He said that within that time the City wi"i1 know if their Grant request for a Civic Center will allow them to go ahead with the project. Council discussion followed regarding how long it might be before the City Hall construction would begin and whether the advertising signs were too much of an eyesore" to permit them to remain. Acting City Attorney Ritchie said that granting a 90-day extension would not embarrass anyone if the request from Foster and Kteiser were granted that they might remove their signs within 30 days after the new City Hall construction commenced. Councilman Hamilton suggested a 90-day extension, as they have already been granted two extensions and should know that a time limit is being imposed. RESOLUTION NO. 76-90 APPROVING A CLARIFICATION OF AMBIGUITY TO ALLOW BOAT BUILDING IN THE C-2 ZONE AS AN ENCLOSED USE IN CONJUNCTION WITH SALES AND REPAIR RES. NO. 76-90 APPROVING CLARIF. IN THE C-2 ZONE AS ENCLOSED USE IN CONJ WITH SALES & REPAIR He said that a clarification would allow boat manufactur- ing as an accessory use to boat sales and repair in a C-2 zone. All construction activities would be conducted in a building. He said he was not asking for an amendment to the Code but wanted the Council to clarify the inter- pretation of it. Discussion followed regarding the location of the driveway into Conrock opposite Rhodes Lane and the traffic problem that might be caused by eastbound trucks who may want to use the left turn lane into Conrock, if it is constructed. Mr. Lathrop explained that the State and Federal Highway Administration had been contacted following the first petition from Rhodes Lane residents, and at that time the request for a left turn pocket was denied. He said that was their policy at that time, and the City had to comply with their directives because 83% of the project is funded with Federal Aid funds. He confirmed that recently much more latitude is being given local agencies in decisions of this nature and that he had been told that if the City officially applied for a Change Order to the contract, or if the City wished to construct the left turn pocket themselves, it would probably be approved'. He estimated it would cost between $3500 and $4000 for the City to construct it themselves. The Council discussed the problems of private streets in the City and the cost of curbs and gutters to residents in order to dedicate the street. Mr. Lathrop said a substantial portion of the 10-ft. wide median would have to be taken out and a left turn pocket would be painted on the pavement. He stated that statistics on West Ramona Blvd. show that no more accidents have occurred from U" turns than from left turn pockets. He confirmed that No Left Turn" signals could be installed on both sides of the left turn pocket. He said the City has purchased the property and has a Federal grant of $60,000 and about $6,000 with the Corporation to be used for renovation. He stated an architect would have to be hired, two restrooms put in, and partitions removed to remodel the building for the uses of the various organizations. He had proposed the names of 7 individuals» 5 of whom were originally on a committe who had collected $28,000 toward the Community Center and were vitally interested in getting it ready for occupancy. He confirmed that the study committee would contact the various organizations regarding their need for space and report to the City Council for their decision. The Council agreed to vote for a committee of 7 at this meeting, with 2 more to be added later. 00- Councitman Hamilton referred to petition containing 165 names, opposing the X" rated and pornographic movies visible to persons outside the Edgewood Drive-in Theatres. He asked Acting City Attorney Ritchie for comments or suggestions. Mr. Ritchie stated he had contacted the League of California Cities and told them that there was a decision up North that seemed to offer some hope on that case. They have agreed to send the briefs to Mr. Ritchie. He said he would like to examine the briefs before making a decision on how to proceed. 00- City Clerk Balkus stated that At Wittig, Howard Sutterfield, Jack Romney, Jerry Holland. Robert Viramontes and Dick Cunningham had received the majority vote to be appointed to the Neighborhood Center Committee. He said he was trying to establish the basis by which the City Council makes its decisions and sets its prior- ities. He referred to the Chamber of Commerce and said that he has received nothing for his membership fee of $35. He suggested that the Council make sure that the Manager set a better program for the businessmen before they allow the Chamber of Commerce more money. He rebutted the article in its entirety. 00- Sandra Neal, 3818 Athol Street, thanked the Councilmen present for stopping the contemplated Town Hail meetings. She referred to newspaper articles and said that the reporting of the Treasure Chest was not as she remembered it at the Council Meetings. She asked why gang members who volunteered to clean up the damage they created at City Hall were told there wasn't enough damage to warrant it. She said she is making a survey of how the people of Baldwin Park feel on various issues and wilt present it in about a month. 00- James Garrow, 1011 North Baldwin Park Blvd., referred to the type of movies being shown at the Edgewood Drive-in versus those shown elsewhere in the Valley. He asked for the cooperation of the citizens in order to get a good name and more sales tax for the City. 00- Tom Klein, 12800 Salisbury, was opposed to tearing out a new median for a left turn pocket at Rhodes Lane and said a problem will still exist at the corner of Barnes and Ramona Blvd. He suggested a traffic light at that corner for safety reasons. 00- Feliciano Mendoza, 1418 Vineland Ave., referred to proceedings at a recent joint meeting regarding youth problems and expressed disappointment that action was not taken on some very positive suggestions and commented that Mayor Waldo and Councilman Aguilar had left early. 00- Councilman Aguilar stated that local girls would be having a car wash at Morgan Park between 1:00 and 5:00 p.m. Sunday and suggested that adults help them in their first effort toward youth get-togethers. He stated to Mr. Mendoza that he has tried for the past two years to help the youth, and that what happened at the joint meeting of the Youth Advisory Commission and Federal representative and Ad Hoc committee was the result of a group of people trying to put their own thoughts in one committee without compromise. Mayor Waldo said that, he had left this joint meeting early to fulfill a prior commitment to attend a Bicentennial meeting at the American Legion to honor an individual, and that the American Legion has donated thousands of dollars in the past to the youth of the community. Councilman Blewett referred to the sales tax lawsuits and asked about the report from Rutan & Tucker. Acting City Manager Sexton said that no report had been received from them. He suggested that the Council might want to seek another law firm to do the research for them. Councilman Hamilton explained the procedures of the Chamber of Commerce and said the new Manager is very active and is working on new programs. Councilman Aguilar stated that the Chamber of Commerce had not been funded since August of this year, with the understanding that they would not be funded until they came up with a program.
