Copies of tetters in official files) The following spoke in favor of the request to support the program. Jane F. Lucas, 13979 East Garvey Avenue, explained the type of services given at no charge by volunteer workers on the program, Robert Garcia, 1129 East Valley Blvd., Staff attorney at El Monte Legal Aid, stated that the Baldwin Park Welfare Rights office had tent great help to citizens and lessened, the heavy toad of his staff. They were committed to helping the organization submit proposals for long term financial funding. James Gregg, President and Director of Baldwin Park Welfare Rights, stated that he held seats on various legal aid advisory and personnel boards and received literature from Washington and from meetings relative to senior citizens, poverty groups, veterans and other organizations. He said he had held his office for two and one-half years, along with the other affiliations, without financial help. He and his wife had paid the rent and utilities at the office located behind McDaniel Cleaners because they can't expect donations from people who come there for help. He stated that they also coordinate jobs and try to help ex-convicts and work with immigration officials. He said he felt their job had been superior to other similar organizations in the City, because they had gotten results with their assistance, although more organizations will bring better things to the City. Mayor Waldo stated that Mr. and Mrs. Gregg had been paying these bills white living on Social Security. Tom Carpenter, 4346 Jerry, said that as the services offered were so broad, their request should be in- vestigated and if they gave the services as stated they should be given everything they were asking for. Jacqueline Morales expressed her gratitude for help she had received from Mr. Gregg and said he deserved to have his request granted. Mr. Gregg stated that he had been totd that they could obtain CETA funding later, which the legal aid attorneys plan to help obtain by writing proposals, and should involve a large sum. The request for money from the City for six months was only until this assistance could be obtained. Betty Olguin, 320 North Stephora, Covina, stated that she had received help from Mr. Gregg within a very short length of time and felt that he should get the funds that he needed. Lucitle Baca, 2445 Garvey, stated that Mr. Gregg had been able to assist her where no one had been able to before. She urged that he be given funding. He said that the welfare being referred to was aid for families with dependent children and not for adults and that Mr. Gregg had provided services for these children. Mr. Gregg was saving the taxpayer $2,000, cost of the Fair Hearing process, by making a simple phone call to help a family. He had helped people become more self reliant and find dignity and was offering to assist those who were legally entitled to benefits available. He said there were hidden things that provide a direct economical savings to the City and county and that the request should be considered positively. Discussion followed relative to laws on welfare rights and errors made by eligibility workers or payments not made to deserving citizens. Mr. Gregg stated that his organization tells people what their rights are, under the law, and that many of the Fair Hearings that cost $2000 could be taken care of in the community. He stated that Los Angeles County had a tow rate of only \% fraud in welfare, while other states were 35% to 50%. He invited anyone present to visit his office and look at any type of record or ask questions. Councilman Blewett said he would like logo see what kind of work the organization was doing. He asked if there was room that could be used in the Community Center to save the Welfare Rights organization money on rent. Mr. Gregg stated he had made application for room twice as one application had been lost and had since talked to Mr. Lucas and requested a ground floor room for access for senior citizens, He said he needed an office with privacy. Councilman Aguilar recommended that 1) the Staff conduct a study on the organization to determine the number helped and the effect of their help on the citizens; 2) check on the Community Center to see if there is room for them; 3) if the organization does not receive CETA funding, possibly the City could fund them for a year. He requested that the report be brought back to the Council Meeting on October 20. Council concurred that Staff should make the study. 00- Acting Director of Public Works Sexton said the City had received a tetter from Theta Cable subscription television requesting cancellation of their franchise, which had been authorized in 1972. He had understood that the City would pay one-half if the case went to court. Deputy Acting City Attorney McEwen stated that the agreement between attorneys was that one-half would be paid whether the case went to court or not Councilman Hamilton stated that the hearing had been brought about by the majority of the Council. Councilman Blewett had not asked for it and Councilman Hamilton had not voted for it. He felt the City was responsible for paying the bill. Mr. McEwen said that both attorneys had felt that the court reporter was a necessary expense to the hearing and had agreed to share the cost. CITY OF BALDWIN PARK PAY COURT REPORTER BILL FOR $413.40. There were no objections. Mr. Sexton said that the cover letter would be circulated to the Council for their signatures after it had been prepared. 00- Councilman Kitchel stated that appointments had been made to the various commissions and organizations that Council attended, based on the fact that Councilman Blewett had said he intended to leave Baldwin Park. He offered to return his appointment to Mid-Valley Mental Health Council to Councilman Blewett if he wanted his position back, as he said he did not feel he would be an asset to the organization as he had expressed before that he was not that convinced of their effectiveness. APPOINT COUNCILMAN BLEWETT TO SERVE AS ALTERNATE ON MID-VALLEY COMMUNITY MENTAL HEALTH COUNCIL. M/S/C: HAMILTON/KITCHEL. There were no objections. 00- Acting City Manager Sexton stated that a study was being made relative to the position of the City Clerk, but that it had not been completed and may be ready for consideration of the Council at the next meeting. 00- Sandra Neat, 3818 Athot, referred to the hearings and lawsuits that were constantly tost by the City's defense and the decision not to pay for Councilman Blewett's expenses. She said the Council was working for the citizens of the City, but they must come before the Council and ask for the money back that it cost them to fight the Council. She said the Council should admit it when they lost a case and give the people back their tax money. 00- AT 8:52 P.M. THE MEETING ADJOURNED TO 7:30 P.M.
