An invocation was given by Rev. Date Reynolds, First Assembly of God Church. A painting of the 1776 Valley Forge Guard House by Mary Little John, was presented to the City for the Bicentennial by Mrs. Little John, on behalf of Rotary Anns. Frank Zarate, 1748 Hatinor, representing Parents and Youth Center, regarding more help needed from City, School District, Police Department and organizations to work with youngsters. CITY MANAGER TO WRITE LETTER TO ABOVE ENTITIES AND THE CHAMBER OF COMMERCE BOARD SETTING MEETING. Roberto Velazquez, 4926 North Maine, Apt. P, Co- ordinator for summer youth employment program, hired by School District, regarding newspaper item detri- mental to Parents and Youth Organization, and lack of City communication with Parents and Youth Oraanization He requested reason in writing. TO WRITE LETTER, SET MEETING ROBERTO VELAZQUEZ Carl Sharpe, 5018 Wimmer Avenue, requested report on Outreach Program from Mr. Lucas. 00- Frank Chase, 13753 Los Angeles Street, regarding excessive water bill from Baldwin Park County Water District. Council directed Mr. Chase to the County Water District Board to register his complaint. If no results, see City Manager regarding contacting Mr. Smith as to steps to be taken as there is no appeal board. 00- Lee Lucas, Recreation and Parks Director, reported that the Outreach workers consist of a coordinator and three workers who are mainly resource people. They main- tain liaison with a11 agencies in town, more directly with the police department to determine where problems might He. Their basic job is to get acquainted, orient themselves to problems so they can help parents and young people. They work out in the field and the office telephone is manned by student NYC people. Their main concern is to get to know the problem areas of the community. Discussion followed. CASES 75-S-2, 3 & 4 DEFERRED UNTIL LATER IN FISCAL YEAR IN ORDER TO BETTER ANALYZE FINANCING. 00- Director of Public Works Lathrop recommended adoption of a resolution setting forth sewer connection charges and applicable fees for process- ing various types of maps. When sewers were built, no laterals were constructed unless abutting owner requested and agreed at that time to pay for the lateral. Any sewers built hereafter by the City will have laterals constructed from the main line to the property line for alt properties that the sewer wilt serve. If the properties to be served choose not to connect at this time, then at some future date the laterals wi11 be there to connect to and the owner wi11 pay for that lateral in addition to the front footage charge. The charge will include pavement repair. Discussion followed that if in the future the charge is not sufficient, the resolution setting the charges wi11 be amended. There were no objections. 00- Director of Recreation and Parks Lucas requested authorization to file a SB821 Claim with SCAG for Local Transportation Funds, 2nd Increment, for cycle and pedestrian facilities at Frazier/Bess/San Bernardino Freeway overpass. Discussion followed that this was for construction of an unsupervised parking shelter. The City will assume responsibility for maintenance. Filing deadline is September 15th. AUTHORIZE FILING SB821 CLAIM WITH SCAG FOR LOCAL TRANSPORTATION FUNDS FOR CYCLE AND PEDESTRIAN FACILITIES AT FRAZIER/BESS/SAN BERNARDINO FREEWAY OVERPASS. M/S/C: GREGORY/WALDO. There were no objections. 00- Director of Recreation and Parks Lucas, Public Works Director Lathrop, Planning Director Kitgour, and the Recreation and Parks Commission have reviewed the preliminary plan for the development o^ the Santa Fe Dam Park. ADVISE SUPERVISOR SCHABARUM THAT CITY DOES IN GENERAL AGREE WITH THE PRELIMINARY PLAN AND REQUEST CONSIDERA- TION IN THE FINAL DESIGN OF: MOTO-CROSS FACILITY IN PART OF BALL DIAMOND AREA, LANDSCAPING ALONG ARROW HIGHWAY, REEVALUATE ACCESS TO PARK, AND ENCOURAGE MORE INTENSIVE USE WITHIN THE DAM, SUCH AS A ZOO, OR WATER-ORIENTED RECREATION. Director of Public Works Lathrop reported that the alley from Bess Avenue to Datewood is flat, drainage is poor, and one inch resurfacing is not advisable. Recon- struction cost is estimated at $6,540. The alley between Bess Avenue and Leorita Street would benefit with a one inch overlay. Resurfacing cost would be $560. The overall cost of $7,100, would be funded from $13,500 Street Improvement Funds in the proposed 1975-76 Budget. Discussion of cost, need for this reconstruction versus other street reconstruction followed. AUTHORIZE RECONSTRUCTION OF ALLEYS IN THE JUDITH/ LEORITA/BESS & DALEWOOD AREAS. M/S/C: KING/WALDO.
