In conformance with the City Council of above place at 7:30 Certification as to General and Special Section 22932 of the Elections Code, the City of Baldwin Park met at the p.m. to receive the City Clerk's the results of the March 7, 1978 Municipal Election. An invocation was given by Councilman Hamilton. Councilman Aguilar led the salute to the flag. Ro11 Ca11: Present: COUNCILMAN AGUILAR, HAMILTON AND MAYOR BLEWETT INVOCATION FLAG SALUTE ROLL CALL Also Present: Absent: ACTING CITY MANAGER SEXTON, DIRECTOR OF PLANNING KILGOUR, CHIEF OF POLICE CHELLINO, CITY TREASURER MONTENEGRO AND CITY CLERK BALKUS ACTING CITY ATTORNEY FLANDRICK DIRECTOR OF FINANCE HALLOWAY Mayor Blewett stated that Mr. Ftandrick was unable to be present. 00- City Clerk Batkus announced that this was the time and place fixed for receiving the City Clerk's Certification as to the results of the General and Special Municipal Election held Tuesday, March 7, 1978. She stated that, as authorized by Resolution No. 78-21, a canvass of the election returns was made by a Board on March 8, 1978 at 2:30 p.m.; 76 absentee ballots were cast and 3,583 ballots were cast at precincts, for a total of 3,659 ballots cast. She stated that the Certificate of Canvass was attached to Resolution 78-30 which indicated the votes cast for a11 candidates; that the following were elected as Members of the City Council: for the fu11 term of four years; Robert H. McNei11 and Jack B. White; for the short term of two years, Bobbie W. Izett. City Clerk Batkus read by title: RESOLUTION NO. 78-30 RECITING THE FACT OF THE GENERAL AND SPECIAL MUNICIPAL ELECTION HELD IN SAID CITY OF BALDWIN PARK ON THE 7TH DAY OF MARCH, 1978, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW RESOLUTION NO. 78-30 ADOPTED AND FURTHER READING WAIVED. M/S/C: HAMILTON/AGUILAR. Ro11 Ca11. There were no objections. 00- On behalf of the City, Mayor Blewett presented a Special Services Award Plaque to outgoing Councilman Hamilton. The new Councitmen were seated. Councilman McNeill stated that he hoped that the people in Baldwin Park would continue to help him in the job he would undertake to do. He said he would work with the Council and hoped for a successful year. Councilman Izell thanked the people of Baldwin Park for their confidence in electing him and said he hoped he would be able to fulfill their confidence in him. He said he was looking forward to what he could do for the City and that he especially wanted to thank his wife. Councilman White thanked the voters and promised to work hard for the city. He invited the candidates to come back as everything that might have been dividing them was behind them. He suggested they get together to show the City what a harmonious Council, community and public employees can do. Councilman Aguilar stated that the last three months had seen peace and quiet on the City Council. He said as long as personalities were kept out of decisions, they could move the city forward. Mayor Blewett stated he was glad the day had come when Baldwin Park would have a full City Council. The last three months had been trying times. He expressed his appreciation to Councilmen Aguilar and Hamilton for working toward the betterment of Baldwin Park. Councilman Hamilton thanked the people of Baldwin Park for the confidence shown in electing him and said he had made mistakes in the last ten years, but they had been honest mistakes. He said the city had moved forward and that now that five good men had been elected to the City Council it would move forward even more. He asked that a11 get behind the new Council to assist them as they solicit help. He stated that they should start anew and work for the betterment of the community. He stated he felt privileged to have served on the Council. Mayor Blewett quoted from Mahatma Ghandi as a tribute to Mr. Hamilton that there were seven sins in the world: wealth without work, pleasure without conscience, knowledge without character, commerce without morality, science without humanity, worship without sacrifice and politics without principle. City Clerk Balkus stated that nominations for Mayor were now open. COUNCILMAN WHITE NOMINATED COUNCILMAN BLEWETT FOR MAYOR. COUNCILMAN IZELL SECONDED THE MOTION. COUNCILMAN WHITE MOVED THAT THE NOMINATIONS BE CLOSED. COUNCILMAN MC NEILL SECONDED THE MOTION. Roll Call vote on the nomination of Councilman Blewett. There were no objections. City Clerk Balkus stated that Councilman Blewett was elected Mayor and that he would now assume the chair. City Clerk Balkus stated that the nominations for Mayor pro tern were now open. COUNCILMAN MC NEILL NOMINATED COUNCILMAN AGUILAR FOR MAYOR PRO TEM. There was no second to the motion. COUNCILMAN IZELL NOMINATED COUNCILMAN WHITE FOR MAYOR PRO TEM. MAYOR BLEWETT SECONDED THE MOTION. COUNCILMAN AGUILAR MOVED THAT THE NOMINATIONS BE CLOSED. There were no objections. Roll Call vote on the nomination of Councilman White: Ayes: COUNCILMEN IZELL/BLEWETT/WHITE Noes: COUNCILMEN AGUILAR/MC NEILL City Clerk Balkus stated that Councilman White was elected Mayor pro tern. 00- Mayor Blewett stated that the principle that all councilmen would be treated equally would remain in force and that he wished to be notified if any councilman felt that information was not being disseminated to each individual. He offered his assistance and that of Councilman Aguitar and Mr. Hamilton to the newly elected officials. City Clerk Balkus presented the badge of office to Councilmen Izell and McNeitI and said that Councilman White's badge would be presented in the near future. Councilman Hamilton had turned in his badge but two had been tost or misplaced. Councilman Aguitar stated that he would tike to see Mr. Hamilton keep his badge. Mayor Blewett said that Mr. Hamilton would receive a badge. Mayor, Retired. City Clerk Balkus stated, speaking on behalf of the City, that the badges were the property of the City, similar to a police badge which is turned in when the policeman leaves. Outgoing councilmen are given a plaque and a Retired badge. Mayor Blewett said his Mayor, Retired badge was beautiful. Mr. Hamilton said he appreciated Councilman Aguitar's suggestion but that he had received a Mayor, Retired badge and a plaque and did not want the past procedure to be changed now. 00- AT 8:02 P.M.
