APPROVE CONSENT CALENDAR WITH DELETION OF RES. NO. 76-68. CLAIMS & DEMANDS Resolution No. 76-68, Claims and Demands, was discussed regarding the matter of advances to Councitmen for trips. Acting City Attorney Ritchie recommended the City adopt a policy on travel. Councilman Blewett requested that the Mayor appoint a committee to research other cities before setting up a travel policy for the City, and volunteered to help serve with other Council members. Mayor Waldo directed Acting City Manager Sexton to have the Staff make a study of procedures as they were in the past and how they had become the way they were now; to study policies of other cities; and to lay this report before a committee that can continue their own investigation and recommend a policy on City travel expense. It was the time and place fixed for a public hearing on Ordinance No. 742, Amending Certain Sections to the Baldwin Park Municipal Code Relating to Adoption of New Building Regulations Sections 7000, 7004(a), 7007. 7100, 7200, 7300, 7400, 7402 150.12), 7500 and 7550). Proper publications and postings had been accomplished. There were no written protests. It was established that Acting City Attorney Ritchie would provide defense for the City and any officers named who sign a request form provided to them and return it to the Acting City Manager. Mr. Ritchie stated he would advise Council if it became inappropriate for him to continue as Counsel if he were called upon to testify as a witness. 00- Councilman Blewett referred to invoices to the City from former City Attorney Robert Ftandrick dated April 2 and August 9 for which he said Mr. Ftandrick has informed him he has not been paid. Mayor Waldo and Acting City Manager Sexton explained the billings were being researched to determine how much of the work the City had been billed for in the lawsuit of Regus vs. the City Mr. Flandrick had actually done. Council men Blewett and Hamilton stated they had received copies of neither letter and requested that they receive copies of anything directed to the Mayor 00- AUTH. A.C.A. Acting City Attorney Ritchie advised the Staff to determine what bills were appropriate by Mr. Flandrick's explanation, information and records. 00- Acting City Manager referred to two Resolutions relating to determining the amount of money to be raised by taxation and setting the tax rates and said the City was required by law to adopt them. He stated the necessary information has been received from the County's Auditor Controller, but the tax reduction study directed by the Council has not been completed. He recommended these Resolutions be held over until August 24, 1976, at which time an adjourned Redevelopment Agency meeting win also be held. RES. NO. 76-72, FIXING THE AMT. OF MONEY NECESS. TO BE RAISED BY TAXATION FOR F.Y. COMMENCING 7/1/76; & RES. NO. 76-73, FIXING RATE OF TAXES & LEVYING TAXES FOR F.Y. COMMENCING 7/1/76 00- Mr. Leo Sopicki, Public Information Officer, presented information and slides on the Winter Festival, a proposed program to be jointly conducted between the City, merchants and service clubs in the community, for the purpose of obtaining sufficient funds for the furnishing of the Community Center. He said the proposal had been endorsed by the Baldwin Park Jaycees, Rotary, Baldwin Park Welfare Rights Organization and reviewed by the presidents of the host Lion's Club, Knights of Columbus and the Chamber of Commerce as well as enjoying the support of segments of the membership of PTA's and the Baldwin Park Senior Citizen's Club. The Winter Festival will be held November 13 and 14, in- cluding an arts and crafts festival, a community fair, a Photo Day and a business promotion, with 25% of all funds raised donated to the Community Center. Council men Hamilton and Btewett were concerned whether the merchants would be guaranteed parking space on Ramona for their customers. Alternatives were discussed for handling this problem. Councilman Kitchel suggested that Staff research the time and cost involved in elongated minutes, and asked if the records could be cataloged so that interested persons can be provided with records to sit down and hear proceedings of the meeting. Councilman Aguilar and Mayor Waldo rescinded their motion and referred it to Staff for study. 00" Raul Zayas, 12815 Finchley Street, stated he was unable to get updated copies of city policies and Ordinances from the Baldwin Park Library. He said each of the City Council represent the citizens and objected to quotes attributed to Council members in Sacramento and in the newspapers and to the opposition of Assemblyman Montoya's bill. OF COMMERCE & CITY COUNCIL 00- Tom Carpenter, 4346 Jerry, referred to the reduction in fee per copy of public records from $1.00 to 10(, effective the first of the year and said the people who have overpaid are entitled to a refund. He referred to publicity received by Council members and objected to citizens having to sit through the meeting white waiting for Oral Communications, and to the way Baldwin Park was represented in Sacramento.
