She stated that although there were from twelve to fifteen members on the Commission, the nucleus of the group were the four members that were present. She said their concern was that 1f the Council wished them to continue that they be made permanent but have the membership changed to five members as it had been difficult to get a quorum with fifteen members. She stated that some of the problems with Eastside and Northside groups had been alleviated; they had had car washes, barbecues and other activities and last summer they had raised money to send the youth to summer camp. A graffiti program had been started; more resource Outreach workers had been added and they had received cooperation from the Recreation and Parks Department, the Boy's Club and the Police Department. A juvenile resource policemen had been added and people who were concerned had been working hard. Councilman Hamilton commended the members of the Commission for the things they had accomplished and encouraged them to continue. He asked what the Council could do to help. Mrs. Genda stated that they had been made Advisory Commission for a year and that it would help to be made permanent with five members and other resource people to help out. She said that only two of the original fifteen members had resigned Reverend Mat one and Ray Gomez. Reverend Malone had been very active until his resignation. They wished to be made a permanent Commission of the City. Councilman Hamilton stated that the Recreation and Parks Commission and Planning Commission were appointed for specified years and were not permanent. Councilman Aguilar said they were talking about the Commission itself and not the members. Mayor Btewett stated that a11 Commissions of the Council were advisory. Chairman Genda said she understood that as an Advisory Commission they could not sponsor the car wash; they had to just be working on it. He suggested talking to the City Attorney about the legal ramifications of permanent and non-permanent Commissions and setting up terms. Councilman Hamilton said he questioned dropping from fifteen to five members as he felt their Commission needed more help than that. Chairman Genda stated that Rene Vasquez and the Commissioners present had accomplished most of the work, but that a great deal of help had come from other sources. Councilman Hamilton stated that before appointing Commissioners, he had always talked to them first to find out whether they were interested enough to serve. He asked the feelings of the Commissioners present on having only five Commissioners. Commissioner Benzor said that fifteen would be ideal if they were alt active. Councilman Aguilar stated thrit they can get a quorum with five dedicated people arid might as we11 leave it tike th^t. He said Mid-Valley Manpower Consortium had written Lhat they were not able to get ten people out of their thirty Advisory members to take an interest. Mayor Blewett suggested that the Resolution be made expandable so that more members could be added if needed. Chairman Genda and Commissioner Benzor confirmed that there had been no problem in getting help for car washes and meetings, but that there was never more than five people when they wanted to take action. Councilman Aguitar asked if it was possible to have a five-man Commission with the authority to have an advisory Board under them. k Mayor Blewett said this should be researched to find ways. Councilman Hamilton said that five members did not seem enough but that they may want to make a permanent Commission of five and make it more later, if that is what the Commission wanted. Chairman Genda referred to pictures of the last car wash on the bulletin board. She said there were Outreach workers and workers from the Boy's Club, Recreation and Parks Department, religious leaders, schools, students and parents all helping when an activity was planned. Councilman Aguilar referred to the problem of the youth in getting jobs and the CETA program. Chairman Genda said that certain students did not meet the poverty level so did not qualify for jobs under the CETA regulations. She said there was a need to convince City business- men that there were a lot of students who could work for them rather than relying on the CETA program. Sometimes the students couldn't get on the CETA program because it took several months to decide who was going to run the program, although the money was available. Councilman Aguitar referred to communications between the Police Department and youth and a program in San Bernardino County to get the young adults involved and teach them what their rights are when they go to court. Chairman Genda stated that the Police Department had been actively supporting the car wash and this had given the kids a different viewpoint. She said it was really an aid when there was an in-house probation officer or someone the youth could go to for advice. The youth team had been a great help and would continue to be. A great deal had been accomplished although there hadn't been a l^f donp by some of the original committee, the City had backed the Commission very much. Mayor Btewett stated t.h^it Councilman Aquilar had suggested it and Lhf- i^v was in Lhe process of trying to develop a directory of all the resources in the community. He sked if the Youth Activity Advisory Commission could list the services that wpre specifically for the youth to make this a separate section of the directory. He asked Public Information Officer Sopicki if the directory was planned to have the various sections compartmentalized. Mr. Sopicki stated that the various services were separated by activities but were running page to page and would not be something that could be pulled out. He said there were fourteen different sections including senior citizens, youth activities, job opportunities and training, medical assistance, housing and other services. Mayor Btewett asked if Mr. Sopicki could get a copy of this to the Youth Activity Advisory Commission and perhaps they could add something to this 11st. Chairman Genda agreed that they would be glad to contribute listings of services for the directory. She referred to work their group had done with hot tine numbers. Mayor Blewett stated that he would like to see Operation Big Switch reinstituted. He said it was a day when they could