The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 8:00 p.m. Roll Call: Present: COUNCILMEN AGUILAR, HAMILTON. AND MAYOR WALDO ROLL CALL Absent: COUNCILMEN BLEWETT AND KITCHEL arrived 8:25 p.m.) Also Present: ACTING CITY MANAGER SEXTON. DIRECTOR OF PUBLIC WORKS LATHROP. LIEUTENANT CHELLINO AND CITY CLERK BALKUS Also Absent: ACTING CITY ATTORNEY RITCHIE DIRECTOR OF PLANNING KILGOUR, CITY TREASURER MONTENEGRO AND CHIEF OF POLICE ADAMS 00- Mayor Waldo called the adjourned regular meeting to order. BUDGET DISCUSSION Discussion of the Preliminary Budget was'to begin with page 41, Planning Department. 00- ABSENCE OF COUNCILMAN BLEWETT EXCUSED. M/S/C: HAMILTON/ A6UILAR. There were no objections. COUNCILMAN BLEWETT EXCUSED 00- Acting City Manager Sexton explained that Mr. Montoya was representing Planning Director Kilgour who requested that any questions on this part of the budget be deferred until Monday. Director of Finance Haltoway explained that throughout the budget personnel services are up due partially to an increase 1ft the retirement system. Every 4 years P.E.R.S. does an actuarial study to determine whether this fund is sound and if they find it is necessary, they increase it. We were Increased % on miscellaneous and yi for safety employees. We wi11 have another 1% Increase next year. In Planning there are new CETA positions. Councilman Hamilton question whether the Planning Commission PLAN. COMM. INSURANCE was covered by City Insurance or do they pay for it and Mr. Halloway said that prior to P.E.R.S., that 3 Planning Commiss- ioners availed themselves of the health insurance plan, but they are not eligible under P.E.R.S. No insurance program was available for them except for one member who was under Ross Loos who was accepted and his insurance is paid by the City. They would have to be half time employees to participate In the health insurance benefit or retirement. Councilman Hamilton said the Planning Commission should be more fairly compensated possibly $50 a month for the time they put in. This would pay their expenses. There is about a $2,000 increase over last year. Lieutenant Aldrich said the Data Processing Department began in 1967. The big Grant was received in 1972 and we have since increased the use of the computers. Mayor Waldo said 2 or 3 years back this was to be self- supporting and he questioned as to where a11 the money is that was to come from the other cities. Lt. Aldrich said some moneys can be earned and returned to the City this year by contract with an outside agency. The contract would be for between $10,000 and $15,000. 00- Mr. Carpenter asked that Council please speak into the microphone. Mayor Waldo asked if those in the back of the room could hear and they said they could. Mr. Carpenter again asked that Council get up to the mike and Mayor Waldo said Mr. Carpenter was out of order and that there would be no interruptions to the meeting. Mr. Carpenter again said, please speak up to the mike. After generalization and verbiage, Mr. Carpenter was escorted from the Council Chambers and Mayor Waldo asked the City Clerk to turn on the hall speaker so Mr. Carpenter could hear the proceedings. 00- At 8:25 p.m. Councilman Kitchel arrived. 00- Councilman Aguitar asked how much mow money and how many years it will take for the City to own the IBM system. Lt. Aldrich said the equipment is paid for, some equipment Is leased which cannot be purchased. The Grant has not terminated and when that occurs there will be an ownership transfer to the City. If the City does not accept the extension that currently exists, ownership will come to the City about October 1st. If extended 6 months it wit 1 be around March 15, 1977. Councilman Aguilar said he had heard many complaints on the cost of the equipment and he asked for a summary of what is going on with the machine. He had asked for information and was totd the machine could not put it out. Lt. Aldrich said the requests can be answered and there are reasons why some of the officers feet as they do. Some are justified, some are not. Data Processing is a tattle tale" and when used for that purpose it has a tendency not to be liked. Some information has to be taken in the concept in which it is given. As we expanded over the years approximately 12 personnel positions have been saved. There is about a 25% increase yearly in the number of reports, also the 3 page report of 5 years ago now runs 10, 12, 14 pages. He said the department was on the verge of having one of the best management information systems available. Much information is us,ed on a day to day basis. There could be better usage and some of the goats are indicated in the budget. Voice of Mr. Carpenter heard in background) Councilman Aguilar asked if the Baldwin Park Police fiepartment were the only ones utilizing the equipment and Lt. Atdrich said this City is the only present user. At one time it was proposed that 19 agencies would contract for use. In recent years there has been much legislation as to security privacy which hampers efforts to make this a reasonable system. This caused problems internally but they are required to provide the necessary storage of records and retrieval. We have complied with recent legislation. Voice of Mr. Carpenter heard in background) Councilman Aguilar said he had viewed a test run of the equipment and an officer said that they could qet the information faster from a card than from the IBM which requires the whole description rather than just the name itself. Voice of Mr. Carpenter heard in background) Lt. Atdrich said this is not so; without a great deal of tests, by the time you collect data, prepare and disseminate it there are some rare situations that this is true. But when you come along with purging tfriteria and also providing the arrestee with the information conclusion of his case, tracking of it through the system