This case was continued pending Planning Commission action on a variance. Mrs. Iford had signed an affidavit of accepting Map Exhibit B" on the variance. Mayor Blewett declared the public hearing opened. Mr. Joseph Eischen, attorney representing Mrs. Iford, said that he thought the Appeal and Variance could be approved at the same time. However, Mr. Kitgour explained that Variances do not come before Council. There were no objections 00- AWARD OF BID LEGAL PUBLICATION FOR 1978-'79 CONTINUED TO JUNE 15, 1978 00- A request of Horace Long for adjustment of sewer connection fee, 14260 Datewood Street was considered and City Clerk Batkus read by title: June 7, 1978 Page 3 AUTHORIZE ACCEPTANCE LATE FIREWORKS APPLICATION KIWANIS CLUB AWARD OF LEGAL PUBLICATION BID CON'T TO 6/15/78 RESOLUTION NO. 78-61 CONNECTION FEE ADJUSTING A SEWER WAIVE FURTHER READING AND ADOPT RESOLUTION NO. 78-61. M/S/C: MC NEILL/IZELL. There were no objections. 00- Mr. French reviewed the report on a petition to maintain Monterey Avenue as a cut-de-sac south of Patm Avenue. He recommended access to the new street as part of Tract No. 34861. Almost the entire audience stood up in opposition to the street extension and there was no testimony in favor. Councilman Izelt said he owned property on that street and that he had not entered into any of the discussion; had not discussed this with any councilman and that he would not vote. Councilman McNeitt had reviewed the street; appreciated the citizen's interest; thought the street opening would cause more speed and traffic violation and was against opening a secondary access to Monterey. INSTRUCT CITY ENGINEER TO ADJUST THE TRACT MAP AND LEAVE MONTEREY AVE. AS IT IS LEAVE THE CUL-DE-SAC INTACT). M/S/C: MC NEILL/BLEWETT. There were no objections. Councilman Izett suggested the people call their councilmen about a move-in-house proposed to be moved onto Monterey Avenue. The house in question is located at Los Angeles and Merced Avenue, across from Stop and Go Mexico restaurant. 00- Mr. French reviewed the report on a petition signed by 14 property families for stop signs at the intersection of Willow and Howetthurst. The state traffic warrant to evaluate the need did not indicate a need for stop signs, Mayor Btewett had viewed the street as had Councilman McNeitI who saw skid marks on Willow at the curb; trees have been knocked down and two houses have been hit; it is dangerous to children. Being near Baldwin Park High, teenage drivers go too fast. Councilman Izell viewed the area in January and again last week and agreed with Councilman McNeill. Continued) RES. SECTION 3190, FOR NORTH AND SOUTH BOUND TRAFFIC ON WILLOW AVENUE AT HOWELLHURST DRIVE AND EAST BOUND TRAFFIC" ON HOWELLHURST AVENUE AT WILLOW STREET: THAT INTERSECTION BE MONITORED AND A REPORT BE MADE TO COUNCIL IN SIX MONTHS. M/S/C: IZELL/MC NEILL. There were no objections. 00- Regarding the environment clearance HCDA 4th year program, Mr. Kilgour stated that the Staff has reviewed the items approved by Council. Assessments of the items were performed and noticed per law. The items were: 1. Improvements to Barnes, Ledford and Morgan Parks. 2. Single family home rehabilitation loan and graffiti removal in Census Tract Nos. 4048, 4050, 4051, 4052. 3. Handicapped curb ramps in the downtown business area approximately 40. 4. House rehabilitation projects with Housing Authority 5. Public improvements to Marion Street between Olive and Chit cot Streets. The full assessments are on file in the Planning Department. FIND THAT THE ABOVE CASES WILL NOT HAVE A SIGNIFICANT EFFECT UPON THE ENVIRONMENT AND APPROVE THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT. M/S/C: IZELL/NC NEILL. Evans, American Legion Post 526, Glendora, representing Los Angeles Center for Veterans Rights, stated their aim is to defeat various Veterans issues on the November ballot and they were soliciting the help of five cities. He understood from the fireworks company that an applicant had cancelled. He requested permission to file an application for a fireworks booth. APPROVE LATE FILING OF A FIREWORKS APPLICATION BY MR.
