MAYOR BLEWETT ADJOURNED THE CITY COUNCIL MEETLIG TO THE CONFERENCE ROOM. Mayor Btewett said this was the Planning Commission's regularly scheduled meeting night in the Council Chambers and that the public was welcome to attend the Council Meeting in the Conference Room. 00- At 7:40 P.M. Council reconvened in the Conference Room. Attendance was the same as at the beginning of the meeting. Jean Susterick, Activity Director of the Tri-City Golden Age Convalescent Hospital and Home, addressed the Council on National Nursing Home Week celebration. The Council, along with public relations representa- tives and the Senior Citizens of Bassett Adult Education were invited to attend a luncheon Saturday, May 20, 1978 at 12:30 p.m. at their facility. She distributed information among the Council relative to the various activities available at their convalescent hospital. 00- At 7:50 P.M. Councilman Aguitar arrived. Mayor Blewett thanked him for attending a id-Valley Manpower Con- sortium meeting at Morgan Park, which had made him tate in arriving for this meeting. 00- City Manager Sexton asked for staff reports on police protection for a Cinco de Mayo celebration to be held in Morgan Park May 5 and 6. Discussion followed whether further information would be available at a Council Meeting to be held at 5:00 P.M. Friday, April 28. Chief Cheltino stated that the amount of officers provided would depend upon the size of the crowd attending. Director of Recreation and Parks Lucas stated that he would bring Roberto Velasquez to the meeting, as he was in charge of the events. continued) 7:40 P.M. Mayor Blewett said that the Lieutenant Governor of the state would be attending the dinner and that four officers between the two functions would be appropriate. There were no objections. Frank Zarate, 1748 Halinor, presented Chief Chellino with a list of civilians who are going to help police the area at these events. Councilman McNeill suggested that these civilians wear some type of identification so that the Police Department as well as the crowds they were attempting to control would know who they were and respect them. 00- City Manager Sexton said that a management audit performed by Arthur Anderson & Co. had been authorized by the City Council in March, 1976. He read the purpose of the audit and stated that an extensive investigation with interviews of Councilmen, department heads and others had been conducted for sixteen months. The Report had been presented to the Council in June, 1977 and essentially received. He referred to a list of their findings and recommendations in each of the six areas reviewed. One recommenda- tion was to formally develop a Master Plan for the next few years and let the Staff work on it. A formal reporting framework should be established, and he said much of this was recommended to be handled through a planning and budgeting system. The third large area was Council responsibilities versus City Administration. He stated that in the past time had been wasted by Council on minor, routine matters which Staff should have handled. Mayor Blewett said he would like for the Council to discuss the Management Organization Structure of the report, and to find out how Mr. Sexton felt was the best way and what was the best structure to effectively run the City. Councilman White referred to the recommendations relative to a formal master plan and the establish- ment of goals and asked for a projection. Mayor Blewett stated that Council had been on a maintenance program and needed to evaluate the needs for management personnel. Councilman Izell inquired whether the old Council had made any actions that might conflict. Councilman McNeitt said he was interested in the budgeting and planning process and that he had read that there presently was not a good system. Mr. Sexton stated that that was being taken care of. The system was more vulnerable than it had to be. Mr. Sexton described the present organizational structure. He said that during the auditing process, they had listed everything and tried to group them into similar departments. Presently the Business License Clerk was in the Finance Department although this was a form of enforce- ment, and the Recreation and Parks Department also deals with senior citizens and a myriad of other things. The Police Department stood by itself, but by this grouping they arrived at a department called Human Resources and another called Administrative Services, which would include everything to do with administration: data processing, personnel and purchasing. Economic Development would encompass anything to do with economics, redevelopment and getting grants, which was being done now by all departments. A department called Physical Resources had been recommended, which would include Planning, Public Works, all areas dealing with maintenance of the City, and also encompassing Housing, which was not homogeneous with these other departments. The Department of Public Works and Planning Department had been effectively deleted with this rearrangement. This Physical Resources Department was being referred to as Community Development. Probably