SPECIAL MEETING OF THE BALDWIN PARK CITY COUNCIL DECEMBER 5, 1977
CITY HALL COUNCIL CHAMBERS) 14403 East Pacific Avenue 5:00 P.M.
The City Council of the City of Baldwin Park met in
special session at the above place at 5:00 p.m.
Councilman Hamilton led the salute to the flag. FLAG SALUTE
Roll Ca11: Present: COUNCILMAN HAMILTON ROLL CALL
AND MAYOR BLEWETT
Absent: COUNCILMAN AGUILAR
Also Present: ACTING CITY MANAGER SEXTON,
ACTING CITY ATTORNEY FLANDRICK,
ACTING DIRECTOR OF PUBLIC
WORKS SEXTON AND DIRECTOR
OF FINANCE HALLOWAY
Also Absent: DIRECTOR OF PLANNING KILGOUR,
CITY TREASURER MONTENEGRO
AND CITY CLERK BALKUS
Deputy City Clerk Winchester stated that Mrs. Batkus
was under doctor's orders not to attend the meeting.
Mayor Blewett read in full a letter to Russell E.
Blewett, dated December 5, 1977 from Councilman Aguilar
Letter in official files) Councilman Hamilton and
City Clerk Batkus had also received copies. Council-
man Aguilar had stated that he would not attend any
of the illegal" meetings that were being held but
that he would call a special meeting for December 7
at 7:30 p.m. to discuss payment of bills, public
hearings, zone changes and resolutions but would
not participate in any promotions, demotions or
firings.
Acting City Attorney Flandrick stated that it
would not be legal to handle public hearings
and zone changes at a December 7 meeting, as
these matters required noticed public hearings.
Mayor Blewett stated that for this reason they
could not be handled until December 15, 1977.
Councilman Hamilton asked if there was a way
to approv'e the payment of bills tonight.
Mr. Ftandrick said that the Government Code
section was explicit that the payment of b111s
and adoption of Ordinances required the
affirmative vote of not less than three members
of any Council.
AT 5:05 P.M. COUNCIL RECESSED TO EXECUTIVE SESSION
TO DISCUSS PERSONNEL MATTERS. M/S/C: BLEWETT/
HAMILTON. The motion carried.

At 6:08 P.M. Council reconvened. The same
people were in attendance as at the beginning
of the meeting.
Mayor Blewett announced the resignation of
Acting City Manager Sexton and said that copies
were available to the press and for people in
the audience to took at after the meeting.
