There were no objections. 00- Mayor pro tern Gregory stated that prior to the meeting she had spoken to some of the large audience and she understood from the questions that their reason for attending was the Recreation and Park issue, namely the proposed Walnut Creek Delta Recreation Area Motor- cycle Park. She explained that there was a Recreation and Park Commission meeting scheduled for February 10th to discuss this item and although there was no objection to their speaking this evening she questioned if they wished to repeat everything at both places. 00- City Clerk Balkus administered the oath to those in the audience desiring to be heard during the meeting. 00- It was the time and place fixed for a public hearing on a Short Form 1911 Act to hear any protests in regard to the cost. He did not object to the curb, gutter and drive approach. Mr. Lathrop explained that sidewalks were not included in the improvement; that a separate district could be formed for this. He suggested that the property owners could come in during the day and discuss this with him. M/S/C: WALDO/KING. There were no objections. 00- Councilman Waldo said that in view of the recent gang violence a meeting was held February 4th in Morgan Park. There was a good attendance and many ideas were exchanged. He introduced Ray Gomez and Gene Anderson, of the Outreach Program for the County of Los Angeles. They work throughout the County with youth, learning their problems and communicating with them. Mr. Gene Anderson stated they were invited to this meeting by Councilman Waldo. As County employees they have primary projects in the unincorporated area of East and Central Los Angeles. Compton and the Echo Park area are joint City-County Projects. They were present to share their approach over the past 4 years to the question with the thought that the community would consider establishing a comparable entity. Basically their program is to develop a small, compact, highly trained group working within the area, who have the capacity to communicate with young people; to work to establish communication and coordination between the existing agencies that are concerned and related to youth, such as law enforcement, probation and at 1 schools. During the past 4 years they have found significant results in the areas they have worked. They do not suggest that this wi11 stop everything but they have found a diminution in violence and an increase in resources and activity for young people where they tend to be satisfied. Mr. Ray Gomez, also a County employee, is a resident of Ba1<lwin Park. He has been working with Mr. Frank Zarate and volunteers in the Baldwin Park Parents and Youth Communication Center trying to get a community organization going and trying to get in touch with those who have raport with youth. He has 3 children in school here and sees and understands the tension. There should be a long range plan to bring in resources that are outside the community and to develop local programs. Jobs are important and CRA will make jobs available and we should have a place in the City where youth can tune in or call up for advice. Councilman King said there has been correspondence with Congressman Rousselot regarding job placement in Baldwin Park. There is money coming in that possibly can be used for this. In additon to Frank Zarate's fine efforts there have been well attended meetings with a judge and probation officer, and with the School Board and Council Members, the Superintendent of Schools and the City Manager. By working with the County and benefiting by their experience we can come up with a good program. The people in the City are very interested and assistance from the County wi11 be most helpful3. She suggested contacting Mrs. Garcia, of the Happy Days Malt Shop on Ramona. As a mother and good friend of the youth she is doing a fine job with young people 11 to 16 years of age. Mrs. Garcia also attended the meetings that have been held. We are working on a referral system for the elderly and perhaps we should plan to use available funds to set up a meeting place with telephone answering and job referral. She asked the City Manager to comment on CETA. Mr. Mocalis said we have several programs going under the Comprehensive Employment and Training Act. He had attended a meeting this date with the Los Angeles County Manpower Division of the Personnel Department on CETA Title I. We have a plan that the 5 cities of Duarte, Bradbury, El Monte, South El Monte and Baldwin Park can collaborate on the use of funds for common problems. There is a fairly large amount of money available. The program includes on the job training, work experience and classroom training. The thrust of the program would be to take organizations within the community who provide services and tie this in with jobs for which there is a demand. The grant will pay the service provider and the person on the program. We have a skeleton structure formed and when it is approved by the individual City Councils we anticipate funding in about 90 days. He hoped that the Los Angeles County Outreach Program workers would be interested in assisting the 5 cities with the youth problem. We are also addressing the prob- lems of our elderly as well as for alt citizens. Mr. Anderson said that as an agency of the County they would like to share their experience with the communities and encourage them to develop local programs and enter into a joint agreement, possibly through the juvenile division project. They were speaking here at the request of Councilman Waldo and were suggesting that possible use of some of the CETA Project funds could be available through juvenile division projects. Use some of the revenue to reach young people in the community and coordinate the activities of the existing agencies with the needs of the young people. If resources are not available, then using