Mr. Roy Zook, 4817 La Rica Avenue, said he listened to a tape of the meeting and he was shook up" in reference to Assemblyman Montoya's bill. Once you have the ordinance, the people's protection is gone. This has happened in many cities. The people should have some rights. What if the CRA got out of hand and what if we got a Council that would let them go wild". This one project is fine» but you are talk- ing about pushing it through right away and yet you have known about this since last October. Informa- tion should have been put out a long time ago and not wait until after the election is over and then come in and start pushing for CRA. Factual CRA information should go to the people; give them pros and cons, get a community effort going, and we could have a good town. This is what they are asking for and yet they are termed as the negative ones. This committee was briefed before it went into session. Why weren't the committee shown the laws and what it states exactly. We aren't talking about one pro- ject, but projects that can go and on. When you once have CRA, you can't get rid of it. He said he was against CRA three years ago, but he can see now where they could use CRA, but get the people informed and not have a few people stampede Council into doing something that could make our children suffer. 00- Mr. Joe Cale, 3043 North Maine Avenue, said every time someone doesn't like something they say the deck is stacked". In this case. the deck is not stacked". He gave an illustration of an elderly couple who had experience with CRA in West Covina. They had received more money for their home than they would have believed. They had nothing but good to say for CRA. He said he would give 100% support to the City Council in whatever decision they made. Baldwin Park needs to get on the move and he thought the people should put their confi- dence in the City Council. 00- Mrs. Joe Cale, 3043 Maine Avenue, said even if she has to pay more taxes, she is willing to do so and see something happen in this City. Another question is whether this should go to a vote of the people and the committee had recommended it go to the Council only, and he thinks the decision is up to Council. 00- Mayor Hamilton said there had been referrals to the stacked deck" and he again explained how the appoint- ments were made to the CRA Committee. He had consulted each of the Council members to submit names and they spent about a week deciding and they had tried to choose some of the people they knew were opposed to CRA because of the project and some changes in the law. He said they need the support of the people and they want to do what is right for Baldwin Park. He said they want to hear both sides and there was no intention of stacking the deck". They tried to appoint people who were interested in the community. 00- Ms. Rose Martinez, 3581 North Frazier Street, said she was a committee member and regarding the people opposed to CRA, they could have studied and had their chance to give the information at the meeting as it was an open meeting. The members were given the rules and regulations of CRA to study and had other information from other cities they had studied. She said she had been raised in this town and it has not grown and there were a lot of houses in this area that should be cleaned up and through CRA these homes could be done away with. He also had information from the Finance Director of the City which shows that each property owner pays an average of $34.20 on their tax bin for service performed by the Fire Department. When an ambulance is called and a bill sent to the County, the City pays this if the individual doesn't pay it. He also found that out of 899 ambulance calls, only 100 cases were taken to our local Baldwin Park Hospital. Most of the cases are taken to the Queen of the Valley Hospital in West Covina. He asked how they could do something about this and would like it investigated. He said he understands that special equipment is needed in a hospital to talk to a paramedic in the field. He has talked to the administrator of the Baldwin Park Hospital and they are wilting to spend the $12,000 to- $15,000 for this equipment. Councilman King said he had some dealings with this last year and it was determined that Queen of the Valley Hospital was the base headquarters and the doctors there determine where the patient would be sent, and the paramedics had no jurisdiction over this. Councilman Waldo said that we pay out this $34.20 for every residence and the Baldwin Park Hospital is a business and it must survive and we should support our own. Ms. Rose Martinez, 3581 North Frazier Street, said she was surprised that the members of the Council did not realize these facts. She said they have had the paramedics out to the school where she works and were told that the Queen of the Valley Hospital was chosen because they had a11 of the necessary equipment for any kind of emergency. particularly that of cardiac treatment. Mayor Hamilton said he would like to have a full report on this and asked City Manager Mocalis to Investigate and report back to Council. Mrs. Gloria Zook, 4817 La Rica Avenue, said she has had very good care at the Baldwin Park Hospital arid had no complaints. 00- Councilman McCaron said there has been. a lot of discussion on CRA and stated before CRA would be acceptable to him, a complete schedule for this project should be presented; what the program is, an explanation of funding, how much will be paid out and how it will benefit the City. This is the only tool available or the City would use something else. CRA does give the Council a good deal of authority and it can be a vicious thing or a good thing. The City has a chance to take on one pro- ject, to be presented to everyone, and then make a decision to proceed or not. The owners of the proposed project are in favor of the CRA procedure, but the people and Council should have a clear understanding of taxes and what this project would generate in revenue and the benefits, then a valid unemotional decision can be made. If the figures and facts do not prove that this is beneficial, then don't do it. He asked that this matter be set for a public meeting. He said he was also a director at the Chamber of Commerce. He said he was very much impressed with the committee report as it was very well done and comprehensive. If we are going to make any progress in Baldwin Park, we should get behind this program and if we lose it here, other cities wilt take up where we have left off. This is a well-defined program and he was in favor of it and he wilt support the Council in any way he can. 00- Mr. Btair Hotman, 3771 Maine Avenue,said about two or three hours after the first article hit the newspaper, he received a phone call from someone who knows him in West Covina and relayed a message from the City of West Covina. You tell your man over there to delay any decision on CRA and that development in Baldwin Park". Obviously they want that same development in West Covina, just across the street. A lot of people don't realize that the taxpayer does not pay for CRA; there are bonds that are issued and those bonds are paid for from the develop- ment itself. A separate corporation is set up to handle it. He said he has lived in the City for 13 years and he has seen it deteriorate. Every major city that is smart at alt, has CRA going. He said he felt that it was time the City Council made some decisions without being influenced by a few people who would destroy this community by opposing everything that comes up. MR. BILL MOONEY MR. BLAIR HOLMAN 00- Mr. Howard Sutterfield, 3779 Foster Street, said he has served on the CRA Committee and said he was interested in this project and wants it. He wanted Council to know he was in favor of CRA. He was concerned that the taxpayers are of the opinion that they will be saddled with any additional burden as a result of CRA as they will not. He urged the Council to move positively toward establishing CRA and they can count on his support. 00- Mr. Glen Robinson, 4708 Walnut Street, said he was not against the CRA development, but he did not tike the way it is handled.