your 3x5 master file card is obsolete and is being replaced throughout. This'is not a viable system. Our City has been fortunate in not being placed in any legal liability problems related to records because we have been complying ahead of time. Los Angeles and the County have exper- ienced difficulty because they are unable to provide adequate documentation. The system is geared to not only the management of records but also provides informa- tion concerning criminal activity. He felt that in the future there would be more community involvement. The information we have today wilt be needed to be able to go to meetings and say the crimes occuring in this area are this type, etc. Looking at the system overall it is working. They would like to see other applications added; for instance, an automatic dispatch system which will reduce the amount of manpower. He did not believe you could remoye the system and provide a minimum amount of service being financial applications and discarding the entire criminal justice application) as the difference in personnel would far exceed the system as it is today. Their personnel in the records bureau is almost triple of what we have here now. In 1970 the department was faced with the need for more dispatchers. They could not physically type the log, prepare documents and handle the traffic. By using the computer, they have automated printing of the log which avoided hiring 5 more dispatchers. There were 3 girls in the records bureau that were full time collecting statistical information required by state law. The computer prepares this now with only a data entry. These people are stilt employed and they handle the increase in services we are able to provide. Councilman Aguilar said he would like to meet with Lt. Aldrich and review the system as he cannot see spending $150,000 for a City this small for a project that big. Councilman Hamilton asked if any other departments benefited from the system and Lt. Aldrich said it was used extensively in the financial area and limited in Public Works and Planning. The City owns the system and pays maintenance on basic portions. Leasing would cost between $10,000 to $11.000. We have a million dollars worth of equipment, and for $2Q,000 a year salaries he would be hesitant to leave the system by itself. Also. there are times the system has to be attended to, manually shut down and copies of files made. If the system failed due to lack of supervision it could cost more in the long run. Mayor Waldo asked if it would be legal to have private industry share the machine. Lt. Aldrich said, yes, depending on circumstances and as long as security is maintained. Last year revenue from other agencies was between $4.000 and $5,000. We are now at our maximum capacity at using terminals but other applications could be served after analysis. Councilman Hamilton suggested caution in using for private enterprise. Lt. Aldrich said one problem has been the time used with system changes each year. With the same system they could devote more time dealing with contractual services. He felt the system deserved an opportunity to show that it can perform as we are at that point now. Councilman Kitchet asked what it wi11 take to step up the effort to use that system to its fullest? Lt. Aldrich said we need stabilization, we need to reach a point where Baldwin Park stops tampering with it and says, this is what we want for the City" and start using it and allow the people that are currently making these changes all the time, dedicate them to recruiting of new business and developing applications for other agencies. Councilman Kitchel said that 2 years ago he first heard about the regional computer concept with West Covina and this has died off and he felt we wi11 need a vigorious promotion campaign to start using it so we can justify the dollars spent to sustain the program, either that or get rid of it. Aldrich agreed and said he did not think this would'take too much effort and we could proceed with this after the budget and minor modifications in the police and finance applications. The first contract will te11 the story and attract others. He said local governments are prone to maintain individuality, but with funds becoming more restrictive it is becoming more attractive to become involved in regional applica- tions. Councilman Kitchel asked, of the staff manning the equipment, what percentage of their time is spent watching the machine and waiting for something to occur compared to the time they spend in other areas, clerical, etc. Lt. Atdrich replied that data entry people is about 65%; the programmer is constantly working depending upon changes. We can bring in several agencies with- out an increase in personnel and possibly hardware. He did not believe that duties could be further com- bined to reduce the number of people in the Police Oepartment and in Data Processing. We are at a bare minimum to carry a 24 hour operation. Councilman Hamilton said about 3 years ago he had a complaint on overnight parking and in 15 minutes data processing had information which showed 140 citations hayd been issued in the block where the complaint came ft^om. The same car had been cited six times, another three times. They didn't appear so warrants were issued and they did appear so the problem was eliminated. rfe was amazed at getting the information so quickly. Under the old system this report would have taken a11 day so he felt the system was beneficial and hoped it would continue. Mayor Waldo told Acting Chief of Police Chetlino that ft Mr. Carpenter was In the halt and would agree to be u1et he could come back in. Mr. Halloway said his department was the second largest user of Data Processing and they found it invaluable as virtually all their accounting and bookkeeping work is done by the computer including payroll and business licenses. Without the computer they would probably have to lease time from a service bureau. He said there were no less employees than before the equipment. 