He reviewed the two alternatives presented in the report submitted at the last meeting; 1) Assess the four parcels $960 or 2) Assess for onp street frontage $1,150. The City would pay for the other street frontage. Also, reduce the administrative charge of $50 for a11 4 lots rather than $50 per lot. It would cost Mr. Mersch approximately $2,300 if one of the alternatives were not used. He recom- mended charging the one street frontage of $1,150 plus $50 for administrative fee for Blenheim Street, the City wi11 nay for St. James Place. As there was no testimony. Stancroft Street, said she had been asked to speak for Mr. and Mrs. Daryt Cattahan, 15137 East Nubia Street. They received a tetter dated June 6, 1974 informing them of a zoning violation of Section 9551.3 regarding domes- ticated animals. They asked and would appreciate Council waiving the $25 Filing Fee for a minor variance. They moved to the above address almost 20 years ago and at that time the property was zoned light agriculture. They brought with them 3 goats. There are 5 children and 2 adults in the home and they have 3 nanny goats and 1 kid". Continued) MRS. She has a tetter from their physician verifying this. They do not sell or give the mi 1k or by-products away; it is only for their own use. There never has been a com- plaint about the goats to them or to the City. This is a hardship case and they would appreciate the filing fee being waived. Mayor Hamilton suggested that they refer this to Planning Director Gordon to check it out and report back to Council. Councilman Waldo said since she had the animals there long before the City Ordinance outlawed" them, isn't there a grandfather's" clause that would protect her. Mayor Hamilton said when the ordinance was adopted, they were given so much time to comply. Planning Director Gordon said this area had been zone R-1 for 5 years. This case originally came to the Health Department as a complaint by a neighbor as to flies and odors. The Health Depart- ment investigated and found that there were pro- blems relating to flies and odors, improper sani- tation, etc. Corrections were taken to satisfy the Health Department. Councilman Waldo said Mrs. Caltahan had approached him and asked for some help and he checked with the school nurse who stated that the children must have at least 3 gallons of goat's milk a day. He asked what they could do for them to keep the goats. Planning Director Gordon said the only way the staff could do anything was through the minor variance procedure. Councilman King said he thought the staff should thoroughly check this out and recommend the best course of action. He said he had spoken to Mrs. Callahan also and does understand her problem. Mayor Hamilton asked Mr. Gordon to check this out and report back to Council. He also asked City Attorney Flandrick what procedure they could use and could they waive the $25 Filing Fee. City Attorney Flandrick said there was no provision in the Code to waive the fee. If they wish to eliminate fees entirely for minor variances, they can do so by changing the ordinance. Mayor Hamilton told Mrs. Slater to give the message to Mrs. Callahan that they would check into the situation. Continued) MRS. SLATER 00- Mr. Jerry Kitchen, 3308 N. Athol Street, said Baldwin Park had too long experienced damaging effects of opposition and Council meetings had been a constant battleground. He said there was a new spirit moving in the City for progress, positive thinking and cooperation. On June 17, a group of concerned citizens had organized the People for Progress" and as President, he was happy to announce the following officers: Mr. Joseph Cate, Vice-President, Mrs. Margaret Burnett, Secretary, Mrs. Guyneth Crites, Trea- surer and Mr. Robert McNeilt and Mr. Richard Knott as Sergeants-at-arms. He invited all interested citizens to attend their meetings to be held at the Chamber of Commerce on Mondays at 7:30 p.m. 00- Mr. T. E. Carpenter, 4346 Jerry Avenue, said he had heard comments about the lumber stored next to the City Hail. It is stored openly and in a dangerous position and it is on the City property. Recently Charlie's Fence Company was cited and is in court now because he has lumber stored behind a link fence, piled very neatly, but it shows through the fence. Why is lumber permitted to be stored on City property? He was told that they had a permit. He was finally told that the Planning Commission has no jurisdiction to enforce and he should speak to the City Engineer. He said the ordinance covering this is no good because it covers garbage cans with lumber yards. He asked the Council to right the wrong to Charlie's Fence. Mr. Carpenter said he had attended the budget meeting Monday evening. Item 552.10 and 552.20 cover reproduction, stationery, postage, publica- tions and advertising. The