local people acquaint the agencies of the communities needs, a team such as he was recommending would be responsible for determining the needs which they would share with the community and encourage young people to participate. Councilman Waldo said there are 6 prominent youth groups in Baldwin Park and Mr. Anderson had sug- gested that 4 or 5 people recruited from the neigh- borhood form a team that wilt work with the youth groups. These people could be trained by the County working through the Board of Supervisors. He asked how the teams operate. Mr. Anderson said that a City Council request to Supervisor Schabarum could be made asking for this training and planning program. He said teams would be trained about 30 days to develop basic philosophy and identify usable techniques. Then they would do an area analysis and find out the existing problems and the resources available. The next phase would be blending and merging the information and realty operating in about 5 different areas. The second would be developing com- munity organizational entities encouraging people and agencies to work together to modify existing programs or create new ones. To develop new organizational entities involving parents and young people. Develop resources and projects where young people can be referred or encouraged to participate. He thought that over a period of time with these methods there would be a lessening of tension and violence. Mrs. Gregory asked if Mr. Gomez and Mr. Anderson would come and discuss this further with the City Manager and Mr. Anderson said they would be glad to do so at the Council's invitation. Councilman Waldo asked that Council check into this further and Mayor pro tern Gregory agreed. 00- Mr. Tom Cowden» 12847 E. Farnell, stated he represented citizens in the county area who are opposed to the proposed motorcycle recreation area. They reviewed the project and find it will cause noise and smog. Also, chemical treatment of the track will cause water pollution. There will be traffic problems from participants and spectators. They have reviewed the general plan which covers these subjects. They asked that Council withdraw the project from their area. He presented a petition to that effect with 170 signatures. Mrs. Alma Aghbashian, 12853 E. Ledford Street, said they have lived there 20 years and her children had attended Baldwin Park schools and they are taxpayers. She objected to the motorcycle park. They live be- tween 2 freeways and once had two outlets and now have one. They have declined the City's invitation last year to annex and they were up set by this proposal. They were told at that time there was a possibility of a Community Recreational Center. This was good but they did not want to be annexed. She asked why at that time they were not totd of this motorcycle plan. She works for the county but did not know about it. She felt that freeway traffic would be more hazardous due to the motorcycle park. The additional dust and gas fumes would be a health hazard. Ledford and other streets in the area are narrow and fire trucks have a difficult time so the access is not good. At Mayor pro tern Gregory's request City Manager Mocalis explained that the meeting held about 1-1/2 years ago concerning annexation was not initiated by the City of Baldwin Park but by a lady living in the area. Mr. Mocalis attended at the request of County residents. At that time funds for this study were not available and there were no plans at that time for the proposed development. There is a mis- conception as to the ingress and egress into the area. He stated a meeting would be held February 10th, 7:30 p.m. at De Anza School to discuss this proposal. He read a memo from Mr. Lucas to the Recreation and Parks Commission, which said in essence, we agree that the point concerning ingress and egress in the area would not be in the best interest of the people. ALMA AGHBASHIAN BIB] 37658-U01 1975-U02 02-U02 05-U02 CC-U02 MIN-U02 LI1-U03 FO9591-U03 FO9726-U03 DO9856-U03 C4-U03 MINUTES1-U03 2/5/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1975 02 05 CC MIN(ÌìÑ#peCC06572 Regular Meeting of the Baldwin Park City Council February 5» 1975 Page 6 being considered, indicates that the Syracuse/Farnelt access concept should be abandoned and the staff should pursue the feasibility of access through the Los Angeles County Flood Control District property crossing Walnut Creek; that information was distributed to each address in the County area; that although the State has approved funding there is no approval of the Planning Commission or the City Council, nor has an Environmental Impact Report been filed. There has been feasibility research but no expenditure for necessary technical or engineering reports. The purpose of the February 10th meeting is for input from area residents and he suggested that the residents make their presentation at that meeting. The Council is concerned with the problem and wants to hear ideas on the proposal. Mr. Henry Martinez, 608 Syracuse said that the memo indicated Syracuse as the best access and that it appeared he did not receive all the information. Mr. Mocalis reread the paragraph which indicated alternate routes are being considered and the Syracuse/Farnetl access concept should be abandoned. He said neither the Council nor he had material on this proposal as it had originated through the Recreation and Park Commission. Mr. John Hybarger, Chairman of the Recreation and Park Commission, stated they did plan to have public hearings and the memo the City Manager had read was directed to the Commission and was not part of the material distributed. He extended an invitation to everyone to attend the De Anza School meeting where this will be discussed. He had tried to contact some of the people who had called Mr. Lucas and did speak to their spokesman regarding their needs and