Councilman Aguilar led the salute to the flag. Endorsement of Application to Local Agency County formation Commission for a County Service Area Councilman Aguilar requested that the Minutes of December 2, Page 10, include his comments to Mr. Zayas which were as follows: It seems tike three months ago, since you did not get the bid for the Newsletter, you have been up here harass- ing us. Seems tike you said in an article in the Trib that you have been here for three years at every Council Meeting. Before I got elected I was attending Council Meetings for three years. Mr. Hamilton is a witness and I never saw you there. All of a sudden you come up here saying, there 1s going to be a recall. Fine, let it come. You will see a man sitting 1n this chair. You won't scare me that way." Councilman Aguilar asked that the Minutes of December 16, Page 5, regarding Mid-Valley reflect his comments word for word for the record. He said his statements appear to be censored. Councilman Aguilar's verbatim statement regarding Mid- Valley Cornnunity Mental Health Council was as follows: Gentlemen, at the last Board Meeting Dr. Humphrey made a doggone good report showing that when Mid-Valley started in Baldwin Park the crime rate had gone down, and he figured that in 10 years the crime rate is going to be 25% less. So we have a lot of programs from youth, but mental health is something that has to be coped with, Mr. Mayor." He further stated that, it seems now that there should be a law against Thanksgiving and Christmas. Go down to Mid-Valley and talk to those lonely people down there who are having Christmas come and really don't know where they are going one way or another. Thank God for the motivation of Mid-VaHey that when those lonely people start talking to themselves about suicide they have somebody to call. It is sad, because for the people that have it is a beautiful day. For people that have nothing or are lonely, it is a sad day and that is one good thing about Mid-Valley that they are there to help people. And money, money, money if that is the problem, gentlemen, we are never going to get anyplace with this. You said yourself, Mr. Mayor, that to make money, you have to spend money, but to help people, that is more important than spending money. If you remember last year in our Christmas, when we played Santa Ctaus last year for the Jaycees, giving toys away for the under- privileged kids, it was sad to walk into a house and see the kids with nothing. But just remember this, too, that people when it's Christmas are lonely. They don't have nobody else to talk to. That is a lonely feeling. You can be in a room when it's crowded and still be alone. And I have talked to Saif a lot. I know most of the people down there at Mid-Valley. It is a good organiza- tion and helps a lot of people. A lot of people say that the^ have their church to go to. A lot of people don't-go to church so who else have they got to talk tQ^ Thank God for the Hot Line". So you say to $tudy 1. Next Council Meeting, after Christmas, that is a /long way to wait to see if Mid-Valley is going to exi^fc or not. Because here in Baldwin Park. you go dpwi to Mid-Valley at our Center here it's packed. It's never empty. So I can't see what the wait is. Mr. Hamilton is always talking about spending money, spending money, not here to spend the taxpayer's money and that we are going to end up like New York. Well, you've got to remember one thing New York had their own hospitals and their own welfare. We don't. True, this money we are spendi'ng is the people's money. It's not my money. It's the people's money. So gentlemen, they are asking for money but mostly for help. Not just cash money but job positions CETA positions or don't care what it is. The Hot Line" we could hire temporary help. There is a lot of ways to help this organization that helps a lot of people. The sad thing about it a lot of people think mental health 1s no disease but it is the biggest disease we have now, cause with alt the pressures that society has put among people, it is a lot of pressure." Councilman Aguilar later stated: If you go to a private psychiatrist, it costs $20 an hour and our people can't afford it. The only way I can see to move on it is to say that if the other 5 cities go with it, we will go 100% with it. The solution is. they have tried private enterprise and they have gotten private contributions. Now it comes down to their own cities. I have never made a rash decision, even to the firing of Mr. Mitchett and the rest of them. That was not a rash decision. I always study my decisions and one thing I can say, everytlroe I go to bed I sleep well. I don't toss and turn on my decisions. I would tike to move that we do give Mid-Valley $1 per capita with the understanding that all 6 cities go with it." Councilman Blewett asked that Item 2, Claims and Demands, be putted and discussed as a separate item. CONCUR WITH RECOMMENDATIONS ON THE CONSENT CALENDAR. Discussion followed as to the cost of Christmas cards versus the cost of the news media. Councilman Aguilar inquired about Warrant Nos. 6525 and 6599 at over $2000 cost to the City, payable to Mrs. Thelma Duncan. He had heard rumors regarding her contract for retirement and wanted the Warrants held back for an in- vestigation of money being paid out each month. He questioned whether the bills should be cut off for two weeks, as the pattern of payment was at the rate of $70 a week and this was a monthly accumulation. It could always be recaptured if it was determined that it should not have been paid. The doctor bills could be held for two weeks, but the weekly payments ordered could be what she was living on. FOR $280 PAYMENT 00- It was the time and place fixed for a Public Hearing to consider the cost of abating the public nuisance at 4850 El ton Street, Case No. 76-W-13. Proper postings and mailings had been accomplished. There were no written protests. Director of Public Works Lathrop stated that the nuisance was based upon rubbish and debris strewn over the vacant lot. A Nuisance Abatement action had been processed. The owner had requested that the City clean up the property. The cost of abating the nuisance was $75 plus $37.50 for administration. Mayor pro tern Kitchel requested that the Oath be administered only to those who desired to testify under the Public Hearing. There was no one present who desired to testify. Mayor pro tem Kitchel opened the Public Hearing. As there was no testimony in behalf or in opposition to Public Nuisance 76-W-13, Mayor pro tern Kitchel declared the Public Hearing closed. They were attempting to implement the information they had received for the better- ment of Baldwin Park. He said it had been estimated in Account No. 9951 that this would cost around $3000 He asked that the Council give an answer