00- Page 58 Fixed Charges Mid Valley Mental Health Page 61, Account 511.10 was discussed and Councilman Hamilton said that Saif Uttah had said last year that that would be the last request. He suggested that Mr. Ultah be contacted. When they started the program all cities helped and this is a worthwhile endeavor and they have done a fine job. Discussion followed. Mr. Halloway said two members of Council serve on the board of directors and initially he $10,000 was apportioned on a per capita basis. He felt our insurance policy is much tower than it ought to be. An appraisal would give us the true value. 00- Fireworks was discussed next with the Chamber of Commerce putting in $500 last year and the City putting in $1500. Mr. Lucas said that Jim Flavin handled all the arrangements, the purchasing, etc. The Recreation and Parks Department puts on the preliminary entertainment. He and Sgt. Flavin work together to put on the program. The show is scheduled for Baldwin Park High School July 4th. 00- It was clarified that the City has been a member of the National League of Cities for sometime and Councilman Hamilton questioned the benefits to the City derived from membership. He felt that if you are a member you should be active. Acting City Manager Sexton said the primary value is that it is our main principle lobbying group for revenue sharing. This League with the U. S. Conference of Mayors Jointly hold an annual conference in Washington, D.C., where they set the form for meeting with our legislative representatives and try to effect legislation that will be of benefit 16 the cities, large and small. Councilman Hamilton said he was the representative on the San Gabriel Valley Cities Association and dues had been raised from $400 to $750. Representatives from the associa- tion did meet and made a request of the Board of Supervisors regarding wage Increases, especially law enforcement and he felt this had some effect on this yearns County Budget, so he felt this cost was justified. Mr. Sexton said he would get Information as to the functions of the Upper San Gabriel Valley Mater Association. Councilman Hamilton questioned whether the dues for NAHRO could be justified and Councilman Kitchet said this was the National Association for Housing and Redevelopment Officials. They provide lobbying at Federal and State levels and they provide expertise and assistance in the areas of housing and redevelopment to local officials and commissioners. There is much to be gained by participation in this organization as they are the only national group that specifically concerns Itself in the areas of housing and redevelopment which Baldwin Park needs. He felt his exposure in Hawaii was beneficial to the City. Ttfis City is going to take an active role in the organization In coming months otherwise the City will reach a further point of stagnation In these areas. Mr. Halloway suggested that possibly the Redevelopment Agency should pay this dues since It Is a function of redevelopment. Mr. Sexton said that just as the National League of Cities is a lobbyist organization for general revenue sharing, NAHRO is the national lobby association for special revenue sharing, such as for the community center and for other housing commun- ity development grants that we are engaged in receiving now. NAHRO BIB] 37658-U01 1976-U02 06-U02 17-U02 CC-U02 MIN-U02 LI1-U03 FO9591-U03 FO9725-U03 DO9800-U03 C4-U03 MINUTES1-U03 2/5/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1976 06 17 CC MIN(ÌìÏŸ peOOC7080 Adjourned Regular Meeting of City Council the Baldwin Park June Page 17, 7 1976 NAHRO is that arm of amalgamated cities and redevelop- ment agencies and housing authorities throughout the country who follow legislation in Washington, who assist in shaping that legislation and going to bat for cities and their redevelopment and housing authorities to make sure to the extent possible under the political climate there that these programs are funded to a level that they can have some viability. In the past 7 or 8 years these programs have diminished primarily because of political attitude relative to housing and redevelopment, i.e. in the funding of levels to accomplish significant impacts within central core areas that are deteriorated, blighted or in a city like ours which we know is blighted. He said Council- man Kitchel had been invited and would be a participat- ing, voting member which he cannot do if the City is not a member of the organization. The dues are based on a population figure. He said this could become a Redevelopment Agency expense but it need not be. He said it may be more significant as a City cost. Councilman Hamilton suggested talking to the Actinq City Attorney and see if this can be charged to the Agency. This way the money would come back to the City at some future date. He questioned the Contract Cities Association dues and why the City should belong. Councilman Kitchet compared this to participation in the League of California Cities, the Contract Cities Association and other organizations who lobbied the Board of Supervisors to get an extension on the animal control program that would have cost the City $100,000, and put us in a financial bind this year. We benefited from their efforts even though we were not a member of the organization. Mr. Halloway said one of the greatest things Contract Cities ever did was the passage of the Gonsalves Bin of 2 years ago, which enabled cities to take credit for the fire tax and revenue sharing and consequently it brought back hundreds of thousands of dollars we would not have received in revenue sharing credit. Councilman Hamilton expressed his thanks for the informa- tion and said since the memberships were of benefit to the