The meeting was called to order at the above place at 7:30 p.m. The flag salute was led by Joseph McCaron. Roil Call: Present: COUNCILMEN KING, WALDO, MC CARON AND MAYOR HAMILTON Absent: COUNCILMAN GREGORY Also Present: PLANNING DIRECTOR KILGOUR, ASST. CITY MANAGER HALE, FINANCE DIRECTOR HALLOWAY, CITY TREASURER CALE AND CITY CLERK BALKUS Also Absent: CITY MANAGER MITCHELL, CHIEF OF POLICE ADAMS, DIRECTOR OF PUBLIC WORKS LATHROP CITY ATTORNEY FLANDRICK FLAG SALUTE ROLL CALL 00- Mayor Hamilton explained that Councilman Gregory was attending a meeting at the Mental Health Council, where she was making a report, but that she would arrive later. Mayor Hamilton said that the adjourned meeting was called to ask citizen participation in expressing their needs and ideas relative to possible improvements under the Housing and Com- munity Development Act. The City of Baldwin Park is involved in an application to the U.S. Department of Housing and Urban Development. Funds are expected from HUD in the neighborhood of $164,000 for the fiscal year 1975-76. Prior to the final application, the City is required to hot a public meetings for citizen input concerning possible projects. To help the citi- zen input, the Planning Department has prepared a 11st of pro- jects to be filled out by interested people in the audience. These possible etiqib'te activity projects wilt be made into a long range development schedule utilizing funds from HUD over the next four years. Almost at 1 projects will benefit the development of the City, but those relating to housing and community related projects are eligible. After tonight's meeting, there wi11 be an additional town halt meeting at the Morgan Park Community Buitdinq on Monday, Dec- ember 29, 1975 at 7:30 p.m. Some time in January, 1976 a Citizens Committee must be estab- lished to continue citizen involvement and to help establish a long range Community Development Program for the implementation of the projects brought forward by the citizens of the community. Director of Planning Kilgour reported that the preliminary application has been filed with the Department of Urban Affairs of Los Anqeles County. He said there were two ways the City can acquire the program funds. One is to submit the applica- tion to the County and then they deal directly with HUD for the funds. Once the projects are set up with the Urban Affairs Department, the City is pretty much assured of being granted the funds. The second method is to apply directly to HUD for funds. It has been determined that more money can be obtained this year by going with the County. 00- C. GREGORY TO ARRIVE LATER HOUSING & COM. Next year about $600,000 may be received. Funds over the 5-year program may amount to as much as $2 million. It is necessary to decide how the funds may best be used and a long range master plan of these projects covering at least the remain- ing 4 years should be put in operation. The Planning Staff had prepared a listing of items based on suggested program and priority for the 1975-76 fiscal year. Mr. Kilgour discussed items concerning the rehabilitation and reconstruction of the Community Center on Morgan Street and the development of a Community Development Plan which will address itself to the needs of the community, as well as strategy and methods by which these needs can be met. Mr. Kitgour referred to a listing of eligible and ineligible activities which had been prepared for convenience. The projects he felt we should be involved in are those that will improve the community physically such as in the realm of housing, or projects such as sidewalks, curbs, gutters, etc. In the same neiahborhood involved, using low-interest loans, the two could work together. A check list of possible projects was made available for the use of citizens in the audience. PROJECT CHECK LIST Councilman Waldo asked Mr. Kitgour to define whether we were talking about development or redevelopment. Mr. Kilgour said community development is what the title was, but qualified development" by saying that programs similar to what CRA would be involved in could be solved, such as blighted areas. This money can be used like seed" money toward a CRA-type project. The City could put $250,000 into a CRA program to help buy bonds. It shows we have a com- mitment, affecting the sate price of the bonds. When the project is over, the money can be used again on another pro- gram. So funds can be used for both development and redevelop- ment. Mayor Hamilton asked if anyone in the audience would like to speak. He said the next meetinq would be on Monday, December DISCUSSION 29th and at that time it would be necessary to form the required committee of 15 persons. He hoped that next meetino would have a better attendance, although this one had been announced at the last Council Meeting. There will be further advertising for the next meeting. Asst. City Manager Hate spoke in the absence of City Manager Mitchetl, who was ill, saying he thought this meeting was the perfect ooportunity for Council to respond on where they think the City should be going in terms of development. He said the House and Community Loan Act addresses itself primarily to improv- ing the quality of life of the tow and moderate income." He stated that the average income in Baldwin Park is about $9500 a year. The question is whether to improve the housing stock itself, improve the circulation patterns, or nrovide better safety and equity of services for citizens. Some kind of input is needed for direction on how we are to ultimately act over the 5-year period to upgrade the quality of life in Baldwin Park. Director of Planning