There were no written protests. Director of Public Works Lathrop stated that the subject property was part of an estate that was cluttered with trash and debris. The administrator had instructed that the City proceed with the abatement. The cost had been $100 plus $50 for administration. Carolyn Barfield and John Saldana, juniors working from the Baldwin Park Unified School District, accepted their awards and were photographed with Councilmen Aguilar and Blewett. members of the Board of Directors of Mid-Valley Manpower Consortium. 00- Sergio Cabanillas, Executive Director of Mid-Valley Manpower Consortium, stated he had distributed reports among the Council showing what the Consortium was working on under CETA Title I with brief comparisons to last year under Title I. He referred to the re-written Joint Powers Agree- ment as being the same document approved several months ago with amendments written in on property disposition, the length of stay of cities with the Consortium and the addition of the City of Rosemead. Assistant Acting City Attorney McEwen requested that the requirement that the Treasurer post an official bond be added at the end of Section 9, as required by Government Code 6505.1. Mr. Cabinillas stated it was part of the understand- ing the Consortium had with the County and of the contractual agreement and Joint Powers law that the bonds are posted. APPROVE JOINT POWERS AGREEMENT BETWEEN THE CITY AND MID-VALLEY MANPOWER CONSORTIUM SUBJECT TO PROOF OF FILING OF OFFICIAL BONDS REQUIRED BY GOVERNMENT CODE 6505.1. M/S/C: AGUILAR/BLEWETT There were no objections. APPROVE JOINT POWERS AGREEMENT BETWEEN CITY & MID-VALLEY CONSORTIUM SUBJECT TO PROOF OF FILING OF OFFICIAL BONDS REQD. BY GOVT. CODE 6501:1 00- Sergio Cabanillas, Executive Director of Mid- Valley Manpower Consortium, presented the concept of establishing the Consortium as a special Prime sponsor. The advantage would be to deal directly with the Department of Labor rather than the County. He estimated that the City of Baldwin Park would save approximately $71,000 that could be turned into job opportunities, and the Consortium would be more flexible in the summer programs and under Title II, VI and Title I. The City would have the ability to apply for more moneys as a Consort- ium, such as a 5% discretionary fund with the Department of Labor and 4% moneys in the Governor's office. He referred to data submitted showing the effectiveness of the Consortium by cost com- parison before the Consortium was in place, in 1976 when the County handled Title I and what is happening now. He said about $1100 per slot had been saved through their involvement in CETA Title I; last year there were 129 slots entitled for the City of Baldwin Park and 234 entitled slots this year. He explained the requirement that an entity handling CETA Title I moneys contributed Q% and that El Monte had been bearing the brunt of this financial assistance by assigning a secretary and providing a rent free facility and other in-kind contributions which alt the other cities have not had to make. The figures requested from the cities were also based upon the percentage of entitlements per city in reference to Title I moneys. The cities of Duarte and Bradbury had already concurred with the action and the budget request. Council discussion followed, with the concurrence that Staff should study the report received that evening and provide input to the Council so that a decision could be made by the next Council meeting. AT FEE NOT TO EXCEED $3300 Councilman Hamilton questioned why the architect had not prepared a workable plan rather than to spend $3300 with another firm. Mr. Sexton said that the architectural consultant had previously consulted with the Telephone Co. regarding what equipment and installation they would use, but now this was a different ba11game" relating to this particular phase of the building. He said the building would be built to last 30 to 50 years and a responsible effort should be under- taken to deal effectively with the problems as they arise. COM Consultants were not rn the business of selling phone systems themselves. There were no objections. The motion carried. 00- Director of Planning Kilgour referred to his agenda report and the attached updated Environmental Guidelines. He said they were consistent with the California Environmental Quality Act which had been changed considerably and was effective January 1, 1977. The assessment review forms were included with the guidelines, along with other forms for processing Environmental Impact Reports. He explained that nothing was being proposed in addition to the State law and that it was merely a procedure for the Staff to follow. City Clerk Batkus read by title: RESOLUTION NO. 77-16. There were no objections. 