Councilman McCaron led the salute to the flag. Ron Call: Present: COUNCILMEN GREGORY, KING, MC CARON, WALDO AND MAYOR HAMILTON MARCH 9, 1976 7:30 P.M. FLAG SALUTE ROLL CALL Also Present: CITY MANAGER MITCHELL, ASSISTANT CITY ATTORNEY WHITE, CITY TREASURER CALE AND CITY CLERK BALKUS 00- City Clerk Batkus announced that this was the time and place fixed for receiving the City Clerk's Certification as to the results of the General Municipal Election held Tuesday, March 2, 1976. She stated that, as authorized by Resolution No. 76-9, a canvass of the election returns was made by a Board on March 4 at 3:00 p.m.; 46 absentee ballots were cast and 3,794 ballots were cast at precincts, for a total of 3,840 ballots cast. She stated that the Certificate of Canvass was attached to Resolution No. 76-17 which indicated the votes cast for all candidates; that the following were elected as Members of the City Council: Russell Blewett, Jerry Kitchel and Felipe Aguilar, Jr.; that Thetma L. Balkus was elected City Clerk and Ana Montenegro was elected City Treasurer. City Clerk Balkus read by title: RESOLUTION NO. 76-17, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF BALDWIN PARK ON THE 2ND DAY OF MARCH, 1976. DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW RESOLUTION NO. 76-17 ADOPTED AND FURTHER READING WAIVED. M/S/C: KING/WALDO. There were no objections. 00- Mayor Hamilton presented outgoing Council members Gregory. King and McCaron and outgoing City Treasurer Cale with Special Service Award plaques inscribed with their names and their years of dedicated service. 00- Councilman King offered his congratulations and sympathy to the new Members of City Council. He stated that after this Council moves on, some of the things they tried to do may finally bear fruit and the new Council will benefit from it. He thought all the changes have been for the better with the City solvent financially with $1 1/2 Million in the bank and no bonded indebtedness. Councilman Gregory congratulated the three new Councilman and said she hoped they would have as much success in dealing with the local problems as the outgoing Council has had. She said she wanted to thank Mrs. Balkus and her secretaries, the City Manager and secretary. City Attorney, Chief of Police Adams and others from the Police Department, Dennis Halloway and all departments and employees she has called upon for help. She said she was constantly able to reach Mr. Flandrick on the other end of the phone. She thanked these and a11 others who have worked with her and said she was grateful to the constituents who had allowed her to serve three terms. Councilman McCaron also congratulated the newcomers. He apologized for being tate in attending the meeting, saying he thought it would take place next Council meeting. He welcomed the new members and said he hoped they would find everything in order as he was sure they had left it that way. City Treasurer Cale said she knew the City would move forward and she hoped the new Council would do as good a job as the previous Council. She stated that the new City Treasurer, Ana Montenegro, is a very capable person and that she will do a good job. Judge Robert Q. Young. Judge, Citrus Municipal Court, administered the Oath of Office to the incoming officers. City Clerk Balkus presented them with their Certificates of Election. 00- Councilman Kitchel expressed thanks to all who had supported him in the election and said that he believed the vote was a vote of confidence not only for the City but for the Council members. He said he believes the citizens still believe that Baldwin Park has a future and hope that it can move forward in spite of a dying economy. He stated that when he campaigned he believed the City could move forward and that its leadership could be dynamic and that the vote cast for him meant that his community pride and hope was shared. He felt that activity is necessary and pledged to fight vigorously for the programs demanded and that he would be an active City Councilman so that Baldwin Park would once again become a city that is booming and that can compete with the surrounding communities. Councilman Blewett said he was thankful for the opportunity to serve the people of Baldwin Park. COUNCILMAN HAMILTON SECONDED. Roll Call. There were no objections. Councilman Kitchel was elected Mayor pro tern. March 9, 1976 Page 4 COUNCILMAN KITCHEL NOMINATED COUNCILMAN KITCHEL ELECTED MAYOR PRO TEM 00- Mayor Waldo said Councilman Virgil Hamilton had been a fine leader for the past 2 years and asked Councilman Hamilton to