ROLL CALL EXCUSE THOSE NOT PRESENT Mayor pro tern White stated that the purpose of the meeting was for the Council to accept bids for the new City Yard Vehicle Maintenance Facility and Warehouse. Director of Housing Cunningham stated that the City had advertised for sealed bids for the construction of the maintenance yard April 13 and April 20, 1978 and had requested bids from local contractors in Baldwin Park; however, response had not been good and no bids at a11 were received on some items. Item e. Mechanical equip- ment, covered many items that were bid on separately. Total bids were approximately $139,000, uithin the budget for the facility, and when the bids that had not been received were included, bids should still be within the budget. He recommended that Council award the bids that had been received and direct the Staff to continue to solicit bids which could be approved later by the Council. Council discussion followed on the areas in which bids had been received and the method of bid publication through both the Herald-Press and direct contact with contractors. Council considered withholding the bid awards that had been received and re-advertising or accepting and awarding contracts to the recommended bidders. Mr. Cunningham stated that if toots and equipment were not received, it could result in delay. He said the contractor was concerned with ordering the materials so that they would arrive within the time frame needed for building. Council reviewed the items that had been bid in order to determine which bids were lacking and must be re-advertised. Mayor pro tern White stated that the City Attorney was not present but that since Mrs. Montenegro had no vote on the issue there should be no conflict of interest. Council discussed the total amount of bids, $139,724.96, with an estimated $100,000 outstanding in bids. Mr. Cunningham said the construction budget for what had been advertised was approximately $250,000. Councilman Aguitar asked for the Acting City Attorney's opinion on the electrical bid. He said Mrs. Montenegro did disperse the funds. Councilman McNeill inquired why the contract was not awarded to one general contractor rather than having individual contractors do the work. Mr. Cunningham said it was cheaper and they were trying to keep the budget under $250,000. He confirmed that $50,000 had been saved this way on the Community Center. Council discussed the difficulty of getting bids in the time frame allowed and the construction of a new building and remodeling of the existing building. Director of Finance Halloway said that Council could waive the bidding procedure for the individual items under $5000 and accept individual quotes in order to get the job done cheaper. The Public Works Code required that anything over $5000 must follow the bidding procedure. Mr. Cunningham stated that plumbing and some of the other items were minor items. Acting City Engineer French stated that the competitive bidding procedure had been followed and that now the individual items were under $5000, bids could be awarded through competitive quotes in accordance with the Public Works Code in order that the construction would not be delayed. Council discussion followed on the difficulty in obtain- ing bids, because contractors were alt busy, and because of the short time frame in which it was published. APPROVE ITEMS D", E". F", G". J" AND K" WITH THE ADDITION OF ITEM M" TO MONTY'S ELECTRIC FOR $16.320, SUBJECT TO THE APPROVAL OF THE ACTING CITY ATTORNEY. M/S/C: IZELL/MC NEILL. Roll Call. There were no objections. Councilman McNeitt and Mayor pro tern White agreed that advertising for bids should be published in two or three papers, rather than just in the Herald-Press. Mr. Cunningham stated that they would try to use as many local crafts and tradesmen as possible on a City project. Councilman McNeill said he agreed with this as long as they were competitive.
