Roll Call: Present: COUNCILMEN GREGORY, KING, MC CARON, WALDO AND MAYOR HAMILTON Also Present: CITY MANAGER MITCHELL, CITY ATTORNEY FLANDRICK, DIRECTOR OF PUBLIC WORKS LATHROP. T. E. Carpenter, 4346 Jerry, Chairman of the League to Preserve Constitutional and Civil Rights spoke regarding budget expenditures; contingency for employee increases; money in CRA not shown; the amount of reserve contingency for City Hall construc- tion from revenue sharing; non-availability of bud- gets for the public. As there was no further testimony, Mayor Hamilton declared the public hearing closed. Discussion followed that the majority of the Council would proceed with the adoption of the budget and that future budget policy would be outlined. Mayor Hamilton questioned page 62, Free Clinic $600.00; page 73, Police Overtime $75,000.00; page 91, Slurry Seal $45,000.00. Discussion followed that Free Clinic provided services not duplicated by other agencies; that overtime was in general justified but that a control program has been initiated to evaluate assignments and that holding Junior Miss Baldwin Park contest in the auditorium and limiting the Parade to every five years would eliminate some overtime and that there be no more than two yearly budget amendments. CUT OVERTIME IN POLICE DEPARTMENT BUDGET TO $65,000.00. M/S: HAMILTON/MC CARON. Roll Call. The motion failed to carry by the following vote: AYES: HAMILTON, MC CARON NOES: GREGORY. KING, WALDO Discussion followed that slurry seal would remain at $45,000.00; that budget had been pared in all depart- ments and that if positions are not refilled when there is a turnover these would be salary savings and that the City Manager would watch all expenditures closely. City Manager Mitchell said the memorandum of under- standing had been signed by the employees associations and covers items previously discussed and involves a 7-1/2% increase on an annual basis. Mayor Hamilton and Council man King agreed. 00- John Gtyn, representing Foster and Kleiser Outdoor Advertising, spoke on item 1 under Unfinished Business and requested a time extension of one year, with a possible review by Council for an additional year or so. If Civic Center construction begins they will remove signs within a 30 day notice. Russell Blewett, 13352 Rarriona Blvd., spoke in favor of allowing the signs' time extension until such time as the Civic Center is built. The signs screen adjacent properties. \ William Kunz, 824 Cloverdale Drive, Glendora, represent- ing Kunz and Company, spoke on item 2 under Unfinished Business and also requested a one year extension on a freeway sign and agreed to remove at such time as the area Ijnproves. T. E. Carpenter, 4346 Jerry, favored the sign time extension; as Chairman of the League to Preserve Constitutional and Civil Rights, he said they were opposed to a new City Hall but were in accord with moving the police department out of the basement. Speaking for himself he questioned employee expense accounts and the lack of full descriptions and said travelling should be per diem; that expenses should be checked closely and some should be denied and the senior citizens should be helped. He referred to a CRA flyer and revenue sharing savings which could be used to help the poor. Carl Sharpe, 5018 Wimmer Avenue, said the CRA flyer meant what it said and if it is implemented it will bring sales tax. He asked when there would be a report on Outreach Workers and Mr. Mitchell said a meeting was scheduled next week, after which there will be a report. 00- City Clerk Balkus presented a claim from Merriti Feiker, Jr., 4452 N.