amounts budgeted for these items totaled $400 out of a budget of 4 million dollars. This is not sufficient for a news- letter. He wanted to know why there was so littip concern for the people of Baldwin Park. City Manager Mocalis said the item Mr. Carpenter referred to was reduced from $400 to $300 because last year we had budgeted $250 and the actual usage was close to $300. This mainly covers the postage for tetters to Sacramento as weft as the Baldwin Park mail. The City's efforts to get the word out to the public is adequately covered in the fact that we support the Chamber of Commerce to the extent of $1,750 per month as they are the official advertisers of the City of Baldwin Park. He said he did not believe there was good communica- tions. Planning Commission's minutes are reduced so that we have no complete minutes. He felt they should freely give copies to the citizens and not charge them. $400 a year for communications is not adequate out of a 4 million dollar budget and he asked that this amount be changed. 00- Mr. Cart Sharp, 5018 Wimmer Avenue, said every- one knows that the budget wi11 have to be cut. If we worked hard to get the CRA in instead of circulating a referendum to keep it out, we could spend $4,000 instead of $400. 00- City Clerk Batkus said there were two tetters in the packets, one from Mrs. Jack Kingston and one from Mrs. J. R. Dexter and asked if Council wished to have them read. The letters regarding a Girl Scout over-night Camporee at Central Park West and police patrol were read. Copies in official files). City Manager Mocatis read a report from Chief of Police Adams in response to the two letters copy in official files). Mayor Hamilton asked City Manager Mocalis to write letters of explanation to Mrs. Kingston and Mrs. Dexter. Councilman Gregory said in the future, perhaps the Police Department could send someone to an area and alert them that there would be a lack of coverage due to circumstances. She said she had been shot at by a pellet gun in the park and she won't go back to that particular park. If she had small children, she would not allow them to camp out without adequate police protection. He said they were making a study of rates for similar services in other communities and will come back to the next meet- ing with a recommendation regarding the requested increases. 00- N. DONAHUE, ROBERT RUGRODEN, JAMES BYRD INTRODUCED WEBSTER'S REQUEST FOR INCREASED RATES STUDY & REPORT AT NEXT MEETING City Manager Mocalis said they had a bid openinq on June 12, 1974 for the purchase of a Psychological Stress Evatuator for our EVIS Grant. It will be refunded by Grant funds. One bid was received from George L. Barnes and Associates in the amount of $4,339.14. He said the Chief of Police recom- mended that this bid be accepted. Councilman King asked if they could explain what this unit is and how it functions. Chief of Police Adams said it was a sophisticated tie detector using voice impressions rather than a polygraph. Councilman King asked how often this machine would be used and Chief Adams said it was hard to felt. It would be used primarily for clearing people who are involved in various cases; to check the validity of their story". Councilman King asked if this would be a continuing training process after the Grant is through. Chief Adams said the only new training involved would be if those people were no longer available. Chief Adams said now if they have a victim or suspect who they feel needs verification of their story", they have to arrange with another agency who have polygraphs or to a private concern at a charge of $50 per hour and sometimes they don't have the time to do this. In the meantime, they have tost the suspect or the case is pending, etc. Councilman King said he understood in some cases, the validity of these machines was questioned as far as standing up in court. Although this is a Grant, will it be futty utilized and is it valid enouqh for people to use and would it continue t.n be a valid instrument with respect to the law. Continued) PSYCHO. There is a guarantee for one year and thereafter they can go under a maintenance contract. The validity of this machine as with a polygraph wilt not of itself hold up in court. It is an investigative tool that gives direction to the investigator. Councilman King asked if one of the trained per- sonnel would leave, they would continue to train other personnel and what approximately would be the cost of maintenance after the year's warranty. Chief Adams said there would be a continual train- ing process by the 3 people who learned originally. He did not know exactly what the maintenance cost would be, but thought about $100 per year. Councilman Waldo said using this as an investigative tool, they wilt be saving a lot of time and Chief Adams said Officer James Byrd who was present, had spent days running down leads and had they had a machine here, he could have had the answer in a half hour. Time is money and they could save many, many hours. Councilman Gregory asked who would be the trainees, where and how long, and Chief Adams said training would be held in Los Angeles and would be approxi- mately 2 weeks time and they have not decided who the trainees would be as yet. The time would be a couple of hours a day. Councilman Gregory said in that case they wouldn't need any replacements for the staff while they were training and Chief Adams said they wouldn't. M/S/C: KING/WALDO. 