one Department Head and one secretary will be deleted. Director of Housing Cunningham explained why the duties of the Housing Department did not fit into the Economic Development category. The duties dealt with the Housing Authority and housing problems of the community, which was more of a service to humanity area, rather than the functions of building, planning and street maintenance. He said that housing was a top priority of HUD and was so critical that indications were that housing would be a permanent area until many problems are eased in the future. Discussion followed on the size of staff in the various departments and the difference between the responsibilities of the Housing Department and Economic Development, since both dealt with seeking grants. The administration of grants was much greater than the application for them. Mr. Sexton stated the positions of Director of Commercial Industrial Devevelopment and the Assistant City Manager were vacant in the present organizational structure. Mr. Sexton explained how Assistant City Managers had been utilized by the City in the past and stated that he tended to prefer to manage without one and that in light of the Jarvis-Gann issue, this position might be too expensive to afford. Council discussion followed on advertising for department heads for Physical Resources, Human Resources, Administrative Services and Economic Development. Applicants had been interviewed for Economic Development only. Mr. Sexton stated that there were presently about 200 positions and that if responsibilities were switched, probably more than that won't be needed. He said it would be necessary to hire within the Public Works Department as Acting City Engineer French was working there only about two hours a week where in the past there had been 10 man days per week in its executive administration. This department needed more direction and supervision Council reviewed the organizations recommended by the Andersen Report and their department heads. Mr. Sexton confirmed that there was presently a Housing Department with Mr. Cunningham, Police Department with Chief Chetlino, Human Resources Department with Mr. Lucas, and Administrative Services with Mr. HaTloway. There were vacancies in the Economic Development and Community Develop- ment areas. He said that there was an expansion of duties to form the Community Development depart- ment, which would combine Planning, Engineering, City Maintenance and Building and that it probably wouldn't be fair for Mr. Kilgour to assume all these responsibilities. Council concurred that they had the responsibility of approving an organization tonight, with or without an Assistant City Manager, and with the addition of a Housing Department. Mayor Btewett proposed combining the Housing and Economic Development departments. He said that the City had been hiring consultants and that if additional expertise in Community Redevelopment was needed, it could be hired outside. Mr. Cunningham had been very capable in a lot of things. Councilman White agreed and said that five people seemed too small for a department and that it might be more economical to hire a consultant rather than a full time department head. Councilman Aguilar said it would be better to have a group of five people whose job was to get federal grants than having thirty or forty people in the department. Mr. Cunningham conceded that there were the same types of programs in both Economic Develop- ment and Housing. Councilman Aguilar stated that he was in favor of those working on grants being separated from other areas, in order to do a better job. He said there many grants to work on. Mayor Blewett stated that there were grants available in the different departments that were closely related. Mr. Sexton explained that Housing dealt with minor economics of family interest while getting the grants for CRA was big-time money and was not personal. He stated that from $60 million on the San Gabriel River Redevelopment project, tax increment money will be tunneled back to the Housing Department, by new law. He said he was wasn't sure that the two departments should be working together. Mayor Blewett said that he had thought it would be convenient for the two departments to be working together in the spirit of the law, but that Mr. Sexton had made just the opposite point. He said he would like to see the two departments combined and that if they didn't work out, they could be split later. He stated that Economic Development had two projects. One was far down the road; the other was just beginning. He said the senior citizen housing money was starting to dry up but there were other forms of housing. He asked Mr. Cunningham for his opinion on combining the departments. Mr. Cunningham said he hadn't even considered it, There was further Council discussion on whether the Economic Development and Housing Departments could be combined. Suggestions were made that whoever was in charge of that department would delegate responsibilities and hire someone to help if necessary and that the City Manager could bring his recommendations to the Council