Roll Call: Present: COUNCILMEN GREGORY, KING, MC CARON, WALDO AND MAYOR HAMILTON Also Present: PLANNING DIRECTOR KILGOUR, CITY MANAGER MITCHELL, CITY TREASURER CALE AND CITY CLERK BALKUS 00- Mayor Hamilton explained that this was the second adjourned meeting called to ask citizen participation in expressing their needs and ideas concerning possible improvements under the Housing and Community Development Act. The City of Baldwin Park is involved in an application to the U.S. Depart- ment of Housing and Urban Development. Funds are expected to be be nearly $164,000 for the fiscal years 1975-76. Director of Planning Kilgour referred to a check list to be filled out by interested citizens and other information which pertained to the Housing and Community Development Program. He asked those present to either fill out the form during the evening or return it to City Hall this week. Mr. Kilgour said this is the second year of a five-year program of Housing and Community Development grants, with $164,000 expected for this year. This would in effect be a policy planning program showing how to spend the monies to better the community. The following three years the amount of money available may be approximately 1^ million dollars. Ideas are nepded from everyone in town so they can be listed and put in a priority schedule for the best program. DECEMBER 29, 1975 7:30 P.M. FLAG SALUTE ROLL CALL HOUSING & COMM. John Hybarger, 3813 Monterey Avenue, asked Mr. Kilgour if it would be possible for him to explain further the items listed on the Possible Projects" information sheet. JOHN HYBARGER RE INTERPRETATION OF POSSIBLE PROJECTS Mr. Kilgour referred to A., Housing Projects, and said that senior citizen housing assistance can be given by preparing land at the site or by making low interest loans available. Grants for loans to remodel private homes could be for any amount with a limit of $500 or $1000. Cities usually like to work through the local banks. He noted that the City of Lynnwood had paid $75,000 to guarantee a loan of $250,000 in the area of remodeling private homes. There is an on-going program right now and these funds could be used for a beefing up of the program to upgrade housing. The City would be checking plumbing and wiring health and safety measures. He noted under B., Urban Projects, that the City would like to prepare a plan to evaluate the economic base of the City, i.e., what kind of businesses should we attract or what kind of market are we involved in, and what cities are we competing with. Funds could be used to renovate older buildings within the commercial section or for long-range plans to redevelop parts of the City. Are more parks needed in town and what kinds of parks? Funds could be used for facilities for senior citizens or multi- purpose recreational facility. D.» Municipal Projects and Improvements, Mr. Kilgour said, could cover physical development of streets such as curbs, gutters and sidewalks. He said there are many land locked lots in town where the back end of some of the properties could be opened up and lots could be split off making an additional home site for sale. The general intent is to make improvements in the community itself, Mr. Kilgour said, and whether the City has the proper social services here to meet the needs of the community. One of the items listed on the application for funds as a program and priority for the 1975-76 fiscal year is the re- habilitation and reconstruction of the Community Center on Morgan Street. Mr. Hybarger asked which one of these categories would require the most administrative costs, taking money away from the grant to operate that category. Mr. Kilgour said it was not the intent to use the grant money administratively, although it can be taken from the grant to administer the project. He said it would be better to get a project that would carry itself once started. If it was decided to use the money to guarantee loans, the banks would process the loan with the individual rather than the City using the administrative money. Ray Gomez, 3138 Stichman, spoke of his concern that the social services are not covered under a major heading. He feels that the citizens of the City are lacking social services and specifically the teenagers. He would support anything that had to do with senior citizens, mothers and toddlers, and would like to see a human services element that would deal with problems of the youth and be responsible to the Council. One area that he suggested was in employment preparation and job development. If there is going to be growth in Baldwin Park, Mr. Gomez feels the youth should be prepared for the work that wilt be available. Donald V. Holmes, 13838 Palm Avenue, feels the money could best be spent on selective code enforcement to upgrade housing and to renovate older existing commercial buildings downtown, thus improving the image of Baldwin Park and creating civic pride. He thinks the increase in number of parks would be of benefit to a number of people. He would tike to see from 5 to 10 feet added to some of the private streets, add curbs and gutters, and feels that making these dedicated streets would be an improvement. James BouTit, 13564 Corak, asked what the qualifications would be for obtaining home loans and asked for elabora- tion