He said comments by others in favor of Neighborhood Watch were not included nor the part about where he jumped on Mr. Blewett and he jumped on me". City Clerk Batkus stated that no partiality had been shown. Mayor Waldo asked Councilman Aguilar if he was requesting that these remarks be included in the Minutes. Councilman Blewett said that the Minutes could not be approved until Council had received another transcript. Acting City Attorney Ritchie agreed that the Minutes could not be approved tonight without the language there He said Council could order the language inserted into the Minutes. He stated that the City Clerk had the right to prepare the Minutes any way that she saw fit, although the Council does not have to accept them that way. He said the Minutes should be tabled with instructions to the City Clerk on what was being requested and inserted. PREPARE MINUTES OF NOVEMBER 3. 1977 VERBATIM. M: AGUILAR. Councilman Blewett stated that he could not vote to have the complete Minutes prepared verbatim as that would cost the taxpayers money. Councilman Hamilton said that would be going back to the old system of verbatim Minutes. Councilman Blewett said he would consider it reasonable to confine the request for verbatim Minutes to just the Neighborhood Watch. Mayor Waldo asked Councilman Aguilar if he wanted to contain it just to the Neighborhood Watch. Councilman Aguilar said no, as there were some things said, too, under Oral Communications. Mrs. Balkus said that she understood that the Minutes were to be tabled with instructions to do them verbatim. M/S/C: BLEWETT/ KITCHEL. Roll Ca11. There were no objections. 00- City Clerk Balkus stated that it was necessary to set charges and adopt regulations for Candidate's Statements for the March 7, 1978 General Municipal Election. Council must establish a method for sharing the cost of translating, printing and handling of Candidate's Statements and bilingual statements for candidates. She asked that a limit be set for the number of words on the Candidate's Statement. It was possible to print from 200 to 400 words; however, it would take more paper, printing and expense to increase the number of words. She recommended that each candidate for the March 7, 1978 election be billed for a prorated share of the costs of translating, printing and handling, including bilingual, for Candidate's Statements and that they sign a statement agreeing to pay their pro- rated share when billed by the City and that the statements to be filed with nomination papers be limited to 200 words. IBM System 7 Computer 2. IBM 5028 Operator Station 3. IBM Modems 4. IBM MFCU Card Reader DECLARE LISTED EQUIPMENT SURPLUS AND AUTHORIZE THE SALE OF EQUIPMENT TO THE HIGHEST BIDDER. M/S/C: HAMILTON/AGUILAR. There were no objections. 00- Acting City Manager Sexton referred to the request for a grant of $1200 by the Baldwin Park Welfare Rights Organization. He said they had been meeting with their officials and attempting to determine their eligibility for these funds. Their proposal had been delivered tonight and distributed among the Council and was self-explanatory. He stated that the Council should determine what action they wish to take and if they wished to fund them, make a contractual arrangement. Councilman Aguilar asked Councilman Hamilton why he had changed his mind about approving the implementation of the Andersen Report. Councilman Hamilton stated that he thought that Staff had been premature in advertising for four positions that are presently filled in Finance, Planning and Parks and Recreation departments. He said they should be given the opportunity to take over the new depart- ments before bringing in new people. They could advertise for someone to fill a position if that person couldn't handle it, but should not advertise now for all four. Councilman Aguilar said that Council had approved $100,000 for the Human Resources program and the authority to receive appli- cations. They had received over 100 applications. Acting City Manager Sexton stated that they had advertised to recruit persons for the jobs, based on approval of the Andersen Report which had set forth the character and level of the jobs and scope of work to be undertaken by whoever titled those positions. This included recruiting to fi11 positions of department heads who were presently holding positions whose titles and functions have been changed with the approval of the implementation of the Andersen Report. He said the Council's action in approving the changes recommended by the Andersen Report had been to set up these new structures. He said that this seemed like a cruel hoax to people who had borne up under the pressure that this Council had put on them this past year; specifi- cally the three department heads mentioned, Mr. Sexton said that the Council had the role of policy makers to implement the Andersen Report and deal with the questions of what the City becomes and how, what materials and people are required, and that Staff had interpreted that that was what Council meant when they adopted the Andersen Report and they were trying to carry this out. He stated that they have recruited and if approved, the next step of implementation would be undertaken. Councilman Hamilton stated he was in favor of implementation of the Andersen Report providing that no further applications be processed until it became necessary to fill that office if the person who was given the chance to do the job wasn't qualified. Mrs. Johnson had had a sign in her yard and her car window had been broken by people throwing rocks at the sign, so it was not all one-sided. 