The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7:30 p.m. Roll Call: Present: COUNCILMEN AGUILAR, BLEWETT, ROLL CALL HAMILTON, KITCHEL, AND MAYOR WALDO Also Present: ACTING CITY MANAGER SEXTON, ACTING CITY ATTORNEY RITCHIE, AND CITY CLERK BALKUS 00- Mayor Waldo said this meeting was to discuss and adopt ADVISORY the proposed ordinances creating Advisory Commissions. COMMISSIONS At future meetings Council will submit their proposed appointees to the commissions for consideration of Council. The proposed appointees could be interviewed. Councilman Blewett understood that the discussion would be to decide whether there is a need for the commissions and establish their duties. He said Council should be responsive to the needs of the people, but he was against creating commissions unless there is a real need. Mayor Waldo clarified that the commissions would have a year to come up with guidelines, restrictions and goals for the Advisory Commissions before the commissions are made permanent. Councilman Aguitar said these would be Advisory Comnissions to establish ithin one year, whether problems exist and how to combat'the problems, to assist the Council. Councilman Hamilton agreed and gave as an example that Senior Citizens know best what their needs are and he could see where good will come from this providing the appointees win be willing to devote time, research and work. He felt 1t would be difficult to find 35 people who have the desire, the ability, and the time to serve. He was especially in favor of a Job Opportunities Advisory Commission. Discussion followed regarding a method of selecting capable appointees and funding. Mayor Waldo said the ordinances were not restrictive as to duties of Advisory Commissions as the intent was to have them come up with ideas and innovations, and this way the City will benefit. Then the City Council can act. Councilman Blewett said the Manpower Consortium is de- veloping a program whereby the City and employers will be able to institute on the job training programs where the Government win pick up 50% of the tab. Mayor Waldo said sometimes on the job young trainees are exploited and do not receive proper training. Councilman Blewett clarified that he would support the Senior Citizens. Youth Activity and Job Opportunities Advisory Commissions and give them an apportunlty to function. He would not support the Housing and Community Redevelopment Advisory Commissions as there is a Housing Committee for HUD funds; this would be an overlap and function of present committee could be broadened. Discussion followed that the Community Redevelopment Commission could be optional. Council or a separate Committee. Mr. Sexton explained that the Housing & Community Development Committee is basically a sounding board of fact finding priorities, a mandated program of the Federal Government. Its goals, objectives, and missions are very narrow. It is for citizen involvement and community input. It is related very narrowly to establishing priorities for this type fund. As to investigative powers it has no research capabilities. He said Councilman Blewett's idea that they could serve the same purpose could be possible, but he under- stood their function was not quite the same. The Housing & Community Development proposed are two programs to deal specifically with housing questions, and the other deals with redevelopment. These are advisory, and re- search win determine whether they will become permanent commissions. They will supplement and assist Council with work programs to meet the needs as to housing and the needs of senior citizens. There's no inconsistency as to their providing these services. Mayor Waldo asked Councilman Blewett if he was in agree- ment as to the structures of the commissions and Council- man Blewett said he felt Council had the obligation to outline the direction they are to take, and what is to be achieved. He said the Planning Commission and the Recreation & Parks Commission are mandated by State law so it is not necessary to set out guidlines. He also questioned funding and staffing the commissions. Discussion followed and Mr. Sexton said the ordinances are similar to other commission guidelines in the code. He reviewed the Youth Activity Commission ordinance and said the commissions would act in an advisory capacity to Council and will recommend programs. Other duties will be as directed by Council. The present code says the City Manager shall provide a secretary and clerical help. He further reviewed the code. Further discussion followed that the commissions would be advisory and Councilman Hamilton felt the Youth Activity Commission should be limited to three youths. Further discussion followed that the objective was involvement" on conmissions of those directly concerned. The intent is that commissions would also include responsible advisors so there would be balanced memberships. Mayor Waldo said the conmissions are a way to meet the City problems and resolve them. Council men Kitchel said regarding the Youth Activity Commission, this was a way to come up with something meaningful and acceptable to resolve the problems and know the needs. He said the two largest groups in the community are youth and senior citizens. Councilman Blewett said he would vote for Senior Citizens, Youth Activity and Job Opportunities Advisory Commssions, but he did not consider Housing Advisory and Community Re- development Advisory Commissions as valid concepts. He felt the com- missions should be advised that there is no funding available. Councilman Aguilar said that Congressman Rousselot said there is Federal money available and he would help to acquire it. There is no guarantee that Com- missions will work, but there is a chance and this must be pursued. We would have to have grants, not matching funds which we cannot afford. Discussion followed regarding the ordinances being regular or urgency and it was decided that the Senior Citizens Advisory Commission ordinance would be urgency, the others regular if adopted. The motion carried. 