There were no objections. 00- Chairman Crites said Mr. Benbow, Mr. Jirsa and Mrs. Ctay were present and had been active with the senior citizens groups. She presented statistics relative to senior citizens. She said the First Congress of California Seniors would be held in Fresno on October 19 and 20, representing many conmittees on senior citizens organizations and aging in California, to help solve their critical problems, and that there was much legislation, state and federal, regarding the needs of seniors. At 7:35 p.m. Commissooner Murry arriveJ. Chairman Crites stated that the Senior Citizens Advisory Commission had recognized man'/ problems of seniors in the fourteen months sinc^? they had been organized and had studied basic needs such as an information and referral center Co coordinate the efforts of organizations presently involved and to provide one source of information with referral to proper sources of help. She said transportation was 1 need which had been explored with field trips and film. She referred to their report to the Council and said it gave a great deal of infor- mation on their activities. They had attended conferences on aging and utilized guest speakers and community resources. She said the Baldwin Park Education Program had played a major role in the lives of many seniors and with the help of Mr. Benbow and Mrs. Janet Brown had been invaluable to the Commission. She stated that the Commission had contacted federal and state legislatures regarding legislation for seniors and attended hearings, including the Attorney General's hearing on age discrimination, attended by Alberta Murry. They had hosted a meeting of people interested in forming a local committee on aging, and their steering committee waa busv with EXCUSE SR. Bylaws had been prepared and the committee was working on a slate of officers. Their next general meeting wilt be November 21. The committee wilt be incorporated and w-i11 be to the Commission what a booster club is to a band or a team, and will be an affiliate of the county department on aging, with a staff member working with them for guidance purposes. She referred to the rendering of the proposed Senior Citizens Center on display and said they were looking forward to the expansion of the total program for senior citizens, including the nutrition program, adult classes, transportation and day care. She said they were using the news media as means of communication. Major problems of senior citizens often unrecognized were boredom, loneliness, fear, need for security, proper housing and limited income. She said she hoped Council would listen to their needs and that some solutions would come about. Senior Citizens Advisory Commission Secretary Sopicki said the recommendations of the Commission hdd been divided into two parts, genera) and specific. He read the three general recommendations from page 6 of their Report copy in official file) and said the Commission would like these recommendations considered for endorsement by the Council tonight. He stated that the specific recommendations were based on the assumptions that the City will establish a Human Resources Department and that until that time, if any of the programs are adopted, they c^n be admin- istered by the Recreation and Parks Department. He referred to the Human Resources Department organiza- tional chart as proposed by Arthur Andersen and Company and said that another level of administ? rition had been added under Citizen Services, inct iding a Coordinator who would have a Secretary and Infor- mation Specialist if Program One was accepted, and several drivers if Program Two was accepted. This would be the leadership group within the department. If not approved, the senior citizens pDgrams could be administered directly under the Citizens Services Manager or by the Human Resources Director as a specialization within his management. He said the Commission felt the additional staffing would be beneficial because of the unique problems of senior citizens and the work to be done between senior citizens and youth. He said the rest o' the specific recommendations were organized as a program budget which the City will adopt later and were provided in the form of Decision Packages. Decision Package One presented the absolute minimum of activity which a department could maintain and remain functional and if Human Resources were an on-going department, Package Two would be like last year's level of service. Package Three, Four and Five would be additional levels of service. They would be rated by priority with other projects in other departments and be funded as far as possible. He read the program description for Senior Citizens Assistance and the objective and description of Decision Package One from Page 8 of the report and said that it was recommended that the cost would come from the General Fund budget rather than from grants. Fhis acMvity will consist, of the operation of two vehicles currently ownrd by the City for transportation of senior citizens and the handicapped on a demand-response, deferred or subscription basis. Users would be charged a minimum fee. At 7:43 p.m. Councilman Kitchet arrived. He said the City already had two Checker cabs; one needed to be overhauled and the other was in good shape. Possible funding was being considered through the Los Angeles County Transportation Commission. Decision Package Three would establish a Senior Citizens Center that