for approval. M/S: WHITE/MC NEILL. Councilman Izell said he preferred to have Mr. Sexton draw up the management program. Mr. Sexton said that the only important question was whether the Housing Department should be combined with the Economic Development Department or not. Page 6 organization structure but did not like the name Physical Resources and preferred that it be called Community Development Department. Councilman Izell said he didn't want to put any restrictions on what the City Manager could do. Councilman McNeill said that a specialist had been paid to draw up this report. He thought it was a good plan and that it would be a waste of dollars not to accept it. With this motion, the City Manager could make changes and bring them before the Council for approval. Councilman Izell asked that the motion be restated. Councilman Hhite restated the motion and at Mayor Blewett's request, added to the motion that THE CITY MANAGER MAY CHANGE THE TITLE OF A DEPARTMENT IF HE DEEMS SO NECESSARY. Councilman McNeill concurred. Roll Call. Ayes: WHITE/MC NEILL/BLEWETT. Noes: AGUILAR/IZELL. The motion carried. Councilman White stated that the City Manager should now move ahead to complete staffing. Discussion followed relative to the advertising that had been done in the past. Six hundred applications had been received and applicants had been interviewed for Economic Development. Councilman McNeill stated his opinion that Department Heads already in the positions whose duties were to be expanded should merely have their job descriptions and titles changed and be elevated to the proposed positions, provided they were doing a good job. He was not in favor of advertising jobs that were already filled in the City but that advertising be conducted for newly created positions recommended by the Andersen Report and applicants interviewed. Mr. Sexton stated that there would be no change in the duties or title of the Chief of Police; Mr. Lucas qualified now and would under the new title of Human Resources; Mr. Halloway certainly qualified for Administrative Services; the position in Economic Development had not been determined, although interviews had been conducted and three were still interested. He said that if Housing was combined with it, a new job description would have to be written. He referred to the position in Community Develop- ment and said that Mr, Kilgour would be going from one position and assuming four in order to fill this position, but he did not have an engineering license. He said it would be possible to have a Director and a City Engineer. Mr. Sexton stated that he and Mr. French were licensed but that Mr. French only worked two days a week here on a consulting basis. So the only two positions in doubt were Economic Development and Community Development Departments. CITY MANAGER BRING BACK RECOMMENDATIONS REGARDING HOW POSITIONS SHOULD BE FILLED. Data Processing and Budgeting Methods should be handled during budget sessions and that the Operating Controls and Management Improvement program could be implemented after the City Manager had built his team. Councilman McNeill stated that the 3-year and 5-year plan should be implemented as recommended by the Andersen Report. Councilman White said that the Council should allow the City Manager to build his organization and prepare target dates later, Mr. Sexton referred to the Priority Sequence recommended in the Andersen Report and said that progress was being made in the f-irst eight recommendations on the list. AUTHORIZE CITY MANAGER TO ADVERTISE FOR ANY POSITION HE NEEDS. M/S/C: BLEWETT/AGUILAR. There were no objections. 00- Director of Housing Cunningham referred to his staff report on Housing and Code Enforcement and the proposed Tenant Occupancy Ordinance patterned after a Pasadena Ordinance. He stated that when this Ordinance was first considered two years ago, the City had only a Code Enforcement program with no funds to provide to citizens to improve their homes. Since then, funds have become available from federal and state programs to use with the City's normal building and housing Codes and nuisance Ordinance to help people to get things done without their displacement. The Section 8 Housing Program helps to rehabilitate properties and provide senior citizen housing. HCDA funds had had limited use but a Resolution had been adopted to make application for funds under the California Housing Finance program to provide financing for the medium and upper income level, rather than the lower income level which HDD provided for. This CHFA program will begin soon after May 16, 1978. He stated that the toots were now available to get everything done without the type of Code enforcement which would be a hardship on tenants and landlords rather than assisting them. He referred to the various Housing programs and funds available for new construction, rehabilitation, and existing, with loan programs and assistance for handicapped and the elderly, application for the CHFA program and UDAG, CRA, second and third year funding and a new Section 502 program for commercial development, He recommended that the Occupancy