Roll Call Present: COUNCILMEN GREGORY, KING, MC CARON, WALDO AND MAYOR HAMILTON Also Present: CITY MANAGER MITCHELL, CITY ATTORNEY FLANDRICK. DIRECTOR OF PUBLIC WORKS LATHROP. PLANNING DIRECTOR KILGOUR, FINANCE DIRECTOR HALLOWAY, ACTING CHIEF OF POLICE HEBERT, DIRECTOR COMMERCIAL AND INDUSTRIAL DEVELOPMENT SEXTON AND CITY CLERK BALKUS Absent: CITY TREASURER CALE AND CHIEF OF POLICE ADAMS NOVEMBER 13. 1975 5:00 P.M. FLAG SALUTE ROLL CALL 00- Mayor Hamilton explained that this special meeting was called for the purpose of meeting the requirements of the Federal Department of Housing and Urban Develop- ment in connection with an application heretofore submitted for a Federal Grant submitted pursuant to the Federal Community Development Act. City Manager Mttchell said the city has been tentatively offered a Community Development Act Grant of $118,360 for the purpose of establishing a community center subject to the city's assurance to HUD that if the grant is offered, the project wi11 be carried out. He read his memo of November 13, 1975 in full. He read by title: RESOLUTION NO. 75-85, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ASSURING THE FEDERAL DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT OF THE CITY'S INTENT TO COMPLETE THE COMMUNITY CENTER PROJECT OUTLINED IN THE APPLICATION DATED SEPTEMBER 30, 1975, FOR FUNDS PURSUANT TO THE HOUSING AND COMMUNITY DEVELOPMENT ACT. Mr. Mitchelt had discussed this available grant of $118,360 for the Community Center Project with Jerry Holland, Chairman, Community Center Project, who had contacted his Board. The Board assured him that they have the necessary funds available within the resources of their organization to complete the purchase of the church property for a Community Center. $140,000 was the negotiated price. The property is in escrow with $5,000 on deposit. He explained that maintenance will be a prime concern and that the facilities could not be made available to any and alt organizations free of charge. Mr. Hale explained that on the original grant application the city agreed to 10% in kind services approximately $1.000); that possibly manpower could be from the County Manpower Division for CETA funding or other funding. The City is dealing with the Community Center Corporation and they will be responsible for running the facility. WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 75-85. M/S/C: KING/WALDO. Roll Call. There were no objections. The Council commended Mr. Holland and the Community Center Board on their efforts and Mr. Holland expressed the Board's appreciation for the City*s efforts. 00- RES.
