Mayor Waldo presented a plaque for outstanding service of a retiring employee, the Resolution, and a special appreciation plaque from the people and employees of Baldwin Park to Mrs. Dale Adams who accepted in the absence of Chief of Police Adams, Councilman Blewett, as President of the Mid-Valley Community Mental Health Council, presented a commendation to Mrs. Adams to be presented to Dale Adams with his love and that of Mid-Valley Community Mental Health Council. Mayor Waldo presented the Proclamation to Lew Farkas, Sr., Valley Forge Seminar Chairman, Abraham Lincoln Post 241 of the American Legion and Mrs. Lowe. CODE RE COUNCIL MEETINGS Councilman Aguilar explained that the Ordinance simply changed the Council Meeting day from Wednesday to Thursday and stated nothing about stopping Oral Communications. Council discussion followed that this was not the way it had been presented at the last Council Meeting. The possibility of having one Council Meeting per month and one town hall meeting had been discussed. It was explained that meeting procedures were policy decisions of the City Council Acting City Attorney stated that changing the format of City Council meetings was an internal matter whereby the Council can adopt a different kind of procedure or establish a town halt meeting by a simple vote. Discussion followed relative to the change of Council Meeting day from Wednesday to Thursday. Councilman Hamilton stated that Thursday night meetings conflicted with the meeting dates of the East San Gabriel Valley Association of Cities, the League of California Cities and Independent Cities and that there was no need to belong to them and fund them if they could not be attended. Official letter on file) 00- The City Council voted by secret bat lot to appoint Lucita Valencia and Don Equipitag to vacancies on the Recreation and Parks Commission. Atex Brandon and Christine Navarrete were reappointed for one more year. Mayor Waldo instructed Acting City Manager Sexton to re- assert the rules and recommend a new procedure for the following year so that different young people are selected each year and given an opportunity to develop leadership. Mayor Waldo asked for Council action on Resolution No. 76-82 RESOLUTION NO. 76-82. There were no objections. 00- Acting City Manager Sexton stated a function is being established to determine what grants may be available for the City and to seek out new sources of revenue to attempt to return some of the taxpayer's dollars into the community. He said Congress had recently passed Title I of the Public Works Employment Act of 1976 and asked that the Council authorize by Resolution the authority to proceed with the necessary applications and documents. Since the last City Council Meeting, to my knowledge there have been no petitions and no letters no material of any sort filed with the City Clerk's office in regard to this project, and therefore I have nothing further to offer the City Council at this time. Mayor Waldo Well, gentlemen, I have something to offer. We-ve had three public meetings on the medians and there have been petitions circulated mostly against the medians. However, I received a letter today and I would like to share it with you: Dear Mayor Waldo: The median strip in Baldwin Park, Ramona to Live Oak Avenue I concur with your suggestion as printed in the Tribune. This action on this project should be postponed until more people are polled on their feelings. It seems to me that the City's Newsletter would be a very effective way to present the issue to all the residents of Baldwin Park. The petition that the gentleman presented, showing so many more people against the project than for it, apparently cannot be taken at face value. He spoke to me and I am in favor of it. But remember, at the last meeting, I said that Baldwin Park Blvd. does not especially belong to the people that live on it. It is a major thoroughfare and it belongs to all the people and it is all the people's money that will be used to beautify it. I wanted us to hold off and put the information that we have in the Newsletter and \ ask the people of the City whether or not they want it. That is what I you didn't choose to do that at the last meeting. I just thought I'd share this letter with you. Councilman Blewett I think that is a splendid idea and not only that. Mayor Waldo, I would like to have the opportunity of writing a position against it and maybe somebody would like the opportunity of writing a position in favor of it. Mayor Waldo Well, if we do it we should just put the facts in there and let the people Councilman Blewett I think you know, I have watched the poll in the People's Reporter before and it wouldn't win a journalistic prize for being fair, as far as polls are concerned. Mayor Waldo Well, all they do is put an X." Councilman Blewett Yes, but how a question is phrased deter- mines how one might answer the question. Mayor Waldo Well, that is the same with the petition. Councilman Blewett That's true. I happen to agree with that. Mayor Waldo But the questions can be phrased in there if it i is the