Ordinance not be adopted at this time. He said that HUD had placed a limit on additional senior citizen new construction housing; however, the CHFA program had plenty of funds available for senior citizen construction financing. He said there were regulations under the CHFA program for financing low income housing which the Council will be discussing at a later time. Councilman McNeilt stated that he was not in favor of adopting the Tenant Occupancy Ordinance and wanted to copy after only the progressive cities. He stated that they were having many complications and poor results from their program. He said that in this City they are trying to update the older housing and save their inventory of housing rather than to rebuild and refinance at a prohibitive cost to citizens. He said that the state Regional Housing Plan guide- lines that they must adopt was going to mandate that they provide housing to them, Mr. Sexton stated that both Governor Brown and President Carter's urban policies are trying to save and maintain the cities rather than to abandon them. Council discussion followed relative to inspections on the Nuisance program. Councilman McNeill reported nuisance conditions at 3336 Mill bury Avenue and at the corner of Merced and Mi 11 bury Avenues. Mr. Cunningham confirmed that the County disced the weeds in the vacant lots while the occupied lots were taken care of by the City. Councilman McNeill referred to the No Parking" Ordinance in the City and stated that it was a hardship for citizens to be given tickets for parking on the street because there wasn't ample parking space. He said he had made a survey of several cities who had signs posted on every street of the hours when the street sweepers were coming by and parking would be prohibited. He suggested that the Ordinance be modified to give the citizens a definite time that they couldn't park on the street and that signs be posted where people could see them. He said he was in favor of keeping trucks, not cars, off the streets. Mayor Blewett stated that it had been the policy of the former Chief of Police to want to keep cars off the street. He explained that the City street sweeping was not done in-house because in the past they hadn't had the facilities to handle it. The cost was $60,000 yearly. Councilman McNeill said that the street sweeper that had been contracted should sweep the streets at the hours the City wanted him to sweep them. Councilman White stated that the No Parking" law had been recommended for crime prevention and to discourage abandonment of vehicles. Mayor Blewett appointed Councilman McNeitt, Chief Chellino and City Engineer French as a committee to come back to Council with recommendations on the No Parking" Ordinance. Councilman Aguilar said that a study had been made on this sixteen months ago. Mr. Sexton said that the results of a poll taken in the Newsletter was that the citizens wanted the Ordinance. Mayor Blewett said that he would direct that City Manager Sexton be named to the committee for recommendations on the No Parking" Ordinance, rather than City Engineer French. If Mr. Sexton wanted to designate someone in his place, he could do so. Councilman White stated that he would like some provision for citizens who wanted to speak on a subject to be voted on, other than Public Hearings, to be able to put a request slip in that they might express their opinion before action was taken. Councilman McNeill said that he had visited the West Covina City Council and that their citizens were allowed to discuss any subject before the vote was taken and that they had Oral Communication sessions at 8:00 p.m. and 9:00 p.m. Smoking was allowed on one side of their Council Chambers but not on the other side of the room. Councilman Izell said that citizens who are going to speak on the agenda sit in the front of the Council Chambers. Mayor Blewett quoted from an article in the Baldwin Park Herald-Press which quoted Mr. Nechak This decision was made in view of the alleged charges by the City Council, Mr. Jerry Holland and the District School Board." He said he doubted that any of the Council had any knowledge of the in- cident and did not feel that they should be castigated. Mayor Blewett and Councilman Aguilar were in favor of writing a letter to the Herald-Press relative to the article but Councilmen McNeill and White said they preferred to ignore it. Councilman McNeill offered to let anyone have a copy of the two initiatives, Jarvis-Gann and the Behr Bill, who had not read them. He stated that he felt that the Council should take the leading position on the issue. Councilman White stated that he agreed that each Councilman should express his opinion but should takeno position as a Council. Council discussed plans for disposal of the plaque from the old City Hall. Mr. Sexton said that there were no plans for the plaque and that Mr. Cole had been the Mayor when the building was dedicated as City Hall. Councilman Aguilar suggested incorporating it with the new City plaque. Council concurred that the plaque would be lent to Mr. Cole to be custodian of it until there was a City Museum.
