Fire Chief Pol i to thanked the Mayor and invited everyone to visit their nearest fire station house on Fire Services Day, May 10, 1975. 00- Mayor Hamilton said the City had received a Certifi- cate for dedication and participation in helping in the Non-Commissioned Officers Association Special Olympics run in February and March, 1975. Martinez, 14563 Central Avenue, stated that the Council has a profound impact on the Com- munity and they have a responsibility to remain free from bias and prejudice. This City and all communities are experiencing tensions. There are some who build out of catch words and fallacies a testament of con- flict within our community. Should misguided or vicious persons gull us into acceptance of their false dogmas the fault will be our own and we wilt have been victimized by the crude technique of the brazen lie, often repeated. He said the issue here is not so much about the information leaked in a conversation that Mr. King and he had as to the fact that the name was dropped in conversation and when Mr. Martinez asked Mr. King he said that he was not at liberty to tell him who it was. Mr. Martinez asked him who it was and he said he wasn't at liberty to tell him who it was. But it came out the next day in the paper so this proves that it did not come out of one source only. The issue is that the decisions done here locally have a greater effect on daily living than the well know policies and programs of the federal government. It is crucial that government be responsive to our needs, but seems local officials rarely consider our welfare. Instead those who make decisions are controlled not by public interest, but by special interest groups. The Council and its friends determine our future by their management. In this community we have to get rid of the accepted slogan you can't fight city hall". The voters mandated CRA and it is Council's job to make it work. 00- Mr. R. F. Lanham 13914 Los Angeles Street, said that 2 years ago he and his neighbor nad put in sidewalks, and that since then another resident had put in side- walks in the block between Bresee and Cutler. He was told that when 50% of the block was improved the remainder would be improved. He requested an affirm- ative vote of Council on this item on the agenda under Director of Public Works. 00- Mr. Max Y. Garcia. 13814 E. Patm Avenue, stated he had received a notice of violation regardinq a garage converted into living quarters. He wished to apply for a variance to retain the usage but he requested that the $125.00 variance fee be waived. As City Attorney Flandrick explained that a waiver would require a code amendment. Council asked that Mr. Garcia meet with Mr. Kilgour on Friday, May 9, 1975 at 2:00 p.m., to discuss the problem. Council did not propose to amend the code. No action will be taken pending the meeting with Mr. Kilqour. 00- Robert Bivins, 5051 Benham Street, said he wished to publicly protest and asked that Council protest editorial garbage published in the Treasure Chest. He questioned why the City should be subjected to ridicule. He congratulated Councilman King and the Council that remain silent against insinuations which upset everyone. Corak Street, was also upset by editorials referring to rumors. He referred to a situation, which he said was actually a secret meeting with a present Councilman regarding CRA. This was prior to CRA Commission meetings and everything was brought out. He referred to ethics, confidential material. If we're going to call the kettle black we'd better start cleaning ourselves, because editorials are tearing the City and the Council apart. A fact is not printed, but we accuse somebody of something with hearsay. He would be glad to bring 10 or 12 people before a grand jury who were at the secret meet- ing with City material. Rumors are splitting the Council and he asked that false accusations and unclaimed state- ments cease. 00- Councitman Waldo said he thought the Councilman referred to was himself; that the information taken to this group of people was with the full knowledge of the City Manager and Mr. Jim Sexton, so it was not a secret meeting. Mrs. Gloria Zook, 4817 La Rica, said speaking of a secret meeting, that wasn't so secret, she was there, and she said, again Mr. Waldo, you tied. 00- City Clerk Batkus explained that Mr. Glenn Warner, 4943 E. Slauson, Maywood, representing Bench Ad Co., was present and would be available to answer questions on their position on amendments to the code when this matter is discussed. PRESENT AVAIL- ABLE TO ANSWER QUESTIONS 00- Mrs. Amos Slater, 4814 Stancroft, said that in her opinion the most destructive force that is going on in this City, has been this so-called throwaway news- paper. They do not name names; if they have something against someone, let them come out and say who they are; if this is a newspaper she is sorry for the country. 