An invocation was given by Rev. Paul Mat one, Ascension Lutheran Church. A moment of silent prayer was observed for Mrs. Norah Hatch 0'Haver. Roll Call: Present: COUNCILMEN GREGORY. KING, MC CARON. Regular Meeting of the Baldwin Park City Council Proper publication, postings and mailings had been accomplished. There were no written protests. Planning Director Kilgour reviewed the case. The usage will be an automobile tune-up and minor repair shop. Robert J. Smith, 4909 Mangrove, Covina, spoke in favor and said this would open up a new business and help the environment. T. E. Carpenter, 4346 Jerry Avenue, spoke in favor of the zone change. The property has been vacant, and this business will bring sales tax and improve the property. As there was no further testimony either in behalf of or in opposition to Z-389, Mayor Hamilton declared the public hearing closed. There were no objections. 00- Mrs. Beatrice Jackson, 3390 Paddy Lane, was disturbed by the tetter received from the City Manager regarding overnight parking, as it appeared the permit fee would increase and she did not see sufficient reason for the no parking" hours. Her permit expires December 31, 1975. She felt it should be for a year; also there is no refund if the permit is not approved. People with a legitimate reason should have a permit. City Manager Mitchell said the report was comprehensive and presented alternatives for Council, and even a $20.00 fee, which was proposed some years ago, would not recoup city costs. The following people spoke in opposition to the no parking" from 2:00 a.m. to 5:00 a.m. Ordinance: Mrs. Gloria Tapia, 3406 Paddy Lane Mrs. Julia Morales. 3361 Paddy Lane Mrs. Haltie Slater, 4814 Stancroft T. E. Carpenter said parking permits should be issued for one year from the date of issue, with no fee charged. The permit gives people protection and permits them to park. He was not in accord with the report. Langtey, 4860 Benham Avenue, spoke regarding the Petition to reopen the walkway in the 4800 block between Benham and La Rica. He lives along the walk- way and those who do not live near, do not realize the problems such as vandalism and fires. He preferred to have his five-year old walk the additional distance, and remove the walkway. Fifteen people were present asking that the walkway remain closed. Mrs. Carmen Minjares, 14003 Anada Street, Joe Naranjo, 4855 North Stewart, and Mrs. Rodriguez, 4911 North Stewart, were present to ask that it be reopened. Mrs. Minjares asked that police and fire records be verified, and if warranted, then they would help to close the walkway. Mr. Barnes, 4901 Benham, has three children and asked that the walkway be closed. His property has been vandalized and he has observed fires in the walkway. Joseph Naranjo, 4855 North Stewart, suggested opening the walkway during school days. Small children are not doing the damage. There is vandalism all over the City. November 5, 1975 Page 3 JAMES M. Frank Zarate, 14855 Pacific Avenue, had previously suggested a meeting of parents and youth with Council and the School Board, to help solve vandalism and graffiti problems. Discussion followed that this is a safety factor and crime rate has dropped. Parking overnight on all streets could increase police costs. Too many people have dosed garages for other uses. Permits can be obtained. Signs could be placed throughout the City over 2-3 years. Study apartment areas and meet with people and management and charge for their own protection security guards). Consider two special enforcement officers in next budget for continued surveillance. Check inconsistencies. A telephone call could be sufficient for out-of-town visitors or car on street with motor trouble. Street sweeping regulations and hours could be posted and streets cleared at that time. AUTHORIZE THE OPENING OF ESCROW FOR THE ACQUISITION OF THE LITTLEJOHN PROPERTY AT 13245 AND 13261 LOS ANGELES STREET IN ACCORDANCE WITH THE DIRECTOR OF PUBLIC WORKS MEMORANDUM DATED OCTOBER 29. 1975 AND DIRECT THE CITY MANAGER TO TAKE THE STEPS NECESSARY TO COMPLY WITH THE ENVIRONMENTAL QUALITY CONTROL ACT OF 1970 WITH REFERENCE TO THE PROPERTY.