tonight on whether the budget would be granted or not granted. The only way the City can safely do that was pursuant to a contract. Motions should be framed in terms of extentions of the existing contract to provide community promotions with an understanding about drafting a new one or conditioned upon drafting a new contract. He said the expend- itures in the proposed budget are most alt legitimate expenditures to carry out a contract of community promotion. The old contract could be extended with interim funding or a new one written. Money can not be given to the Chamber just to keep them running. The motion died for lack of a second. OF CONTRACT 00- Acting City Manager Sexton referred to approximately $5 million funding recently approved for construction of a new City Hall. Contractual documents from Economic Development had not yet been received, but should be executed in a timely fashion and returned without delay. Mr. Sexton said specifications can not be completed for bid without further Federal input on requirements. Council expressed appreciation to the past and present Staff for their efforts in acquiring the funding and for their long hours and hard work in accomplishing a tremendous job. Mayor pro tern asked Mr. Sexton to see that the rest of the Staff was properly thanked. 00- Director of Public Works Lathrop referred to his report containing additional information on two tax delinquent lots at 3783 Baldwin Park Blvd. He listed possible uses for the property and said it will go into public auction February 7, 1977 unless the former owner recovers it by paying back taxes and penalties. AUTHORIZE EXECUTION OF AGREEMENT WITH LOS ANGELES COUNTY FOR PURCHASE OF TAX DELINQUENT PROPERTY. M/S/C: AGUILAR/BLEWETT. A Resolution was required and he requested that the matter be held over until the next Council Meeting. There were no objections. 00- Sergio Cabanillas, Executive Director of Mid-Valley Manpower Consortium, presented an update of activities, including the authorization to spend close to $1.5 million for the training and placement of chronically unemployed persons. He said they are the second largest contractor in the County under CETA Title I, second to the County Superintendent of Schools. The program was now fully functional and is the first Consortium to be granted full authorization to spend the money and it was being spent putting people to work. Doug Shaw, Staff Member, explained the Baldwin Park section of the Master List provided and the six different basic components being funded through the Manpower Consortium in-schoot-youth, out- of-schoot youth, on-the-job training, classroom training, out-of-school adult and manpower services. Mr. Cabanillas summarized the activities over the past year as being positive and productive with the strong support of Baldwin Park and individual representatives, Councilmen Blewett and Aguilar, and the other cities. Councilman Aguilar referred to a statement that Baldwin Park was to have received $300,000 last year from CETA I money and asked if he could check into that. Mr. Cabanittas explained that it had been difficult to identify the entitlements in the past and what had happened, but now they know and can give a detailed report if given time to research it. There had been a situation where the County was funding itself out of money that was supposed to come to the cities. Mr. Cabinillas referred to two outstanding enrollees" selected during the summer and said he could come back and present the enrollees and certificates of outstanding performance. Mayor pro tern Kitchel thanked Mr. Cabinillas and Mr. Shaw for coming and providing the Council with this information. 00- Mr. Bill Mooney, President of the Baldwin Park Chamber of Commerce, thanked the Council for letting the Board discuss the Council's budget proposal. He asked if the Council meant to pay retroactively on the extention of the old contract which would have been in effect July 1, 1976 through July 1, 1977. Councilman Blewett said his intent was to pick it up from January 1, 1977 and go forward. Mr. Mooney stated the Chamber Board felt that they should be compensated at the rate of $1750 a month under the old contract for the months of September through January, as they had performed and kept the office open and used their knowledge to help Baldwin Park. They had terminated the Parade at the Council's request, along with other functions to be distributed to other organizations. They work for their own club. Nothing would be paid for the months in dispute. Roll Call. carried. There were no objections. The motion MOTION CARRIED Mr. Mooney said that was not acceptable. They had performed under the old contract under the assumption they were going to receive $1750 monthly until a new agreement was reached. Under the new contract, $2500 a month would not take care of the present payroll or hire a Manager. Either an assistant or a secretary will have to be deleted. Councilman Btewett said if this contract went the full term of six months, it meant a net loss to the Chamber of $2200. There was a 60-day stipulation, Mr. Mooney thanked Council and said he felt Mr. Sexton and Mr. Clayton could get together to resolve the issues. 00- Councilman Blewett announced he was placing his house up for sate and moving to San Bernardino County. He will be resigning from the City Council in order to move where his business is located. 00- Gloria Zook, 4817 North La Rica, was opposed to discontinuation of the Baldwin Park Parade. It had been comprised of 80-85% of children with 6 bands from the High Schools and the Jr. High School who were Sweepstakes material and were not being allowed to perform. 00- Tom Carpenter, 4346 Jerry, was opposed to propaganda" in the Treasure Chest and City newsletter regarding sates and use tax and CRA. He said nothing had been done about the per capita sales tax for 47,000 people in Baldwin Park. He said good results were obtained when people were paid well and given praise for their accomplishments. and that anytime Mr. Sexton could get $4,700,000 he would be glad to pay for his expenses. 00- Dwaine Glass, 14345 E. Garvey, added his congrat- ulations for those people who had worked so hard to get the City Hall grant. 00- Acting City Attorney Ritchie introduced his new business associate, Dave McEwen. 00- Councitman Aguilar responded to Mr. Carpenter that the battery pack belonged to a tape recorder that was City property. He had made several recordings on this trip. He explained that he incurred the $30 expense from Baltimore to Washington, D.C. by taking a taxi because he had an industrial injury. He said if he spent monflsy to bring back $4.7 million to the City, he would do it again. It had cost him money. He offered to meet with Mr. Carpenter at 5 o'clock the next day to discuss expense accounts.