KHgour answered that it would be an undetermined amount. He said communities approach a bank, asking them how much money they need to make low interest loans available. It takes X" amount of dollars or a total of 10% to write the interest rate down to 4-1/2^, and the City would pay the difference down to 4^« Councilman King said his concern was with the elderly in town who can barely afford to hang on to their homes and whose homes needed to be upgraded. He felt it was a major priority to allow them access to low rate of interest. Mr. Kitqour said they could be allowed a grant that would be free until the house is sold, at which time the money would have to be given back to the City to De re-used again. Money can be used toward guaranteed loans, putting up a certain amount to obtain a much larger amount. There are many variations of ways the money can be used. The City can loan money them- selves to deserving persons or the bank can loan for the city. Mayor Hamilton asked Mr. Kilgour to elaborate a little more on how we could come up with a plan and then present it to the Federal government for approval to make us eligible for the money. Mr. Kilqour said it works in reverse. The preliminary applica- tion for 1975-76 fiscal year to HUD generally lists the programs that are on the Eligible Activities List that was distributed at tonight's meeting. Other details such as the Public Meetings and other affirmative action must be met. We te11 HUD how we are going to do these programs over a certain period of time and if HUD feels this is a good, economical program there is no reason the City shouldn't receive the funds. The next step is to form a Citizens Committee to be an aid in continuing these programs. Following the two town hall meetings, the legal require- ment to communicate with the public wilt have been met. Perhaps the Citizens Committee can meet once a month over a 6-month period to begin to detail these things and provide feed back to the Council to keep everybody informed, the first application is pretty general but later areas wi11 be referred to specifica11y,such as Phase I and Phase II. Mayor Hamilton mentioned some downtown business areas and other commercially owned properties that he considered a blight and thought they should be looked at, as well as homes that needed renovating. Councilman McCaron felt the areas to be studied were homes that needed rehabilitating. He wanted to consider getting loans for homes where the citizens are living in them and not the homes being rented. He thought money could be used for sidewalks or for completing them for the City, or used toward streets as some of them wi11 be short on Gas Tax money. The Community Center build-ing could be rehabilitated, and there are the needs DISCUSSION of the Boy's Club and of the senior citizens that should be considered. He suggested getting the Citizens Committee located in their own various parts of town where they know what is needed. He said it may be necessary to ask people if they wilt serve and mentioned various citizens that had served on other Commissions that might consider serving. Councilman McCaron thought that at the next meeting the specific things listed on the application should be discussed such as the number of houses in certain categories that need aid and others that need protective maintenance. Some funds could help develop Boy's Club and a home is needed for the Historical Society. A list could indicate what percentage of the money is earmarked for sidewalks, percentage for streets, etc. The one in the most futile position should get the most aid. Councilman King agreed that the priority should be with those in the median income bracket. Asst. City Manager Hate said the emphasis as far as housing projects are concerned is in attempting to put a priority on the needs to provide grants and loans to upgrade the hous- ing relative to the Building Code and to improve the facilities. As far as selective coding to operate the housing, we presently have that and have had for years. Councilman Waldo asked if there was enough money to carry any one project through. Director of Planning Kilgour said the $164,000 for this one year will not go far and it would be better to use as lever- age than to use in one area. The City could spend $3,000 to $4,000 on rehabilitating each house. He said beyond that amount, on up to 8 houses would not be financially feasible, as there are over 13,000 homes in town. The 5-year plan was discussed and Mr. Kilgour said he looked at the Possible Projects sheet that was distributed as his long range plan. During the first year he feels the rehabilitation and reconstruction of the Community Center on Morgan Street is'to be of high priority, as well as the development of a Community Development Plan which addresses itself to the needs of the community and the strategy and methods by which these needs can be met for the length of the proaram. Councilman McCaron would tike to see funds for the first year split between the Community Center and housing and in subsequent years spend less on the Community Center and more on housing. Other areas can be aided by grants. Mayor Hamilton concurred with possibly using $50,000 toward the Community Center this year and assist the need for rehabil- itating homes owned by senior citizens. Councilman King agreed with funds being used towards the Community Center and housing, but feels that a close watch must be kepfover the gas sales tax program as funds may not be available and that might become critical shortly. Mayor Hamilton said the discussion would be continued at next meetinq on December 29, 1975.