City they were justified. Councilman Kitchel questioned the justification of the Chamber of Commerce receiving $21,000. He suggested a meeting with the Board of Directors and find out if they are going to take an active role or a passive role. If they take an active rote the expenditure can be justified. Mr. James Sexton said an informal meeting had been held with some of the members at the CLEAT meeting and they had discussed a possibility of meeting some of the directors at the Friday night installation of the new officers to finalize a definite meeting time. Councilman Hamilton suggested no action until a meeting can be held. He said a strong Chamber is valuable and he felt the problems can be resolved by meeting and also that the contract should be discussed. It might be nec- essary to increase the amount and get a strong Chamber Manager. He said there was too much time spent on peripheral activities which had no direct benefit to the City. He felt this could be worked out with the Chamber di rectors. Page 63 Public Service Buildings no discussion. Page 65 Financial Consultant was questioned by Councilman Hamilton and Mr. Haltoway said this represents the bonding consultant for a bond issue for City Halt. Mr. Lathrop said soils testing has been done, but there w111 be concrete testing, steel testing and other types of testing involved. Mr. James Sexton said the financial consultant is wilting to meet with the Civic Center Review Com- mittee on June 23, 24 or 25th. Councilmen Hamilton and Kitchet preferred an evening meeting and Councilman Hamilton suggested that Mr. McCarron be contacted to see when he is available to discuss ways to finance construction. Mr. Sexton said the consultant will not have a report, but he will verbalize and try to understand the Committee's thinking and the scope and insight of the effort they would like him to make, and get some perceptions about proceeding with the financing Councilman Kitchet asked if he had indicated when the financial option report would be ready, and asked how much the City is paying him. Mr. Sexton said when the consultant contacted him he had just returned from vacation. The amount shown is part of his contractual services. Director of Finance Hatloway said to date he has been paid nothing and the only costs shown were architectural renderings, architectural model and some soils testing. He may just be rendering this service as bond financial consultant, just hoping to get the job. He said he did not know if a contract with the City exists with this firm. Councilman Kitchel said that may be why he hasn't prepared the report, as it doesn't seem too compli- cated to report financial options. It would be a waste of time to have the meeting until he furnishes information on financing the Civic Center. Mr. Sexton said he had already advised the Council some time ago that the best way to accomplish that is through a lease-back arrangement. He said he related to the consultant that we wanted to review other alternatives obligation bond issues, re- development agency processes, etc. The consultant is prepared to discuss those in some detail and see if there is communication with the Civic Center Review Committee on the problem of financing it. Mr. Sexton said his statement in the letter was the financial impact of lease-back arrangement and the amounts were part of his 3-page report. He said he would check for this. Councilman Hamilton said that he did not recommend any particular way. Councilman Kitchel said he was interested in finding out how financially feasible it would be to build a City Hall under Community Redevelopment, as this area was not touched upon. He stated a meeting seemed futile if he wasn't going to be prepared to address himself to that question or submit a report. Mr. Sexton said the other alternative would be to get together with the consultant and clarify the Council's expectations and have him work toward this goal and then have a meeting with him. It was agreed this was the way it would be. Director of Public Works Lathrop clarified that there 1s a contract with the financial consultant. His recollection was that there is no amount specified in the contract, but rather that it is stipulated as a percentage of the estimated construction cost or as a percentage of the bonds that are ultimately sold. The $34,000 is an estimated figure, and if the bonds are not sold, he will bill the City for the hours spent. He win be paid if the City floats a bond issue or finances the construction of City Hall. Mr. Sexton explained that he had understood the Council wanted a meeting for information on financing, other than a lease-back arrangement suggested in his letter, and this is possibly why a report has not been received. He said this could be remedied. Mr. Hatloway referred to Police Department, Page 71. He said Contractual Services had Increased substantially. Personnel Services are up $70,000 and Maintenance and Operations are down, due to changing the vehicles to the propane system and thus saving substantially on the fuel bill. Capital Outlay is down, as the new patrol units have just arrived and win appear on the next budget rather than this budget. He stated there is only an increase of $13,000 over the last budget year. Councilman Aguilar referred to Page 80, Account No. 592.30, and said there have been complaints from the Police Department that their radios were falling apart and asked where police radios appear on the page. Lieutenant Chetlino pointed out G.E. multi-channel patrol unit radios budgeted for $7500. He said if a new police facility is planned, that would be the time to go ahead with new bay units, which are also needed. He said weather conditions affect radios. The 5 radios wilt be welcome and will upgrade the Police Department radios. Councilman Hamilton questioned $80,000 in overtime pay. Page 72, Acct.
