Roll Call: Present: COUNCILMEN GREGORY, KING, MC CARON, WALDO AND MAYOR HAMILTON AUGUST 26. 1975 5:00 P.M. FLAG SALUTE ROLL CALL Also Present: CITY MANAGER MITCHELL, CITY ATTORNEY FLANDRICK, DIRECTOR OF PUBLIC WORKS LATHROP, PLANNING DIRECTOR KILGOUR. FINANCE DIRECTOR HALLOWAY, CHIEF OF POLICE ADAMS. CITY TREASURER CALE AND CITY CLERK BALKUS 00- Mr. Seymour Linder, Manager of the Baldwin Theatre, stated he had taken over the lease and plans to show nothing but family films. The theatre has been renovated with new drapes, seats, bar, rugs, and they overhauled the markee at a total cost of about $35,000 They will charge $1.00 admission. There wilt be no X-Rated or pornography of any type in the theatre as long as he has the lease. He has the Fontana family theatre and people are happy with it. They show Walt Disney, Kung Fu, and G, PG, and R pictures. He assured Council there would be no X-Rated or adult type entertainment at the Baldwin Theatre. NO. 712 ADOPTED 00- City Manager Mitchetl presented the 1975-76 working budget. He explained that the Lighting District presents a problem; that last year under a one-time only Act, which expired June 30, 1975, the tax was raised 06 cents to 31 cents. Similar legislation was introduced this year, passed the Assembly; the Senate Comnittee forwarded to the Senate with a Do pass recommendation, but it failed to carry. The total we can levy under SB90 would generate about $188.500. Edison costs will exceed $202,000, plus a 10 percent factor for contingencies for moderni- zation, and maintenance will total $222.300, leaving a deficit of $33.800. Also. We had a carry over balance from last year of about $25,000. The Edison bi-monthly billing is $33,000. There is not enough money in the fund now to pay Edison without borrowing from the General Fund. The alterna- tives are, going to a more efficient light source, which we cannot afford; turn off the lights; or raise taxes some other way. Under SB90 the General Fund can be increased and the money loaned or advanced for street lighting costs. This proposal is not in the budget as it was only learned today that the legislation failed. It may be revived, however the tax rates must be set by August 31, therefore he recommended increasing the General Fund tax rate from $0.85 to $0.90. This increase would offset the deficit in street lighting. The street lighting tax would decrease to the maximum permitted of $0.2889 per hundred. Parks and Recreation will remain the same at $0.33; tax rates and levies will then total $1.5189. The amount of money to be raised for the General Fund including Parks and Recreation is $844,826.00, and for the Lighting District $198,368.00. He recommended adoption of the resolutions. Discussion followed. Mr. Mitchell said that if there is a change in the rate, a revised tax version can be filed later. All of the increase will go to street lighting. He said this was a balanced budget, with no funds in excess of what is needed, depending upon salary and wage adjustments for employees. The actual increase is $0.0211 per $100 Assessed Valuation. If there is favorable legislation by Friday the General Tax will be $0.85, and the Street Lighting Fund would increase.