00- City Manager Mocalis said they had requested bids for a Vehicle Surveillance and Tracking System. At the bid opening on June 12, 1974, two bids were received, tow bidder was Globe Universal Sciences, Inc. in the amount of $1,736.39, He recommended acceptance of the tow bid. Councilman Gregory asked how this device was used. Chief Adams said many times they have an investiga- tor out undercover and they may use an information car and set up a surveillance system to keep up with the car. If they have an officer acting as an agent for us, they can attach this device to the car and know exactly where he is if he should need assistance. There have been times when working with vice" or drugs", they have tost people who have panicked when they realized they had no car protecting them. This system would be valuable to the department. M/S/C: KING/ WALDO. 00" City Manager Mocalis said he had received a report from the Director of Recreation and Parks indicat- ing that the Sierra Vista Sports Lighting Project had been completed by United Electric Company and recommended that the project be accepted. SIERRA VISTA SPORTS LIGHTING PROJECT ACCEPTED. M/S/C: GREGORY/KING. 00- City Manager Mocalis said it had been the experience of other cities that substantial savings could be effected by transferring Self-insurance from the State Compensation Insurance Fund to a Reinsured Self-Insurance Plan. He had requested the Finance Dir- ector to prepare a report on this matter and a proposal was received from R. L. Kautz & Company indicating that the City could expect a savings of approximately 38% per annum amounting to approxi- mately $30,400 by utilizing the Re-Insured Plan. He concurred with the Finance Director's recommenda- tion that the City contract with R. L. Kautz & Com- pany for this plan for an annual service of $4,800; however, it would be necessary for the City Attorney to prepare an appropriate ordinance to implement a Re-Insurance Plan. CITY ATTORNEY INSTRUCTED TO PREPARE AN ORDINANCE TO IMPLEMENT RE-INSURANCE PLAN. M/S/C: GREGORY/WALDO. 00- Director of Public Works Perry said he had received a request from Mr. J. M. Seay, 14846 Arrow Highway, to postpone construction of sidewalk on his property. He recommended that Mr. Seay sign a Covenant and Agree- ment to install sidewalk at such time that construc- tion is done on the rest of the block. M/S/C: GREGORY/KING. 00- Councitman Waldo referred to the gentleman with the driveway problem who appeared before them about a month ago and asked if it had been taken care of. Director of Public Works Perry said City Manager Mocalis had met with the gentleman Mr. Muccia) and agreed to remove part of the driveway and re- locate part of the driveway and this will be done in the near future, at no expense to him. 00- VEH. He said this information was not available and suggested this second reading be held over until such time as Council will receive the information. Mayor Hamilton asked Director of Industrial Develop- ment Sexton to comment on what progress has been made. Mr. Sexton said he had met with the developer and there were matters to be negotiated, but he was not prepared with any confirmation to submit to Council at this time. JQO- s Councilman Waldo said several years ago. Council agreed to permit two young people to si/t on the Recreation and Parks Commission. He wbuld like to see a Junior City Council and the young people receive the same packet and wrestle with the same problems as Council. They could meet a few days prior to the Council meeting and their recommenda- tions would come to the Council. If each city co|j1d produce 5 young people a year, there woulc) be close to 2 jntlTian young people a year to move in and run To'V4 public offices. It might become expensive Councilman King asked who would be the staff as we have a tight budget. Councilman Waldo said he would be willing to give up part of his Councilman's salary to help pay for it. He felt that the City would benefit by this program. Mayor Hamilton said this was a good suggestion, but there would have to be a study of how much it would cost the City and if it had been tried before and investigate it thoroughly. Continued) RES.
