City Manager Mitchelt said the negotiating team had met this afternoon with representatives of the Employees* Associations. They agreed on a settlement to be at the annual rate of 7 1/2 percent, and this is conditional on the premise that in January negotia- tions will be reopened for discussions on other fringe benefits. There are no other fringe benefits at this time. He recommended approval of the 7 1/2 percent, with the condition,subject to a satisfactory written memorandum of understanding being submitted for Council approval later. Councilman McCaron asked what was the overall effect of the 7 1/2 percent on the budget, and who a11 does this include, and City Manager Mitchell said this would amount to approximately $189,000. This would include retirement benefits, but does not include any new positions. The total payroll is $189,000 including department heads. Discussion followed that Council did not favor an across-the-board raise; that individual salary adjustments of positions is a more fair approach, and that this can stilt be discussed although it is important that the budget be adopted. In answer to Councilman McCaron's inquiry, as to the status of the budget. City Manager MitchcH explained that if you take the General Fund, including a11 income and expenditures projected for the 1975-76 exclusive of reserves for new facilities there is a contingency reserve of $710,781; taking away $190,000 for salaries, would leave approximately $520,781.