would serve as a site for information/referral, transportation system and day care operations. He said the Center would provide a center for activities and make services more accessible. It would provide office space for the Senior Citizen Coordinator and be a site for recreation programs and for the next two decision packages. He said the cost was based on the designing and general contracting being done in-house through the City and with money received from HCD. There wilt be HCD money left over from the rehabilitation of the Community Center which can be redirected toward the Senior Citizens Center. Decision Package Four would provide a location for nutrition programs funded by outside agencies. The Community Center could possibly be used as a location. The staff of the Senior Citizens Center will supervise the serving of hot meals on a daily basis. He said that outside of the Center itself. Decision Package Five would be the most expensive and would require that the building be completed first. This would provide day care services to senior citizens whose families cannot afford commercial day care facilities. A room would be provided with hospital beds; a nurse and a nurse's aide will staff the operation; day care patients will be delivered to the Center and returned home by clients or by the Senior Citizen Transportation System. He said the costs included a senior registered nurse, a nurse's aide, ambulance services, special diets, medicines, insurance and equipment needed for a day care center. He said there is legislation pending before the state legislature which may fund day care centers. He suggested that plans be made now to be prepared when the legislation comes through. He said that the Program Cost Summary appeared on pages 10 and 11. Commissioner Martinez said it appeared to him that everyone had been doing for the senior citizens but that up until now the senior citizens had not had programs planned and implemented by themselves and with them. He asked if senior citizens were going to be hired by senior citizens. Mrs. Crites said there was no reason why most of the work force of the Senior Center could not be senior citizens and that they should be. Councilman Aguitar said that the insurance problem could be solved. Commissioner Murry reported on the Attorney General's public hearing which she had attended continued) October 11, 1977 Page 3 C. Questions were to be answered at the hearing relative to problems of hiring of older persons those over 45 years of age). There were two new California laws prohibiting mandatory retirement in California state service and private employment and the impact on older persons and employers was questioned. She said that a written summary report of the public hearing will be received by their committee later in the fall. Much testimony was given and one of the problems presented was that affirm- ative action was not working for the older employee. Some employers do not hire them because of the insurance problem. In many cases, pressure had been put on the employer by the insurance company not to hire older employees. The State Commission was looking at three programs: 1) employment of older workers in programs supported by public funds; 2) CETA, including three parts: manpower service, public service and public temporary service; and 3) the employment development department, which is not in force because of a lawsuit for re-establishing this service. Legislation had been passed but there are no funds to implement it. The employment development department has had a policy of non-discrimination in the areas including age and sex, and no job order was processed which gave age as a specification. Positive action had been taken for older workers. County welfare takes part in their program and spends time in their office finding jobs for the older person, offering counsel- ing services and providing work shops to help them develop better techniques for finding jobs. The suggestion was made that research be done into insurance coverage and that the government pick up the insurance. Testimony covered termination of older career workers before retirement age, lack of compliance with federal laws, discriminatory practices and the need for Social Security recipients to return to work because of inflation. The panel listening to this testimony consisted of Mr. Mark Shifron, Director of San Diego Senior Citizens, Mrs. Liz Palmer, lawyer, who recently retired as the Chief Assistant to Evelle Younger, Mr. Gene Hill, presently the Assistant Attorney General, and Mrs. Clarice Heyman, Chairman of Mayor Bradley's committee on aging. They will review the testimony and try to come up with solutions, particularly through legislation. Dr. Wayne Neil, of the AAA for Riverside County, said that There are three 3D"year periods for a person. The first thirty years are preparation, the second accomplishment and the third is blah!" She said the testimony on problems was repetitious and similar everywhere. Older people who could work in the evening were afraid to go out to work at night. Chairman Crites stated that they had visited and had lunch with Riverside senior citizens. Senior citizens were being paid for being in charge there. This Commission could research what other groups were doing about insurance coverage. Councilman Btewett and Mayor Waldo expressed their preference for hiring older employees. He said Congressman Roussetot had introduced