will of the Council we will do it or if you want to tdke action tonight we will do it. What is your pleasure? Councilman Kitchel I'm not opposed to the idea of putting it into the Newsletter, but I think that that application that Mr. Blewett has just prescribed can have just as much gimmickry actually as having a biased poll. Now if the question is stated objectively if the people are either for it or opposed to it Councilman Hamilton brought this up. Well, if that Is the case, giving it another two months until the next Newsletter comes out, we state that in a very objective manner and let's see what the rest of the community has to say about it. There is a lot to be said about petitions which affect those immediately concerned, but there again, that median is affecting the entire community and for that reason I would like to have some additional input from the community at large. Councilman Blewett Not only that, though I would like to see it when we mentioned it I think we should mention what it costs what it costs to construct; where the money is coming from; where the money can be used that it can be used other places, which is true) and I think it has to be a fair thing. Councilman Kitchel Well, I don't think it is going to be a fair approach if you have a councilman on one side taking the advocate and the other taking the opponent role. Councilman Blewett It should he more fair. Councilman Kitchel I don't think it is fair at alt. You are getting right back in Mayor Waldo What's wrong with just laying out the facts in there and letting the people make up their minds? Councilman Hamilton I've set in on I don't know how many meetings on this very thing for the past four years. This is entirety too long. We have been accused of dragging our feet and we are doing it again. Now this Council should make a decision on this tonight not two months from now. I've been in on this from the onset. It was approved about 4 years ago. There was a lot of hassle how it was going to be constructed whether it was going to be grass or going to be shrubbery or cobblestone or whatever. So that was finally settled under public meetings and everybody has had their full chance to speak. How many have we had on before us three? He said he considered aggravated assault a high priority, but it had taken 45 minutes for the police to answer the call. She asked why the travel expense for a trip to Sacramento was taken from City funds rather than from Community Redevelopment. 00- Pat Vandehay, 14029 dark, said she was in favor of CRA but wanted to see more streets repaired and gang violence curbed so that citizens might be proud to say that they lived in Baldwin Park. 00- James Garrow, 1011 N. He listed individuals who had made presentations and by their efforts brought people forward and got them to talk. Councilman Hamilton clarified that it was the ad hoc Councilmanic committee that he and Councilman Kitchet had suggested disbanding and not the Youth Advisory Commission. He explained that the Councilmanic committee had been formed to bring information back to the Council, because not more than two Councitmen can attend without violating the Brown Act. Mayor Waldo informed the assembly that more super- vision was needed at the ad hoc Councilmanic meetings as the halls and both bathrooms at City Hail had been covered with graffiti following last Monday night's meeting. The money had been taken from the container in the snack bar of the employee's lounge and a car in the parking lot was covered with graffiti. He asked Councilman Aguilar to have a talk with the youth about controlling this at the next meeting. Mayor Waldo said there would be a meeting on Friday night with the Federal people* and following this meeting the information from the ad hoc and Youth Advisory Commission will all be put together. 00- Acti'ng City Attorney Ritchie referred to a question from Michael Dargus about the trucks on Garvey Blvd. and said Mr. Dargus had been given an earlier report from the Planning Department and that Mr. Ritchie had also indicated at that time the status of vehicle code provisions on private property and removing vehicles from it. He said the Planning Department's conclusion was that the Zoning Ordinance has no provision making the storage of trucks on that property illegal or out of zone. but that a new Zoning Ordinance is in the process. The only other way is to have the private property owner post the property and then request that the Police Department remove the vehicles. Councilman Btewett said he understood that the Municipal Code required a Conditional Use Permit for the parking of large trucks on private property. Mr. Dargus read Section 9506 of the Zoning Code and said that C-2 zoning allows trucking parking under Section 39 but that they still have to meet the require- ments under 9610. He said that a letter could be sent to the property owner telling him that he was in violation of Section 9610. Director of Planning Kilgour said that Section 9506 as read by Mr. Dargus refers to the requirements for improvement and maintenance of parking areas.