preferences for a format for the meeting. Mr. James R. Wetday said that regarding their letter to Council as to spokesmen for the group there was one more speaker. Mr. Jack Ray, 12706 Farnell, said their information indicated fee booths at Syracuse and Farnell and at the flood control access gate so they were concerned as all citizens should be. He enumerated the various revenues listed as available for financing the project and that the project would provide recreation for the valley. He thought there was no obligation for a community to provide a place for motorcyclists. He felt this was a nuisance as set forth in Section 3479 of the Civil Code and that if Baldwin Park citizens were informed they would join them in their objections. He questioned that anyone in the area favored the pro- ject. Mayor pro tern Gregory thanked those who had spoken, explaining that this would be before the Recreation and Park Commission, February 10th and their recom- mendation would then possibly go to the Planning Commission and then the Council. Any comments by Council at this time would not be appropriate as they could be construed as a commitment. Milton, 1258 Farnelt Street, asked that the boundaries between the City and County Area be clarified so that response from the Sheriff's Depart- ment or Baldwin Park Police Department would be more effective. At Mayor pro tern Gregory's suggestion, Mrs. Milton agreed to contact Chief of Police Adams. 00- Mr. Lorin Lovejoy, 12749 Torch, asked that there be two agenda packets at the library and that one be allowed out. Mrs. Amos Slater, 4814 Stancroft, stated that regarding agenda packets she had discussed this with the City Manager and the library and she was totd that the packets would not be checked out and felt this was a hardship and premature as the City Manager was only directed to investigate and report back. She con- tended that the person who had checked out the current packet and not returned it owed the City $10.00 as that is what another party pays. She questioned Mr. Mocalis's authority regarding a memo agreement with the library that the packets could not be checked out. She asked if the people have to file a police report asking that City property be returned. City Manager Mocalis said he had discussed the packets with Mrs. Baca and Mrs. Vaughan and when their under- standing was reduced to writing and after further discussion Mrs. Vaughan had concurred with his recom- mendation to the Council and had so noted at the bottom of the written recommendation. Unfairly the Library has been placed in the middle of a controversy over which they have very tittle control white trying to provide a service. The library is very respons- ible and they have their own methods of keeping track of material and they have not indicated that they have exhausted aft their remedies. When the City is officially notified by the Library we wilt take the necessary action to recover City property. Mrs. Slater asked that the Council check with the Library on this. If the packets connot be checked out for 24 hours this wi11 be a hardship on anyone who wishes to know what is going on in the City. She questioned the legality of the Library to take a driver's license or other identification and hold it as recommended. Mr. Edward L. Wit son, 5021 Gayhurst, asked that there be more than one packet in the library and one to go out. Mrs. Bertha Regus, 5013 Cutter, concurred as did Doris Dahl, 4345 Marian, who said she could not understand why the procedure had been changed. If a packet was not returned, go after that person and don't make everybody else suffer for it. Regarding Councilman Waldo's San Francisco expenses she said the P.T.A. representatives give a detailed written report to the members and they were allowed a definite amount of money. Councilman Waldo said a report was made and was made public by the newspaper. Mr. Tom Carpenter, 4346 N. Jerry, Chairman of the T.E. CARPENTER League to Preserve Constitutional and Civil Rights, RE AGENDA PACKETS said they had discussed the packet situation and the history of it; that over a year ago Council, in an effort to keep the public informed, had directed that 2 packets go to the library, 1 on file, 1 for 24 hour release. At a recent Council meeting it was pointed out that the obsolete packet which was being thrown away was given to him as he had asked for and had a use for it. Library records show that Mr. Sharpe picked up the 24 hour packet on the Saturday before the Council meeting and he has never returned it. No one has had access to the packet for 3 weeks because he Mr. Sharpe) kept the packet, came to the meeting and made a big issue of the obsolete packet. Council or someone decided the 2 packets would remain in the Library. This person has been banned from taking any more material out of the Library accord" ing to the Librarian. Now if citizens want anything from the packet it must be reproduced. His organization feels there should be 1 packet in the Library and two to go out. He believed this came about in an attempt to keep information from the public. He referred to the January 15, 1975 City Manager's report recommending that packets remain in the Library, with which they disagreed. The Library agreed to accept the packets for information and now finds its self in an unfortunate controversy because of one man who generated the whole thing and Council agreed to it. He did not care about the dis- position of the old packets but he asked that current packets go out. He questioned the constitutionality of submitting a driver's license or identification to be returned when the packet is returned. He asked for a minimum of 3 packets, 2 to go out and that their right to information that they fought for not be denied. Councilman Waldo questioned that citizens rights are denied as a packet is available in City Hail and at the Library