see how the young folks felt. Chairman Genda said she thought it was an excellent idea. It took a lot of organization between the schools, the City and the various offices but would be something to look into. Mayor Blewett suggested having it in May. Councilman Hamilton said he had enjoyed working with the students on Operation Big Switch and wondered why it had been discontinued. City Clerk Balkus said that possibly one reason it had oeen stopped was because there were complaints from some Councilmen and department heads because some of the students that were sent had no inclination to team about City government. They did not want anything explained to them and did not ask any questions. Mayor Blewett said he had learned something from it when he had participated. He said that this was the same kind of reasoning that had stopped having the carnival for a couple of years and that this Council did not believe in that kind of philosophy. Chairman Genda stated they had had a good deal of help from Syl Medrano, Joice Lewis and Gloria Tobar when they were working through Bassett and La Puente. She said they have plenty of resource people if they had enough people to vote to go get them. The Baldwin Park Service Council and PTA had donated a great deal of money and time. Mr. Pierce and Mr. Benzor and their wives had done a great deal of work providing them with food. Mario Lopez had given them his restaurant to cook food for numerou. hours and donated 70 dozen tortillas. Councilman Aguilar suggested that when the Acting City Attorney was asked about making the Youth Activity Advisory Council permanent that he also be asked if it was possible for the Commission to use their Commission name to sponsor raising funds. They could not do this in the past. Chairman Genda said that this was the problem. They had to do it all individually, Councilman Aguilar said maybe they could use the title they have to raise funds. He didn't think they had to incorporate since the City already was incorporated. Mayor Blewett stated that the Acting City Attorney should answer these questions. Councilman Aguilar said if they do have to incorporate to let Council know right away so that they could rush the matter through. He asked Mrs. Genda if the youth had any problem sticking to their jobs, Chairman Genda said that once the student was on the job and had been working for a couple of weeks, they became interested in it and sometimes more involved in school. There were 200 kids for every opening. Councilman Aguilar stated that the Council had funded the Intercommunity organization who have had over 100 participants; however, they would work at a job two days and then get another one. Chairman Genda said they had never had responsibility before for that. CETA workers had started working at 16 and by the time they were 18 they were accustomed to working and would stick with the job longer. She said an 18-year old who hadn't finished school didn't want to face an 8-hour work day anymore than he had liked school, even though the money was there. Parents & Youth had had a program for high school dropouts over 18. They gave them intensive training on how to present themselves for a job and their responsibilities. She said some had been successful afterward and some hadn't and that she thought it could be a very excellent program. Commissioner John reaffirmed what had been said about behavior patterns and said that if the job market was available to students at an earlier date they would assume respon- sibility by the time they were 18 for a day's work and pay. He stated that being dependent upon welfare payments was inbred and continued rather than starting a new pattern. This affected their desire for school and their attendance pattern. He said he believed if something were set up within the community and more jobs were available, if only for a couple of weeks, the student would team to be self-sufficient continued) February 9, 1978 Page 5 A.C.A. Chairman Genda said it also makes them feet more loyal. She stated that a lot of the so-called gang members had helped on activities and that no cars had been hurt or graffiti found. When they were given responsibility, they were loyal to that person when they had to work for it and knew they were going to get something for it in the end. Mayor Blewett stated that Senator Hayakawa had intro- duced a bill which would allow employers to pay young people less money, since the price of minimum labor had gone so high that they were being forced to compete against adults for jobs. He said that more sympathy is usually felt for the adult trying to get the job and that there were a lot of jobs for kids if the labor laws were changed to allow them to work for less. Chairman Genda said the OSHA laws kept a lot of young people out of the job market. Mayor Blewett said it was necessary to be 18 to have a job as box boy in a market. The age limit used to 16. He said he did not understand it because it was not a dangerous job and that it was too tate if young people weren't taught to work unfit they were out of school. Councilman Aguilar stated that one of the Outreach Workers had had to quit his job to run for Council and that there was an opening there. He said that the person who takes tins job should be able to talk to the kids and not just have a degree. Mayor Blewett said that if Tony didn't win the seat he may want the job back in another month so the job might as well be kept open. Chairman Genda said that the Outreach Workers had been outstanding and had given much time on their own. Councilman Aguilar suggested looking at the budget next year to see if they could hire more Outreach Workers, Mayor Blewett stated that the budget may be $700,000 less than normal if the Jarvis/Gann Initiative passes. Councilman Aguilar said that next year they would have more CETA money and they could possibly use a couple of those positions. Commissioner Benzor stated that when the kids had gripes about being hassled" by the Police Depart- ment when they thought it was unfair, they had gone with them directly to the Chief and the problem was stopped immediately. He said that before the Commission they were afraid to relate this to anyone. When they received a citation a lot of the kids didn't know that if they signed the ticket it was not an admission