say a few words. Councilman Hamilton thanked the Council for allowing him to serve as Mayor and the Staff for their cooper- ation and help throughout the years he served as Mayor. He said there are 14 organizations on which the Council will be asked to serve. He urged Council members to serve if appointed and asked them to have their alter- nate attend if they can't be there as attendance is important to the City. He urged all the citizens to support the newly elected Council with input and assistance and that the Council unite and work to- gether as a team for a fruitful year. Mayor Waldo said it had been one of the great honors of his life to work with past Mayor Virgil Hamilton. He congratulated the new members of the Council and said he knew they had some hard years ahead of them. He pledged that the new Council would try everything in their power to keep taxes on an even keel and hopefully, through new industry and commercial enter- prise to bring in additional sales tax to help the taxpayers. He addressed the senior citizens and stated that the Council would do everything possible to solve some of their problems. He said the youth of the conmunity are the force of tomorrow and we must share our goals with them and ask them to help us reach those goals. Jobs or recreation or some- thing to interest these young people must be provided to keep them from moving away as soon as they graduate. He pledged alt his efforts to these three categories and said it is Council's desire to bring City Hall and City Government to the people and let them know exactly what is happening at all times. We want to get our citizens involved. If we have the strength of the working man, the vigor of the youth and the intelligence and wisdom of senior citizens we can not lose. He asked that citizens step forward and volunteer their services to serve on committees which the Council may create. Councilman Blewett said that being thrifty by nature he came prepared with nameplates to fit the situation, thus saving the City about $2.00. Councilman Aguilar said that he thought Mayor Waldo had said it all and that if the Council alt worked together they can bring pride, progress and prosperity to Baldwin Park. Councilman Hamilton pledged to work with the new Mayor and Council and said although they won't always agree, they can agree to disagree. He thanked them for their service and the time they spent and challenged the future Council to give as much time and dedication as the outgoing Council has. He stated he intends to carry the mandate to get the City moving forward and to work the Council, the staff and to work himself. Councilman Aguilar expressed thanks to everybody who helped him to be elected and said that a vote with the people in mind from all the Council will make the City the Hub of the San Gabriel Valley. City Treasurer Montenegro stated that she has seen Baldwin Park grow since the depression years and that she has often opposed the people being too far to the right or to the left. She said she is so happy that the people of Baldwin Park have become aware that they belong in the middle and that this election proved it. She thanked all the people who supported her and pledged her support to the Council. She offered her expertise to speak three languages fluently and offered to help in any way with translations and communicating with the public. City Clerk Balkus thanked everyone for their vote of confidence in re-electing her and said she would continue to give her best efforts to help the citizens, Council and the staff. 00- March 9, 1976 Page 3 COUNCILMAN AGUILAR CITY TREASURER MONTENEGRO CITY CLERK BALKUS City Clerk Balkus proceeded with the reorganization of the City Council. She announced that at this time a11 of the Council Members were on an equal basis to nominate and elect, and that voting could be done by roll call or secret ballot, as Council desired. It was agreed that the reorganization would be accomplished by voice vote. City Clerk Balkus stated that nominations for Mayor were now open. COUNCILMAN AGUILAR NOMINATED COUNCILMAN WALDO FOR MAYOR. COUNCILMAN KITCHEL SECONDED. COUNCILMAN HAMILTON NOMINATED COUNCILMAN BLEWETT FOR MAYOR. COUNCILMAN BLEWETT SECONDED. The nominations for Mayor were declared closed. Roll Call vote on the nomination of Councilman Waldo: Ayes: COUNCILMEN AGUILAR/KITCHEL/WALDO/HAMILTON Noes: COUNCILMAN BLEWETT. City Clerk Balkus stated that Councilman Waldo was elected Mayor and that he would now assume the chair. Mayor Waldo said this coming year 1s going to be a very exciting year.