when it is open. He believed a check would show that only 2 or 3 people checked them out and that they would get more out of the packet studying it in the Library. They cost the taxpayer $10.00 and the old packets are City property to be disposed of in whatever manner Council sees fit. Councilman King said if there is a need for them, three packets should be available to take out. If not returned an individual would not be allowed to take out another one. Disposal should be in the trash barrel and first come first served. Council should monitor the situation and determine a course of action at a later date. Mayor pro tern Gregory thought packets should remain as they were, 1 in, 1 to go out on a 24 hour basis. The three Council members have different ideas. She took exception to holding the license, but that the license number and name could be taken. Packets can be viewed in City Hail so she sees no reason for change. The Library people are very dedicated and only wish to serve. The Council needs to work harmoniously with them and provide the people with what they are asking for. He would like to do a little research and make a decision at the next meeting. City Manager Mocalis said there was some misunder- standing as Council had asked him to meet with the Librarian and come back with a joint recommendation. He was not aware that the library had already instituted this procedure. This report is a recom- mendation from the City Manager, filed with the library and back to Council and they have not been instructed to follow this procedure. The use of the driver's license was suggested by the library and is a commonly accepted practice in several cities when dealing with reference material. To the best of his knowledge the practice of one in and one out is still being used. Councilman King agreed to 1 packet in and 2 to go out and thought that the packet taken out and not returned should be investigated and returned. He did not want a study, or a driver's license check. Just issue them in the normal manner and discard them in the trash or whichever way the attorney advises. Mayor pro tern Gregory said in view of three different opinions this matter would stand until the next meeting when Mayor Hamilton wilt be back and he will either decide with one of us or add another thought about packets and the library wilt release a packet as in the past. 00- City Manager Mocatis read by title: RESOLUTION NO. 75-13, SETTING FEES AND CHARGES FOR ISSUANCE. A letter from the Women's Club indicates their desire to be a part of the planning for the Bicentennial and further suggests that representatives from various organizations be invited to participate. He recommended that a meeting be set for February 12th and that organizations be invited to formulate the Committee and plans. Mayor pro tern Gregory stated that Mrs. Margaret Burnett, the Women's Club Bicentennial Chairman, was present and she hoped she and the club would be given support. The City agreed to absorb the employees' cost. The insurance rate will increase March 1st to $5.05 to a total of $26.53 per employee per month. There will also be an additional charge to the employees for dependents. He discussed this with the miscellaneous employees and police association representatives who met with their memberships and they voted to remain with the present insurance carriers. Finance Director Duncan reported we have an accumulated savings of $40,000.00 during the new program of handling our own Workman's Compensation. The rate increase for the remaining 4 months of 1974-75 wilt be approximately $10,000.00. In view of the original City Employee Agreement it would be appropriate to absorb the additional cost through July 1, 1975 and in the interim time during the Meet and Confer process the Councils' negotiating team would make an in depth survey of the total employee fringe benefit packet to see if we are in line with other cities. The substance of their written allegation was that the Police had not asked questions of witnesses to the incident involving Mrs. Miller's son and daughter. Mrs. Miller described the tady involved as the mother of her son's girlfriend and evidently the brother had held the sister and then the brother's girlfriend's mother had beaten up the daughter. The allegation from them was that, in their opinion, the son needed psychiatric help and they felt the Police could be instrumental in forcing him to come in for medical treatment. This the Police cannot do because it was a case where he was present- ing a hazard to other people. Their complaint was that there was not enough information on file when actually they made the report to the Industry Sheriff's substation who subsequently sent it to our department. Our officers interviewed Mr. and Mrs. Miller and others involved and they thought our department had not adequately followed up on the complaint. The Chief of Police was directed to investigate, which he did and he gave a written report which supported his statement that there was adequate information to cover the alleged incident and make a proper police report. It became obvious that the Miller family had a family fight going on and were looking for others to inter- cede and bring it to a conclusion that they wanted. We are not in a position to do that. Our police department was not lax in investigating and Mr. and Mrs. Miller were informed by letter that the police department did have sufficient information and there was concurrance by the Sheriff's Department and the City Attorney. The Recreation and Parks Commission has indicated its interest in the acquisition of this property as part of the Delta Nature Park stucly. It is their recommendation, and he concurred therein, that the City of Baldwin Park express to the Baldwin Park Unified School District its interest in discussing the acquisition of the said properties.
