CITY HALL COUNCIL CHAMBERS) 14403 East Pacific Avenue
The City Council of the City of Baldwin Park met in
special session at the above place at 7:30 p.m. for
the purpose of discussion and action on alt matters
nn the February 16, 1978 agenda, except Appeal on
CP-250. Notice of the meeting was given in the
i.ianner prescribed by law.
An invocation was given by Reverend Abet Rodriguez,
Primera Iglesia Hispana Church.
Councilman Hamilton led the salute to the flag.

iad been initiated by former Mayor Emmit Waldo in memory
f James Garrow to Mrs. Garrow in recognition of Mr.
harrow's services to Baldwin Park.
Ars. Garrow introduced her daughters, son-in-law
md granddaughter and thanked everyone who had had
5 part in the Memorial P1.ique. She aid it had
een shown to Mr. Garrow before Ins dooth and had
neant a lot to him.

f the Valley Forge Program, and complimented the
\merican Legion, the Vat ley Forge prog^m and
eop1e tike Mrs. Le Masters who strive to make
education a meaningful experience to young people.
1r. Farkas stated that the Vat ley Forge Program
/vas to acclimate the young people to the signs of
Americanism: love of God, love of country and to
orepare them to eventually carry on these programs,

Acting City Manager Sexton referred to the
request for waiver of time limit for Appeal
on Parcel Map No. 941. He said the appeal
had been received several days after the
10-day time limit and recommended Lhat Council
waive the time limit so that the appeal could
be presented at the next Council Meeting.

Acting City Manager Sexton stated that the
Staff had been authorized at the last meeting
to purchase two of the three parcels of land
for the new City Maintenance Yard. Negotiations
with the owner Mr. Minter) had been completed at
the appraised value of $33,000 for the third
parcel 13154 E. Fairgrove).
APPROVE PURCHASE OF PARCEL FOR $33,000 AND
AUTHORIZE STAFF TO ENTER INTO ESCROW PROCEED-
INGS. M/S/C: AGUILAR/HAMILTON. Roll Call.
There were no objections.

Helen Gibson, 13268 Francisquito, asked
where the land was located that was being
purchased for the new City Maintenance Yard.
Mayor Blewett said the property was located
at the rear of the old Highway Patrol Building
on Garvey Avenue and that the Staff had purchased
it for one quarter of a million dollars less than
it had been budgeted for. They would be able
to use the existing building.

Councilman Hamilton welcomed friends from his
church and visitors who had never attended the
Council Meeting. He said Council Meetings
would be on the first and third Wednesdays
of each month and that they were welcome to
express their opinions for improvement of
the City.