on programs for child care, drug abuse, crime prevention, education and health care. Mr. Kilgour said that first an area must be established that needsthe economic benefits of the loans. If there is not an existing program, money can be used on any of these if it is the need of the community. Mr. Boullt also asked for elaboration on relocation payments and assistance to individuals and organizations displaced by activities assisted under this program. Mr. Kilgour explained that if the City becomes involved in a housing program that requires the acquisition of structures in a blighted area, the City would probably purchase the buildings and provide relocation payments to the displaced families. It could be handled this way in the case of a single family dwelling as well. Mr. Boullt asked if the social services programs would be a duplication of federal programs already in existence. Mr. Kilgour said the programs could not be duoticated. If the programs cannot be financed by state and federal funds, such as the Community Center, then the money can be used for the development of any of these programs. He explained to Mr. Boullt that the funds definitely cannot be used toward normal operating and maintenance expense of the City, but must be used toward a specific program to improve the community that is not already in existence. He used the example of the Community Center building being in existence but perhaps needing a room to provide special health care. In this case, funds could be provided to make that care available. The program is to improve the welfare of the community, but is not a welfare program. Mr. Boullt was in favor of the low interest loans being available to home owners, as he felt there would be less objection to being taxed for improvement after paying the tower rate of interest on a loan. He stated that he believed senior citizens should be at the top of the elegible list. Joe Cafe, 3043 N. Maine, proposed that some kind of action be taken toward housing assistance for senior citizens and that the senior citizens center be expanded. He commended Mr. Wall and said that some consideration could be directed toward providing a place to put some of the historical items. J. BOULLT.RE RELOCATION PAYMENTS FOR INDIVIDUALS, DUPLICATION OF FEDERAL &-COUNTY PROGRAMS & SOCIAL SERVICES PROGRAMS JOE CALE RE HOUSING ASSISTANCE FOR SR. CITIZENS, SR. CITIZENS CENTER BE EXPANDED, & HISTORICAL ITEMS Henry Littlejohn, 4225 N. Jerry, is in favor of putting in the community center in the Morman Church, as he feels it has possibilities of helping the youth, senior citizens and the Historical Society. He remarked that $164,000 was a very small amount of money and not much could be accomplished with it toward so many different projects. Mr. KHgour responded that the money would be used as leverage to borrow larger amounts at a tower rate of interest. Mr. Littlejohn thinks the banks and Savings & Loan owe the City good loans as they have not been generous in the past and should be more wilting to help Baldwin Park. Mr. Litttejohn feets the City Council has a responsibility to help with some of the projects that have been fisted. He thinks it is a disgrace to let some of the homes exist in the condition they are in, but realizes that the public seems to not want to invest money out of their own pockets to improve anything. He wants the City to accept any funds from Washington, D.C. or the Supervisors that are available. He said that he was proud of Baldwin Park and some of its past accomplishments. Director of Planning Kilgour explained that, generally speaking, the home improvement loans are for correction of physical deficiencies such as plumbing or electricity and at the most might run $2,000 to $3,000. Joe Pierce, 3722 N. Willow, wants to see funds put toward the Community Center on Morgan Street so that the youth groups will have a place to go and learn something and have a good place to meet. He volunteered his services with the Citizens Commi ttee. Mayor Hamilton asked volunteers for the Citizens Committee to sign a sheet available at the meeting and told the audience to have anyone they knew who was interested come to City Halt. Mayor Hamilton asked for the concurrence of the City Council that any candidate running for city election not be appointed to the Citizens Committee. The City Council concurred. Halite Slater, 4814 N. Stancroft, asked what would happen if a project was started and not finished. She would like to see help given to the senior citizens and the youth. JOE PIERCE IN FAVOR OF COMMUNITY CENTER C.C. CONCURS CANDIDATE FOR CITY ELECTION NOT BE APOINTED TO CITIZENS COMM HALL IE SLATER RE FUNDS FOR SR. CITIZENS & YOUTH City Manager Mitchell said that the money has been appropriated for this year but Congress does not appropriate money for the following years. The Congress has gone on record and the amount of money is set and is dependent upon future appropriations. It is a commitment on the part of the federal government to fund this program, but if they don't there is nothing can be done about it. The amount of money that is earmarked for Baldwin Park is not a definite figure because the money is distributed on the basis of need and almost every city has this type of need. The money is dispersed on