GLORIA ZOOK RE APPOINTMENTS TO ORGANIZATIONS BIB] 37658-U01 1975-U02 04-U02 02-U02 CC-U02 MIN-U02 LI1-U03 FO9591-U03 FO9726-U03 DO9860-U03 C4-U03 MINUTES1-U03 2/5/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1975 04 02 CC MIN(퓄epeCC06613 Regular Meeting of the Baldwin Park City Council James Dennis Rich, 3103 A Big Dalton, volunteer worker with the Parents and Youth Communication Committee said they have made progress in bringing peace between the East and North side youth gangs, but there is still much to be done. They have a hot line, job referral service and rap sessions available and they hope to get a sports program and related activities and a work shop featuring music, hobbies, etc. They encourage young people to remain in school. One thing being overlooked is a drunk problem along with violence, which sometimes is drug related. Some young people, regardless of race, color or creed have problems and total community involve- ment is needed to solve problems. This summer there should be jobs and activities, hopefully, with the help of business people. He petitioned Council to hire Outreach workers and use CETA funds as soon as possible. Councilman Waldo agreed with Mr. Rich and said that the records indicated no shootings for the past month due to volunteer workers. They are doing a fantastic job and Council should assist these dedicated people. Mayor Hamilton agreed with these comments. In answer to Councilman Waldo, Mr. Hale said an Oral Board would be held next Wednesday for the Outreach Program. Twenty-five 25) applications were received. 00- James Welday, 12813 Farnell Street, representing Concerned Citizens, requested a letter indicating Council's directive that the Motorcycle Park had been abandoned and that the $131,000.00 would be used for something else. Channel 7 is interested In the story. Mr. Hale said the instruction to the Commission was to look at alternatives to a Motorcycle Park. The Motorcycle Park as It is presently constituted was unacceptable. Mr. Welday said that Merced between Baldwin Park Boulevard and Maine had not been swept in three 3) weeks. Mr. Lathrop will check on this. Mayor Hamilton again explained that the Motorcycle Park was only being considered by the Recreation and Park Commission and was not officially before the Council. However, since this was so controversial Council felt it would be better to look for other, more acceptable uses. Mr. Wetday said he had discussed the Motorcycle Park with Supervisor Schabarum and Senator Song and had received much literature from them. He thanked Councilman Gregory for attending the Recreation and Park Commission meeting and offered the services of the Concerned Citizens on any group project in their area. 00- Mrs. Janet Milton, 12853 Farnell, on behalf of Concerned Citizens and Baldwin Park residents, thanked Council for suggesting that the Recreation and Park Commission consider alternative services for the area. 00- April 2. 1975 Page 2 JAMES D. JANET MILTON RE MOTORCYCLE PARK BIB] 37658-U01 1975-U02 04-U02 02-U02 CC-U02 MIN-U02 LI1-U03 FO9591-U03 FO9726-U03 DO9860-U03 C4-U03 MINUTES1-U03 2/5/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1975 04 02 CC MIN(퓄epeRegular Meeting of the Baldwin Park City Council Frank Zarate, 1748 Halinor, representing the Baldwin Park Parents and Youth Committee, thanked Council for their help on the Morales' Benefit Dance and read a tetter submitting three 3) proposals as follows: Develop through the City and schools a youth educational program as to the destructive impact of graffiti on the Community; that the Public Works Department work with youth to remove graffiti and implement a continuous maintenance program; and, develop a City wide Mural Project for youth. The letter suggested cooperative efforts by the property owners and the City with the youth. In answer to Councilman Waldo, Mr. Zarate said they had a building for the purpose of a Mural and they wanted to paint off the graffiti Saturday. The North and East side groups want a Mural Project the same as other cities. Councilman Gregory suggested the use of Park facilities and materials for preparing sketches, etc., and Mr. Hale said he would notify Mr. Lucas. Mr. Zarate said they would begin with the paint leftover from the last project and Councilman Waldo said he would accompany Mr. Zarate to the Paint Manufacturer. Mr. Zarate thanked Council. Councilman Gregory said once sketches were completed and_people were aware of the project that she felt there would be donations from the Community. 00- Tom Carpenter, 4346 N. Jerry, Chairman of Committee to Preserve Constitutional Civil Rights, said they considered it unconstitutional to charge $50.00 for an appeal to appear before Council Municipal Code Section 2903) and that all operating expenses of the office of CRA should not be charged to the citizens but should be a separate budget. 