00- Councilman Aguitar suggested establishing a date to meet with the proposed appointees and Councilman Blewett questioned when the budget would be ready for study. Mr. Sexton said the budget would be finished when negotiations with the Police Association were completed. Councilman Blewett questioned the meal with the $10.00 tip with Mr. Sexton, Councilman Kitchel and Mayor Waldo, and Mr. Sexton said this also included business people in the City. The purpose was to bring more business into the comnunity. The tip was below the usual 15% and was not out of order. Councilman Blewett said it had always been a policy that the City did not pay for liquor, and he felt that the policy had changed. Mayor Waldo said he hoped the policy had changed, because as a result of this meeting the City could benefit by hundreds of thousands of dollars. Councilman Blewett asked that Mr. Sexton give him a briefing on this and Mr. Sexton agreed. Councilman Blewett felt that the City should set an example to be more frugal on expenditures, and Mayor Waldo said you do not entice investors or business with a brown bag and a soda pop. He felt this was good business. Councilman Hamilton said he did not favor the Acting City Manager and Councilmen wining and dining and charging this to the City if there can be a discussion in the office. He personally did not charge his expenses to the City. Councilman Blewett said that alt had received an invitation to the Men's Inter-comnunity Steak Fry, a charitable event, and he did not feel that this should come from the city coffers. Discussion followed, and Councilman Hamilton said when it was City representation you are on the committee and drive your car, you should be reimbursed. He did not object to one person going to Hawaii but he did object to two going. One person can bring back the information. Councilman Kitchel said he did not know what NAHRO stood for, but Mr. Sexton did from his contacts in Ventura and he knew the important people there who would see that Baldwin Park takes leadership in the organization, which will profit the community. Through Mr. Sexton's contacts, he talked to the right people and he felt the rewards to the City from their participation in Hawaii will be great. They had attended alt meetings and it was not a pleasure junket. Discussion followed that a Councilman, plus a knowledgeable member of Staff, were more effective when attending a con- ference. Councilman Blewett said there should be guidelines as to travel expenses. Mayor Waldo said his mileage report was on file and Mr. Sexton will furnish Council a copy of the report. Discussion followed concerning mileage reimbursement, the costs of meals, etc. Thursday, June 10, 1976, at 7:30 p.m., was proposed as a meeting date to select appointees. Discussion followed that each Councilman would submit names to the Acting City Manager. These would be forwarded to other Council- men. The previous names win also be considered. Councilman Blewett reported on Assemblyman Montoya's Bill. He said there were 98 Bills to hear in the Ways and Means Committee. He was not present when the Montoya Bill was discussed, but it cleared the cormiittee, and he had understood that many of the Senators are not interested in this Bill. Mayor Waldo said the Acting City Manager should be in- structed to get something going on industrial develop- ment. Mr. Sexton explained that the Staff is limited. In house, the Staff has been diverted to research areas of concern in the study project. The study is being under- taken as to planning matters, capital improvement, availability of land and other factors to bring to the Council for a decision as to whether to expand and take the next steps necessary to create a redevelopment plan and project. The two Staff members are attempting to have material and a recommendation ready for the next agency meeting. Discussion followed that additional help was needed. Councilman Blewett asked that a11 aspects of the project be clarified before it is presented so there wi11 be no surprises. He stressed that the City Staff does not have the planning, economics and fiscal expertise to put together a detailed expert project. Councilman Hamilton referred to a commercial or building report for 1975-76, wherein eight million dollars was generated in new building in Baldwin Park. On looking over the taxes, Baldwin Park will receive about $24,000; School District about $91,000, and County of Los Angeles about $101,000. To keep Nichols Lumber here and to work with United Parcel cost the City money, and of this, the City receives a small amount so he can not see opposition to CRA development To expand the area we have to go ahead. Mr. Sexton agreed that the City is losing money in bringing in new development. Other districts do not participate in the cost of securing new development yet they get the taxes. Councilman Hamilton said compared to ten years ago, County taxes are three times higher than City taxes, and about all the City has is more on welfare. Discussion followed that an expert feasibility study is necessary and that the City does not receive its fair share of tax revenue. Councilman Aguilar proposed an ordinance re CRA appeals be sent to the Court of Appeals for the health and safety of the people of Baldwin Park, to put this on the Court Calendar. It was agreed this would be discussed with the Attorney. Councilman Hamilton asked for estimated figure for the feasibility study and Mr. Sexton agreed. Mayor Waldo proposed meeting with Irwindale to discuss a joint CRA project. Discussion followed that this should be representatives of Councils and away from City Ha11. Mr. Sexton felt prior discussion concerning a meeting with Irwindale related to streets and he said this City should have all the facts before meeting with their representatives on a project. Mayor Waldo said there should also be meetings with the Chamber of Commerce to discuss goats, priorities, and their plan of activity. Meeting places were discussed, possibly Morgan Park or the Bowling Alley, before the budget sessions. Mayor Waldo suggested June 21st or 24th. Councilman Hamilton said there has been little activity and there have been no sales promotions in two years, and he questioned the Chamber of Commerce allocation. Discussion followed that there are set functions which they perform and that a City needs a strong, aggressive Chamber and a good Manager to progress. Councilman Aguilar suggested that Council note their ideas to present for a meeting with the Chamber. Mr. Sexton said if you expect the Manager to carry the Chamber this will not work. Board members must have the time and the know how to make things happen tc the community. Councilman Blewett emphasized that a good Manager is also necessary along with a progressive Board.