a bill to wipe out all restrictions on income limitations which didn't pass and another bill which passed that raised the amount of money that a person on Social Security can earn. Discussion followed on the dependability of an older person in the work force as opposed to problems younger workers have. Councilman Hamilton confirmed that insurance costs were higher but that his best employees had been over 40, although there were some jobs that couldn't be done by older employees. He related his experience in trying to collect Social Security benefits while planning to work only two days per week in his business. He had had to sell his store in order to collect. He said that $3000 was the income limitation now and that beyond that $1.00 was paid to the government for every S2.00 earned. The bill introduced in Washington by Congressman Roussetot will help to change this. Commissioner Smith said the senior citizens had a beautiful project in Riverside and asked where their money came from. Chairman Crites stated that part of the money came from their sales tax and that their transportation was paid by the gasoline tax. Councilman Hamilton stated that $100,000 had been budgeted for Human Resources. Acting City Manager Sexton said the City was presently recruiting for a Director of Human Resources. Senior Citizens Advisory Commission Secretary Sopicki suggested that the three general recommendations be discussed. Mayor Waldo stated that the City Council had not yet met with the Youth Advisory Commission but would be in favor of appointing the Commissions they had met with as permanent Commissions. Chairman Crites stated that she felt that their report showed that their Commission had made progress. Councilman Aguilar stated that obtaining funding would be one of the jobs of the Director of Human Resources. He said a man was needed to research a11 the grants that were available and he could be sent to Washington to obtain grants. Chairman Crites stated that they had heard that senior citizens were to receive 10% of revenue sharing monies. Councilman Hamilton said the need was there but that he would prefer to receive federal money that they would be assured was on-going, rather than revenue sharing, which may not last Discussion followed relative to the building of the Senior Citizens Center. Mr. Sexton stated that HCD money had been approved and building would probably commence about the first of the year with occupancy at the end of 1978. Senior citizens would have the opportunity in the meantime to use the Community Center. Mayor Waldo asked whether bed-ridden patients could be cared for in the Day Care Center. Mr. Sopicki stated thdt patients could not be bedridden as they would be coming in and out each day, Chairman Crites said that this would be taking away the function of the convalescent homes, and that the Day Care Center was meant to be a place where senior citizens could be with others with a qualified nurse on duty. The Adult Education Program could assist with this. She read Assembly Bills 1610, 1611 and 1612 and said that these bills went beyond what they intend the Day Care Center to be, but said these were the kind of services established that were possible for adult day health care centers. Commissioner Smith commented about the poor taxi service available. Discussion followed relative to the E1 Monte based taxi service which had seven taxis to care for five cities, Councilman Aguitar referred to two Checker cabs owned by the City and suggested they be repaired and hire two people in CETA positions to run them for a trial period of one year. Councilman Hamilton referred to the La Habra Dial-a-Ride plan where the senior citizens drove the mini buses. He said he felt there would be volunteer drivers among the senior citizens if the cabs were repaired. They could be hired under the CETA program, but would probably be paid more than the $3000 income limitation. October 11. This was the financial requirement. There was square footage to allow four or five beds, to be used mostly for emergency use. Councilman Blewett stated that they would have to look at the use of the Community Center and the Park building before making a decision to build a third facility. Chairman Crites said that this was different and that there was a need for the Senior Citizens Center. The Commission had held its meetings at the Community Center and the noise and steps leading upstairs had not been ideal for senior citizens. She and Mr. Cunninghain had discussed developing the Senior Citizens Center separately, but dose to the Community Center and this had been well received by the Commission. She stated she felt that the Community Center would be taken over by the youth activities as they had already had diff- iculty getting a meeting room there. She said she understood the Park building was pretty well filled, too. Commissioner Martinez said that the Park building was used all week long for meetings of different types. He said the International Senior Citizens Club of Baldwin Park neets there twice a month on Sundays as the roo'ns are in use alt week. Mayor Waldo agreed that the Boy's Club activities and the room that will be a workshop in the Community Center were not conducive to the tranquility that senior citizens require. He referred to the various classes held at the Park and said it was too lively there, too, for use by the senior citizens. Councilman Hamilton asked where the $307,000 for the total package was to come from. He said it may take two to four years. Commissioner Crites said that she anticipated it would be at least two years, and that in the meantime they would have to use the Community Center and the activities would be limited. Commissioner Martinez referred to funding received by Mayor Bradtey for the City of Los Angeles as a City Commission, parceled out from the federal government through the counties and cities. He said the federal government was supposed to match funds provided by the cities for multiple senior citizen centers and the federal nutrition program. He asked why the City didn't look into this. Councilman Aguilar stated that when trips are made to Washington to make contacts, they are criticized by their colleagues and told that it was not the people you know but how the applications are made that get the grants. He said he had helped to get money for the Community Center by working through his Congressman. It was a waste of time if you didn't know your way around. He referred to the money received by Mayor Bradley and said most of the money came directly to cities with over 50,000 population, while Baldwin Park received theirs through the state and county. He stated that he was in favor of a person attempting to obtain funding from Washington through the Human Resources department but not for Council members to go there. Chairman Crites stated that the Commission was in the wrong category to obtain funding through an application for senior citizen centers. Secretary Sopicki said the funding was for refurbishing old buildings but not for completing or furnishing new buildings. Councilman Blewett inquired whether there was going to be excess space in the new City Halt in the basement. Mr. Sexton said the a<Ided area was there to take advantage of the under planning of the building. The Data Processing Department will be using that section and there wilt be no excess space. Mayor Waldo said that he understood the money was available to purchase the land and construct the building and that if they chose the first, minimal program they would be ahead of the game; then they could proceed further if they received additional funding. Chairman Crites stated that a complete program needed to be written. Mr. Sexton stated that grant funds front HCD would be used to construct the building and purchase the land. Mayor Waldo said that it would only be necessary to go after more federal funding to operate and expand the program. Council concurred that the land should be purchased and the building constructed, as they expect to be able to obtain additional funding. Mayor Waldo stated that they are discussing purchasing the land east of the Community Center where two old homes are located. The Senior Citizens Center could be next door to the Community Center. Mr. Sopicki said they were negotiating now for this property. Councilman Kitchel inquired about the $307,000 in HCD funds to be used. If an outside architect were hired, additional funds would be needed. Mr. Sexton stated that an architect should do this building. Monies had been committed by HCDA to cover that. Secretary Sopicki' stated that the amount shown in their recommendation included an estimate of money left over from refurbishing the Community Center. Mayor Waldo suggested that the City act as their own contractor, as they are doing with the Community Center, and save enough money by subcontracting to hire an architect. At 8:46 p.m. Mayor Waldo declared a brief recess. At 8:58 p.m. the meeting reconvened. Roll Call was the same as before with Commissioner Murry absent. HIRE AN ARCHITECT FOR BUILDING SENIOR CITIZEN CENTER. CITY WILL ACT AS GENERAL CONTRACTOR. M/S: AGUILAR/KITCHEL. Councilman Blewett said he had received the report only this morning and wanted further time to read it. Councilman Hamilton suggested that Staff come back with a complete report on the new building. They could take action after that. He did not want to vote until the report came back from Staff. Mayor Waldo said they were not talking of spending money, but just voting that when the time came the City would hire an architect to draw plans for building the Center and the City would act as the general contractor. Mr. Sopicki said this request was for policy guidance so that they could investigate along these lines and come hack with more in-tormation. Councilman Kitchel said they were only indicating that they want professionals involved to do the work. Councilman Hamilton said that Staff may want to let the whole contract out. Council should make the decision after Staff made their recommendations. Chairman Crites said that the Commission was presenting the recommendation for a Senior Citizens Center. The Council should accept the fact that funds were available to build it and proceed from there. Councilman Kitchel said that Council should give unanimous support to this and that the record should report that this was done harmoniously by the Council. Secretary Sopicki said that Mr. Cunningham had been concerned that he was heading in this direction without guidance from the Council. Now he had guidance. Councilman Blewett stated that he did not like receiving reports the day they were to act on them. They should be received three or four days ahead. The Commission had prepared many pages of thoughtful analysis. Secretary Sopicki requested that the Council consider Decision Package