00- Gtenn Robinson, 4708 Walnut, said he had a March 11, 1975 CRA, six 6) page, report from the Board of Supervisors and he would make the report available to anyone Interested. He suggested a review of the expenditures going into CRA at this time. 00- Melvin C. Milton, 12853 Farnetl. regarding the Motor- cycle Park, said Commissioner Hybarger had said they wanted to follow this study through. Mr. Milton said the money expended came from unappropriated funds and this was a direct loss to the City. He felt the stucty was a waste of money as they could have asked the people whether they wanted it or not. He felt that an intellectual with- out leadership ability, knowledge of the area and the environment is not what is needed. They must be able to communicate and work with youth groups. The City needs help for gang relations working with the City and the Police Department. Mayor Hamilton suggested that Mr. Orosco submit all his suggestions in written form. He and Councilman King felt Mr. Orosco had some good suggestions. In answer to Councilman Waldo, Mr. Hale related the optimum requirements for a Community Youth Service Coordinator or Worker, as follows: Combination of education and experience equal to a Bachelor of Arts Degree which could mean 2 years college and street experience). Some experience in sociology and youth behavior problems. The selection of the individuals will depend upon the Oral Board. Frank Orosco said it would be better to have someone from the City that knows the area as they could relate more to a person. He felt that a person with- out a college degree could better communicate and get the two high schools together and the youth would know the money would be spent for programs that will benefit Baldwin Park youth. Councilman Waldo said the Los Angeles County Outreach Director said the only qualification that should be used for an Outreach Worker is that he should have a degree, and that degree should be what they call a gut" degree from the streets. The gangs have a tendency to distrust anybody with a formal education. The person hired must be someone they know and trust and if he has a degree they will not buy that at all. We want them to buy it" because if we don1! get coimiunications open then we will have more problems. Council discussion followed regarding hiring of Outreach Workers and Mr. Hale said the closing date for applications was today and the County is setting up the Oral Board and Pete Gomez wilt be on the Board and he believed Gene Anderson. He did not know who else would be on either a 3 or 5 man board. The County will train the people for a minimum of 2 weeks. There is also a 6 month, in depth training period that is a continuing program. 00- Mrs. Amos Slater, 4814 Stancroft, felt people should not pay an appeal fee to appear before Council. Also, the last time she checked CRA packets were not in the Library. People, such as herself, have not received minutes in the mail as requested. She asked that this be checked. She also questioned why some Council- men are not informed on subjects brought before Council Mr. Hale said he understood that CRA packets for a regular meeting were to be placed in the Library. There has not been an agency meeting since the last Council meeting, but the packets for the April 10th meeting will be placed in the Library. This was agreed to and they were approved a week ago. Mr. Hale said there was a misunderstanding but the minutes would be taken care of. Discussion followed that the directive was that the CRA Board would follow the same procedure as is used for Council minutes, agendas and packets. There were no objections 00- Acting City Manager Hale presented: RESOLUTION NO. 75-25, ADOPTING THE 1995 FUNCTIONAL CLASSIFICATION STUDY AS THE HIGHWAY AND TRANSPORTATION PLAN FOR THE CITY OF BALDWIN PARK CLAIMS SAVOCA & GIBSON DENIED RES. NO. 75-25 RES. NO. 75-25 ADOPT 1995 FUNCTIONAL CLASSIFICATION STUDY AS HIGHWAY AND TRANS- PORTATION PLAN FOR CITY OF BALDWIN PARK The functional classification study assists the City in programming capital improvements and expenditures and allocation of Federal Aid Funds. The classification describes arterial and secondary or select system streets WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 75-25. M/S/C: KING/GREGORY. There were no objections. 00- Acting City Manager Hale said a state grant of $29.080.00 from the office of Traffic Safety to conduct a traffic control devices inventory had been received. Three 3) proposals were obtained from consultants to perform the inventory study. VTN Consolidated, Irvine. California, submitted the lowest price of $16,000.00. Estimated cost for aerial photos is $2,650.00. A special fund will be set up to accommodate all financial transactions. He recommended that VTN be awarded the contract. The service has deteriorated and there has been no response to complaints. Present agreement may be terminated in 14 days. APPROVE DIRECTOR OF PUBLIC WORK'S SOLICITATION OF PROPOSALS FOR JANITORIAL SERVICE. M/S/C: GREGORY/ WALDO. There were no objections. Councilman McCaron suggested a time and cost study on hiring our own employees to do the work. There were no objections. 00- Mr. Hale said the State Office of Industrial Safety inspection of City Hall required corrections in electrical wiring. Four 4) bids were received on March 20th. The low bid of $6,245.00 was submitted by Wasco Industries, Baldwin Park. AWARD CONTRACT TO WASCO INDUSTRIES, BALDWIN PARK, TO PERFORM NECESSARY ELECTRICAL WIRING IN CITY HALL IN THE AMOUNT OF $6,245.00. M/S/C: KING/GREGORY. There were no objections. 00- Mr. Hale explained that the County Board of Supervisors in response to needs of various private and community organizations has earmarked millions of dollars of their Federal Revenue Sharing monies to address these needs. The Boys Club of Baldwin Park has submitted a request to the Board of Supervisors for funds to assist in their operating expenses for 1974-75 and 1975-76. A condition of the grant is an expression by Council indicating their intent to support organizations applying. He recommended adopting a resolution supporting the Boys Club of Baldwin Park and read by title: RESOLUTION NO. 75-26, INDICATING ITS INTENT TO SUPPORT GRANT APPLICATIONS SUBMITTED TO THE COUNTY OF LOS ANGELES BY THE BOYS CLUB OF BALDWIN PARK WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 75-26. M/S/C: WALDO/MC CARON. There were no objections. In answer to Councilmen King and Gregory, Mr. Hale explained that the City would be expected to contribute approximately $6,400.00 in in-kind service or hard match or a combination of both. We would contribute in-kind service. 