There were no objections. 00- City Manager Sexton explained that operation and maintenance of the new Public Services Building would require a Building Maintenance Engineer. M/S/C: MC NEILL/AGUILAR. There were no objections. 00- Director of Finance Haltoway explained that the County Animal Control Contract will terminate June 30, 1978. Three alternative were considered: 1. Contract with the San Gabriel Vat ley Humane Society 2. Establish our own animal control services. May 3, 1978 Page 3 PUBLIC SERVICES BLDG. The City needs jurisdiction to formally acquire the street right of way to improve with HCDA funds. There were no objections. 00- Councitman McNelll asked if on the Parcel Map, on which conditions of approval had been appealed, a water line improvement district was being set up. City Manager Sexton said the Parcel Map No. 941) was being processed and that the applicant had no problem 00- Ruth Lane, 4850 Marion, referred to complaints she had made to the City and the Police Department relative to neighbors at 4842 and 4863 Marion Avenue and asked for assistance. Mayor Blewett directed that Director of Planning Kilgour and Chief of Police Chellino contact Mrs. Lane about the problems and then respond in writing to both her and the City Council. 00- E. R. Tanner, 4918 Marion Avenue, agreed with Mrs. Lane about the problems on their street and said they had been told they couldn't be helped because the street wasn't dedicated. He said they would like action on curbing the street. He had been responsible for circulating the petition to dedicate Marion Avenue. Mayor Btewett stated that Chief Chettino was taking notes and would address himself to their problem. Councilman McNeilt stated that it was necessary for the person making the complaint to sign a complaint to have an arrest made. They can be taken to court and prosecuted. He said that the City was working toward getting more Police protection. Mr. Tanner said that he had not wanted to sign a complaint, but that if it had happened on a dedicated street the officer would have made an arrest. Mayor Blewett stated that whether the street was dedicated or not had nothing to do with whether an arrest was made. The crime Mr. Tanner had spoken of was a misdemeanor and the officer either had to seem the crime committed or had to have someone willing to sign a complaint. 00- RES. Lieutenant Governor Mervin Dymatty would be present so that everyone could meet him. Cinco de Mayo was being held at Morgan Park.
