Roll Call: Present: COUNCILMEN AGUILAR, BLEWETT, HAMILTON, KITCHEL AND MAYOR WALDO AUGUST 24, 1976 7:15 P.M. FLAG SALUTE ROLL CALL Also Present: Absent: ACTING CITY MANAGER SEXTON, ASSISTANT ACTING CITY MANAGER SEXTON, DIRECTOR OF FINANCE HALLOWAY, LIEUTENANT ALDRICH AND CITY CLERK BALKUS ACTING CITY ATTORNEY RITCHIE, DIRECTOR OF PUBLIC WORKS LATHROP, DIRECTOR OF PLANNING KILGOUR, CHIEF OF POLICE ADAMS AND CITY TREASURER MONTENEGRO ABSENCE OF CITY TREASURER MONTENEGRO EXCUSED. M/S/C: BLEWETT/HAMILTON. There were no objections. 00- Acting City Manager Sexton read in full his memo to the City Council on Tax Rate Study and said that an earlier report from auditors Harmon & Company had indicated that the unappropriated surplus of approximately 6% of the total General Fund budget at present should actually be around 10% of the General Fund operating budget. Council discussion followed with the consensus that it would be unwise to reduce the tax rate more than 1%, thereby cutting the unappropriated reserves of $360,000 to a danger- ous level. The recommended reduction in tax rate of 1% per $100 of assessed valuation wilt neither change services provided nor affect the unappropriated surplus.