00" Mr. Hale said the City Clerk had compiled a report showing a comparison of appeal fees under the old and the new Municipal Code. The report indicates two areas in which the City previously charged a $50.00 appeal fee, dance permits and lot split decisions. He recommended that he be directed to make an analysis of appeal fees from other cities and also to determine the City costs incurred. Acting City Manager directed to make comparison study of appeal fees in cities having same income as Baldwin Park as well as to determine City costs incurred. There were no objections. ACTING CITY MANAGER TO MAKE STUDY OF APPEAL FEES USING CITIES WITH LIKE INCOME & DETERMINE CITY COSTS INCURRED 00- Mr. Hale stated the City Clerk had studied the cost of producing the Municipal Code and had also made a survey of twelve 12) cities to determine their charges. The majority of the cities charge $50.00 which includes addendums. The actual cost for producing forty 40) Municipal Codes amounted to $5.65 each. However, this cost did not include labor for typing any revisions as needed or required. He suggested the cost be $25.00 including addendums. Discussion followed. Directive that the charge for a copy of the Municipal Code, including future addendums, be set at $25.00. There were no objections. 00- Mr. Hale explained that a letter had been received from Webster's Refuse Disposal stating that their agreement with the City will terminate on February 28, 1977. They request a new agreement be drawn up similar to the original enacted in 1964. The City Attorney has drawn up an agreement with which Mr. Otting concurs. He has agreed to increase the monthly City payment to $825.00, better than 100% increase, and to pay the sum of $1,575.00 or 6% of monthly collections, whichever is the greater. They wi11 also service the City Hall, City Yard, City Parks and receptacles on the sidewalks. He recom- mended approval. MAYOR AND CITY CLERK AUTHORIZED TO EXECUTE AGREEMENT WITH WEBSTER'S DISPOSAL. M/S/C: KING/GREGORY. There were no objections. Councilman Gregory suggested a tetter to the Chamber of Commerce requesting that they ask people on Los Angeles Street in the area of Jerry Street to remove or replace trash receptacles which are battered and unsightly. Councilman Waldo asked that the tetter include a suggestion to revitalize the Committee and see what they can do as all costs are borne by the merchants or by club donations. There were no objections. 00- Mr. Hate referred to a survey of ten 10) surrounding cities on swimming pool fees submitted by Recreation and Park Director Lucas. Based on the survey it was recommended that the fees be established as 35<t for under 17 years and 50<t for adults. A further report will be made on a flat fee for targe families. Councilman Gregory stated she believed the park had in the past had a free swim one day a week, but she did not know if this had been discontinued. Mayor Hamilton stated the Acting City Manager would check this out. 00- Mr. Hale said that to facilitate the underground!ng of electrical and telephone facilities around City Hall it is necessary to relocate an Edison pole. The Edison Company and the Telephone Company request a forty 40) feet by seven 7) feet utility easement on the north portion of the City Hall site. In answer to Councilman King, Mr. Flandrick said if a conflict should ever arise concerning removal of the facility he was sure an agreement could be arrived at, but if not the City has authority under eminent domain to take part of the easement. CITY MANAGER TO CHECK FREE SWIM UTILITY EASEMENT REQUESTED BY EDISON & TELEPHONE COMPANIES RE CITY HALL MAYOR & CITY CLERK TO EXECUTE GRANT OF EASEMENT TO EDISON & TELEPHONE COMPANIES 00- Mr. Hale referred to a billing for District Attorney fees for a legal opinion on obscenity which the City had requested. The District Attorney concluded that an Ordinance would be invalid, as outlined in their letter of September 4, 1974. The bill is $1.119.83 and this was not a budgeted item. Council discussion followed as to why the opinion was requested and Mr. Flandrick said he had written a letter to Mr. Busch at the request of Mr. Mocalis. He questioned the justification for the amount of time spent in research but he recommended payment of the bill. Councilman Gregory stated that in the future any requests for legal opinions should be by Council action. After contacting property consul- tants the Director recommended that he be authorized to employ Lawrence Brown as appraiser of the site at a fee of $900.00. Councilman McCaron said he would like further time to study the report he had just received. He asked that this item be carried over to the next meeting. There were no objections. 00- Mr. Hale recommended a refund of $5.00 to Andrew Parish, 3801 Feather Avenue, for a temporary utility pole permit at 3503 Big Dalton. The pole was not needed. Mr. Hale recomnended adoption of RESOLUTION NO. 75-27, REPEALING RESOLUTION NO. 74-24 AND ADOPTING REGULATIONS FOR PROCESSING ENVIRONMENTAL IMPACT REPORTS WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 75-27. There were no objections. 00- The Air Pollution Control District informed the City in late 1974 that a vapor recovery system is required on the gasoline storage tank in the City Yard. They will not grant a time extension as requested and the system must be installed by May 1st or the City will be subject to penalties and may be denied delivery of gasoline. Two 2) proposals have been received to make the modification and Mr. Hale recommended acceptance of the low proposal of Computer/Nozzle, Inc., El Monte, in the amount of $1,157.56.