00- Efren Rebarra, 3863 Torrey, asked what was the position of the City Council on the Neighborhood Watch and whether they were with it or wanted more crimes. He referred to recruiting employees from the outside and the resistance to change and said that further study sometimes messes up the whole thing. He said that it sure wasn't the Baldwin Park police or City Council. 00- Acting City Manager Sexton responded to Mrs. Lucas's question regarding how long it would take to get a contract agreement for the Baldwin Park welfare Rights Organiza- tion. He said they would attempt to have a contract prepared by the next Council Meeting, December 1. Mayor Waldo asked Acting Assistant City Manager Sexton to call Mr. Will is tomorrow to talk to him about his permit to repair his sprinkler system. Mayor Waldo responded to Sandra Neal relative to her not receiving an invitation to the Saturday night Neighborhood Watch party. He said that everyone who had signed the list saying they wanted to participate had received an invitation. Councilman Aguitar stated that the invitations had been sent by the Steering Committee and that the City Council had nothing to do with the invitations. Mayor Waldo stated that the Co-Chairman could explain it later in the hallway, because Oral Communications had been closed. Councilman Hamilton stated that the Council had only received the Baldwin Park Welfare Rights Organization Report this evening and that the Council was not trying to stall, but it would be necessary now to prepare a contract to receive City funds. The City Council could have acted on it November 3 if they had received a report at that time. Acting City Attorney Ritchie stated that he had provided the City with a lengthy report a few months ago on what the City could expend funds for, such as to alleviate poverty and provide for recreation as set out in the Government Code. He said between these two provisions, there was justification for the expenditure of funds for the Baldwin Park Welfare Rights Organization as questioned by Michael Dargus. He said they would look at the terms of the proposal more precisely. Councilman Blewett said he would like to see an investigation made relative to the article concerning Mr. wiest in the San Gabriel Valley Tribune and presented to the City Council by the Acting City Manager at the next meeting. Mayor Waldo said he had already ordered an investigation. Councilman Blewett said that the Council should have been informed of the investigation. He said that both he and Councilman Hamilton had objected to the politicizing of the Neighborhood Watch program and that there had been an agreement at the last meeting that there would be no further Neighborhood Watch activities until after the election and past the two meetings they had had scheduled. He stated that his invitation had been mailed in the morning for the party the night of November 19 and mailed to the City Hail which was dosed on Saturday. He said he supported the program but not the prostituting of it. He said that he he hoped the City could come together, regardless of how the election went the next day, to make Neighborhood Watch happen and rebuild Baldwin Park. Councilman Kitchet referred to the Minutes of November 3, page 13, where Council had concurred that no more mail on the Neighbor- hood Watch meetings should be sent out at City expenditure until after the November 22 election. He said the mailings were paid for by individual donations and not with City money. He clarified that the motion had been that there be no more mailings, rather than activities, until after the election. Councilman Blewett said it was obvious why the party was held the week before the election instead of the week after it. Mayor Waldo said the second meetings would start next week and it had been the Steering Committee's idea to have the party after the first phase was over. AT 9:10 P.M. She said she objected to the conduct of that meeting directed at two citizens and that it was very unbecoming for the leaders of the City especially to have senior citizens dragged for display. She stated she hoped the City would soon have leadership it was proud of. 00- Larry Couch, 4557 Monterey, stated that everyone had been invited to Neighborhood Watch meetings and that the people that had showed interest were invited to a party paid for by the steering committee or from donations through private funds rather than City money. He said it was by in- vitation only and that the hall was leased and paid for; the gentleman that was there did not have an invitation and the gentleman who invited him did not have an invitation. He was an American Legion member but it was not open to the American Legion as it was a private party for members who had worked hard to form the Neighborhood Watch.