00- Mayor Waldo referred to funding for the Chamber of Commerce. He said he would like the Staff to put together a contract for some accountability of what is going to be done for that money. The Chamber members and City administrators had been negotiating in good faith and the City should set out in an agreement the things the citizens should realize from the Chamber funding and present it to the Chamber of Commerce so they can negotiate from that point. Councilman Hamilton said he had gone through the agreement the Chamber had presented and felt that it was a fair agreement. The Staff had not agreed. Mayor Waldo said he wanted them to be specific about how many sates promotions they plan to have each year. When the Chamber Directors had presented a contract, the City Council had not agreed with it. He said that money and jobs were at stake and benefits were going to be lost if the City is not ready for it when the money starts to flow. Councilman Kitchet said the Council was asking the Chamber to put together a plan, and if the Council doesn't approve they can vote against it because they are still negotiating. The Staff could expedite the process and enlighten the Chamber. They could draft the areas the Council feel are important and have been neglected. The City was to present their questions in writing to the Chamber within 30 days and then receive the Chamber's response back. Mr. Sexton said there had been no written questions submitted to the Chamber Task Force because they had been verbalized and discussed at a meeting between the Task Force for the Chamber and for the City. The understanding had been that the Chamber would respond to every one of these questions. He said a meeting was scheduled with the Chamber Task Force next Tuesday to finalize questions and concerns relative to a contract between the two bodies. Councilman Aguilar said that he had asked the Chamber what they could do for the City, but they were unable to answer that. All he wanted was for the Chamber to work as a Chamber under the national by-laws. There were no objections. Appointments could not be made until 10 days following the posting, except for emergency vacancies which could become final at the end of this period. Copies of the requirements and appointee's list had been distributed. 00- Mayor Waldo stated that a new EDA grant for $4 Billion will be available and recommended that the Acting City Manager and new Mayor following the Council reorganization attend the rational Municipal League of Cities meeting in Washington, D.C., March 6, 7 and 8, 1977. Mayors and City Managers will meet with the Carter administration and attend seminars. Council discussion followed regarding how many and who would be available to attend and how it would affect the City. He said his organization was not funded and asked if the City could provide the upkeep and insurance for the vans. It would cost $8,000 to obtain the vans and about $400- $500 per month to operate them, not including insurance or the driver. There were drivers who would willingly volunteer, and La Puente vocational school would put on two wheel chair lifts and lock-ins free of charge. He stated it was necessary to submit an application before February 22nd if the Council felt this would be an asset to Baldwin Park. He stated that millions of dollars will be spent by the Health Services and a county hospital had been requested, to be located in the City of Baldwin Park. This will be voted on in the Community Center in La Puente on March 7, 1977. He said he hoped they would get great representation as a county hospital is needed right here in the Hub." The in- formation had been given to the Acting City Manager. 00- Jeannie Martins, 14621 Channing, stated she thought it was great that the City planned to go after more funds. If they tried to do it by written communication, it could be set aside but if they are there they have to be reckoned with and that is the way the City should start acting. 00- Gloria Zook, 4817 North La Rica, noted Acting City Attorney Ritchie's absence and said the City was paying for Mr. Ritchie and not for Mr. McEwen. She explained that Councilman Aguilar had not been recalled because of the new state recall law which stated that if the majority of the Council were recalled, they would serve after the recall election until their elected successors were picked. She said they did not want Mayor Waldo and Councilman Kitchet to stay around a couple more months after they were recalled. 00- James Garrow, 1011 N. Baldwin Park Blvd., stated that the whole Council deserved a commendation rather than a recall. He noted new businesses who have come in and are building, the new motet and the Northwest project. Councilman Blewett stated that the former Council should be commended as well for their foresight in opening up Virginia Avenue. He said all the building is taking place there through private initiative and not CRA. He questioned why Mr. Garrow was privileged to know about one company taking all the land in the new CRA project when he had not been informed of this. Mayor Waldo said they were negotiating with several different companies and weren't issuing public information because the last time a lawsuit was filed which lost the City millions of dollars in development. Assistant Acting City Attorney McEwen responded to Mrs. Zook that a City Attorney was involved in day-to-day legal representation of the City as well as attending meetings.