of guilt and that if they didn't sign it they could go to jail. Mayor Blewett stated they would receive a response after the Council looked into a couple of things such as what the enabling act was. Councilman Aguilar said he wanted the Commission to have the authority to use their title to raise money and to have a Board with the core group a membership of five. Mayor Blewett stated that Mr. Sexton would prepare documents for the Council of what they have and Council would decide what action to take. Councilman Aguilar suggested setting a date for the end of the month. Comimss toner Benzor asked if the Commission could receive any money from the City to operate with. He said he was not talking about salaries. They could use funds to invite a we11 known speaker that would motivate the kids or to send them to camp. Mayor Btewett, stated that personalty he did not feei that the City should sponsor sending the youth to camp except through organizations like the Boy's Club. He suggested sending a letter to Council if they wanted a speaker and that perhaps money could 1)0 taken from some other source such as Parks & Recreation or the Chief of Police's budget, since it was crime prevention or a form of recreation. He asked that a request be made each time there was a need. Henry Pedregon spoke from the audience and said that he was working with the Community Youth Services and would tike to see them work closer together with the Youth Commission. He said a research developer was now seeking funds to get programs under way- Chairman Genda stated that T-hey have already sent for the programs that the Federal government wi11 fund for crime prevention, particularly usinq recreation and boxing. She was expecting the report by the end of the week. She stated that they hadn't been able to get together with the Outreach Workers because the Youth Commission hadn' L h'-id a quorum. A11 these costs turned the kids off. Commissioner Benzor referred to dances at Sierra Vista High School and said that some of the young people who didn't have jobs could not afford 25<t to get into the dance. Sometimes they went out in the parking lot and wrecked cars or slashed tires. He said he would rather see them provided the 25^ to go in rather than leave them in the parking lots or the streets. Councilman Aguilar suggested playing records and having a dance at the Community Center. Commissioner Benzor suggested that the City Council and Youth Commission get together with school officials and talk to them about letting those who couldn't afford it attend without paying admission so they could keep an eye on them inside. He said the recommendation of the City Council was needed. Mayor Blewett said the Council could not make a policy decision as they had no authority over school events. He stated that if Mr. Benzor would phrase a letter asking this question and get it to Mrs. Coryetl, he would direct a letter to the School Board saying that it had been brought up by the Youth Commission and ask them their reaction to it. Councilman Hamilton said they would have to be very careful about what they were asking as some of the students would be getting in free and some would not. Some would work and earn money so they could get in at the ball game so this would be discrimination unless opened up free to a11 students. He said he would not sanction this as long as he had a vote on Counci1. Councilman Aguilar suggested having a dance and asking each student to bring in aluminum cans rather than charging them. Mayor Btewett said that the kid from the tower middle class family was the one who was put upon as he was over the poverty level and didn't qualify for the social programs. He couldn't get a public employment job and there weren't many private jobs to be had. It would destroy his initiative to see people who are doing less getting more. Commissioner Benzor referred to the kids who can go to school and get free lunches. This list could also pertain to the ones who could get in free to the dances. Councilman Hamilton said that talking about children who were hungry was different than speaking of recreation. He stated that high school boys should have the initiative to earn enough money to go to the ball game. He said it was getting like Socialism where continued) February 9, 1978 Page 8 MR. He said he didn't have much sympathy with these kids that didn't want to walk a mile or so to work and said, let's don't give it all away but let them earn it. He stated they should make jobs available to them to earn money. They could carry papers, mow lawns, trim shrubbery and many other jobs but sometimes they did not want to work. He said he did not go along with the philosophy that someone should wreck cars because they don't have money to get into the dance. Chairman Genda explained that the school dances have become very expensive because the kids demand expensive bands and the schools can't support that without charging. The cost of a band was $350 for an hour and a half, including light show and fireworks., Mayor Btewett asked Commissioner Parritia what the cost was at the high school for a student activity card. Chairman Genda said that the cost was between $22.00 to $35.00. Chairman Genda stated that this would get a student into some of the games and the dances at a discount. She said the more expensive one would get them a Year Book. She quoted prices for attendance to dances and games with and without the student activity card. Mayor Blewett said that Council could consider using money through Manpower and Title money to counsel students to possibly set some of their money aside toward a student activity card and proper expenditure of their money. Chairman Genda stated that students were offered a Time Plan to purchase their card and the card was no longer required in order to participate in sports. She said the expense was not the fault of the group sponsor- ing the activity but was caused by inflation. She said charity football games were run every year to help support the football team, even when they went to CIF, because they didn't get that much money and the insurance was horrendous. Chairman Genda stated that she wished to recognize Santos Hernandez in the audience as an Outreach Worker who had worked very hard on their activities. AT 8:45 P.M. THE MEETING ADJOURNED.