One. Initiating action on the information/referral desk would be a positive benefit immediately for senior citizens. He said that his office had already initiated requests from various organizations which provide services, information and benefits to seniors. A desk would be established which people could phone eight hours a day for information about services. The Recreation and Parks Department would handle this until the Human Resources Department got under way. The person involved on this desk could also be utilized to collect information on grants and prepare the groundwork for the Human Resources Department. Councilman Hamilton referred to the cost of $18,020 for establishing an information desk. Secretary Sopicki said that a Senior Secretary would eventually be handling the administrative desk for several programs. Councilman Aguilar asked if this person could be hired under the CETA program. Secretary Sopicki said, yes, if the CETA slots were available. He didn't know how many positions were left. Councilman Aguilar asked if there was my way of having a spare secretary do this. Mr. Sexton said they were short-staffed now for all these programs. Secretary Sopicki said that after the information desk became functional it would probably be put in the Community Center. In the meantime there was a room to be used in this building. Councilman Blewett stated that he did not think it was necessary to hire a new person when the City already had a Public Information Officer, as it should be part of his job to disseminate information to the people of the community so that they could be helped with their problems. Chairman Crites stated that the City Information Office and a referral center for senior citizens were two different set ups. It takes more than one person. Council discussion followed with concurrence that a quormi would not be in attendance due to conflicting dates of Meetings with Mid-Valley Co—unity Mental Health and Mid-Valley Manpower Consortiun. Counciluan Blewett planned to be in San Diego that night. Chairman Crites said that Oral Comaum cation was on the agenda to allow people to bring their problems to their attention. Tom Carpenter, 4346 Jerry, said that it was unconstitutional to have to listn through the meeting without being able to contribute. He said that all the Decision Packages should be funded with revenue sharing monies and that a million dollars of revenue sharing money had illegally been set aside to build a new City Ha11 but had not been used because a $4*7 Million grant had been received. Now the residual was to be used for buying furniture. He stated that this money could have been used for all the items requested except the buildings. He said that Don Holmes had twice made beautiful presentations asking the Council to consider a transportation program for senior citizens. Revenue sharing money could have been used for senior citizens rather than for buying new furniture- He said there was talking of using i^so old cars for transportation for them and putting them over in the Community Center with all the youth where they can not hear because of the noise. He stated that when Mr. Holmes made his last presentation he had been totd that that would be brought up by the Senior Citizens Advisory Commission, but he had not heard anything tonight about Don Holmes* presentation. Mayor Waldo stated that Don Holmes had made a presentation on a transportation program because of his request when he was President of the Chamber. He stated that it would he necessary for Mr. Sexton to assign someone to do the Staff reports. He said if he were assigned Decision Package One ho could have it by the next meeting but that Decision Package Two relative to the transportation system would take longer. It had already been requested. Councilman Hamilton clarified that he wanted a report brought back from Staff on their recommendations on the Senior Citizens Center and the entire program presented tonight. It was not good management to spend money without a study from Staff. Councilman Blewett said he was interested in the secretarial base and the Public Information Office to make sure there was a good management base to get the job done. Councilman Kitchel stdted that Mr. Sopicki had said he would have a report on this completed for next Council Meeting. Councilman Blewett said he would be out of town during the next Council Meeting. He asked how the Welfare Rights Organization request fits into the picture. He said their objective was the same objective as Package No. One. Mayor Waldo said there were many organi- zations in town helping senior citizens and that they a11 had their function but that the Welfare Rights Organization would have feed-in but were not a part of this package. Councilman Blewett read from Objective, Decision Package One, Page 8, and said this was right out of both reports. RECEIVE SENIOR CITIZENS ADVISORY COMMISSION REPORT. M/S/C: AGUILAR/BLEWETT. There were no objections. Secretary Sopicki asked for a report from Mr. Benbow, Principal of Adult Education for the school district. Mr. Sexton said that Mr. Benbow had gone but that he had said he could fill out 50% of the new facility with adult education classes. The hot meat program would not be held next Monday as scheduled because the restrooms at the Community Center had not been completed. Completion of the restrooms should be expedited so that they will be eligible for the hot meal program.