the basis of a formula. The first plan is to go under the County umbrella plan. That is where this $164,000 came from. The County would split up available money on the formula basis and oversee funding. The other way 1s discretionary funding. An application is put in to the Secretary of Housing and Development, and if the money is available the City hopes to get it. Once the Congress is on record they usually follow through. The City Council and the community and Citizens Committee has to consider the on- going costs. If the money were used for citizen home improve- ments and there were no defaults, money would be returned and could be reused indefinitely. Councilman King said that the City Council had gone on record in the past as saying that they would not be caught in the position of not having funds if the federal monies were depleted. This is still the position of the present Council. Mike Dargus, 1360 E. Fransquito, asked about the Morman Church and whether this year's $164,000 grant is already committed for that. C.M. MITCHELL RE ASSURANCE OF FUNDS FROM CONGRESS MIKE DARGUS RE GRANT FOR MORMAN CHURCH Mayor Hamilton explained that a separate grant from the federal government for $118,000 has been approved by HUD and is forth- coming. It is in escrow. The Corporation was formed and raised in excess of $ 20,000. With other pledges there is enough money to purchase the building, but not sufficient money for the on-going costs. The Boy's Club and senior citizens can be housed there. Mayor Hamilton feels the citizens and other interested groups will help support the project once it is started. Mr. Kitgour said that federal funds can not be used as matching funds for the federal government. He said there are ways of putting the funds into a program and later matching them with state funds. The back-to-back" method is a way of stretching various funds. Mr. Hybarger referred to Assembly Bill 997 which win establish J. HYBARGER RE $25 million yearly in recreational funds for local governments A.B. 997 to draw upon, and suggested this might be a means of increasing available funds. City Manager Mitchell said they needed to know the specific program and that Mr. Hybarger had given them a clue by mention- ing A.B. 997. However, some state programs in the recreational field place restrictions on matching federal funds with state funds. Mayor Hamilton said that a citizens committe of 15 volunteers was needed. He gave the assurance that federal money was available and that the City will do their best to get it, and that no project will be started that cannot be finished. Councilman Waldo felt that housing assistance for senior citizens should be at the ton of the list. He suggested making loans available to them at 2% interest. The money will be repaid to be reused again. As more funds are received, more money can be used for senior citizens housing assistance and later extended to homes with large families. Mr. Waldo would also like to see money used toward Code enforcement of upgrading homes. The commercial buildings should be upgraded by the business people who own them. He was in favor of using some of the funds for the Community Center and feels there are many benefits to be gained for the senior citizens. Boy's Club and the Mental Health Care Clinic. Mayor Hamilton is in favor of using funds for obtaining guaranteed loans that would be repaid, if not defaulted, and used again. He has talked to a bank about this type of loan and the bank is considering terms of 5% interest. Councilman Waldo said that he had understood that the City could disperse the money themselves and not have to pay interest to the bank. Director of Planning Kilgour said the money could be given as an outright grant to an individual and paid back only when the house is sold. He said there were all sorts of ways of using the money. Councilman King did not think it was appropriate for him to give an opinion prior to the formulation of the citizens committee and the consensus of what the community wants to do. Councilman McCaron felt that the testimony received this evening was along the very tines of the discussion by the Council at the previous meeting. He said the Council had agreed on the need for aid to senior citizen housing and other housing in the City, with some money for helping the Community Center that is in escrow. He said the next procedure should be to appoint the committee to study the needs of the community. Councilman Gregory will be awaiting the formulation of the committee and looking forward to their priorities. In the meantime she will reserve judgement. Mayor Hamilton thanked all those who spoke and gave construct- ive comments. He said all comments would be considered seriously and that anyone who had something to discuss, even though they were not on the committee, should write or stop in at City Hall and let Council know about it. Director of Planning Kitgour reminded the audience of the check list of possible projects which they could fill out and turn in and asked them to sign up if-they would volunteer for the citizens committee. Mayor Hamilton said that anyone who did not fill out the checklist this evening could leave their checklist later with the City Manager or Mr. Ki'lgour's office. AT 8:55 P.M.THE MEETING ADJOURNED.