00- Councilman King said a neighbor had brought the so- called paper to him and that he would not give an interview or respond to the paper because he did not feet it was worth the effort. It would dignify them. The throwaway has the audacity to mention code of ethics, and he referred to the reporter's conduct in the Council Chambers and that this Reporter that help- ed write this walked through the Council Chambers and stuck his tongue out at one of our citizens who lives here and the disturbance caused by getting up and down like a yoyo on a string whenever certain people talk. He will never respond to editorial innuendos or statements. As Mr. Martinez stated the first statement was that Councilman Kinq had totd Mr. Martinez that Mr. Mitchell was the City Manager. Mr. Martinez said that Councilman King did not say that to him but yet the newspaper said he did. He hoped the untruths would stop and he thanked Mr. Martinez. 00- MRS. E. Carpenter, 4346 Jerry Avenue, said that for over a year the league and himself had received the same treatment from the paper the Council is being subjected to. With the things put in as guest publishers from the Mayor and Councilman Waldo he wondered how they hope to lean on the first amendment, the freedom of the press, by making statements which he felt were off base and thought it would be interesting to see how they are resolved. 00- Joe Cale, 4457 N. Maine Avenue, stated he likes the Treasure Chest, thinks they are truthful and he'll back them 100%. For years the Tribune reports were blown out of proportion and now we have something bad on the Treasure Chest. He asked that Council and the people unite and quit knit picking and go forward with the City Hall and make Baldwin Park grow. 00- Councilman Waldo said he was concerned about confidential information leaking out of City Hall and he asked Council to remember that they are guardians of the City's future, with the power to carry the City forward or to hold it back. He was referring to safeguarding confidential information connected with the Community Development Office, which if allowed to fall into unscrupulous hands might cost taxpayers millions of dollars. He referred to his statements at the last meeting about the broken lock on Mr. Sexton's file cabinets. They say that they find no evidence that the office was burglarized, however, all a dishonest person needs do is open the files and look at the documents. He made a motion, THAT WE PLACE SECURITY LOCKS ON ALL MR. SEXTON'S FILES AND THAT IT INCLUDE A JIMMY-PROOF LOCK ON HIS INNER AND OUTER OFFICE. THAT TWO KEYS BE MADE, ONE TO BE GIVEN TO MR. SEXTON AND ONE TO THE CITY MANAGER. He said then he would feel secure about this infor- mation leak and did not want it said that Council did not move to protect the community's interest. Certain information is public but the man is afraid of losing vital information which we have to keep private until a certain time arrives. Mayor Hamilton recommended that the Acting City Manager check on this and take the steps he deems necessary rather than Council action. There have to be more than two people with keys, for instance the janitors and the Police Department. The motion died for lack of a second. May 7. 1975 Page 4 T. E. This is for raising funds. He referred to staff reports outlining City costs and problems. Council discussion followed that they were in sympathy with the cause but in view of the January Carnival difficulties they questioned approval of the request. The Church site. Alpha Beta Shopping Center and school grounds if available were suggested as alternate loca- tions. The Public Works cost for cleanup and repairs would be approximately $250.00. Chief Adams explained that although he understood Rev. Smith's problem, the Police Department because of previous unfortunate gang violence experiences was against having a Carnival. The Department does not have the manpower and police costs for the January Carnival were approximately $2,426.00. Recreation and Parks Director Lucas was concerned with loss of parking and wear and tear on the turf, also, there would be a traffic problem. Many park activities including the use of the pool are scheduled for June 5-8, 1975. After further discussion. Council requested that this item be continued and that Mr. Hate contact Rev. Smith and the Organization of Churches and get a response from them as to whether or not if the privilege is extended to the Methodist Church it win not be abused by others. That copies of the departmental memos be forwarded to Rev. He recommended that Municipal Code sections 6020 through 6029 be amended and that permit fees be reduced from $10.00 to $5.00 and that the storage charge be reduced from $5.00 a day to $5.00 a week.
