Pacific Avenue WEDNESDAY, JUNE 21, 1978, AT 7:30 P.M. 00- The City Council of the C-ity of Baldwin Park met in regular session in the Council Chambers at 7:30 p.m. This was the first meeting to be held in the new facility. 00" An invocation was given by Rev. Rick Smith, Associate Minister, Church of God. Councilman Aguitar led the salute to the flag. Roll call: Present: COUNCILMEN AGUILAR, IZELL. DIRECTOR OF HOUSING CUNNINGHAM, CHIEF OF POLICE CHELLINO, CITY TREASURER MONTENEGRO AND CITY CLERK BALKUS 00- Mayor Btewett presented Lynn Cote, former Mayor and Council member»a Proclamation, proclaiming him Guardian of Artifacts". Into his safe keeping was given the August, 1958 Bronze Plaque with names of elective officials, the City Manager and the Contractor. 00- City Clerk Balkus presented the Consent Calendar: 1. M/S/C: WHITE/MC NEILL. T-h&pe-wew-fte Qt^eel-i-Q.fts-. Roll call. AYES: WHITE/MC NEILL/AGUILAR/ BLEWETT. NOES: IZELL. The motion carried. Mr. Shaw introduced Arlene Prichard. Ms. Prichard explained that there are five Advisory members from Baldwin Park but that three seats are vacant. She requested three appointments in the area of business, labor and possibly education be made. Mr. Shaw introduced Letia Angulo. Ms. Angulo said that through CETA TITLE VI Expanded, their people are involved in public service programs, constructing and refurbishing existing public facilities, graffiti removal and beautification by assisting with tree planting, etc. They have an on going program. 00- Councilman Izelt objected to papers and material being distributed to Council at the meeting. 00- June 21, 1978 Page 3 AUTHORIZE CITY MANAGER PURCHASE XEROX, LEASE TO MID VALLEY MANPOWER ARLENE PRICHARD MID VALLEY APPOINT 3 MEMBERS LETIA ANGULO MID VALLEY PROGRAMS MATERIAL DISTRIBUTED AT COUNCIL MEETING Councilman Aguilar suggested an opinion employees on how to cut the budget. There were no objections. 00- ACCEPT BID PROPOSAL OF BALDWIN PARK HERA1D-PRESS FOR 1978-'79 LEGAL PUBLICATIONS AT $2.40 FIP^T INSERTION AND $2.00 SUBSEQUENT INSERTIONS, PER COLUMN INCH USING THE SMALLER 6 POINT TYPE. M/S/C: WHITE/IZELL. There were no objections. Mr. Loether had been contaced and in addition to general circulation, papers will be left each week, 50 at the City Hall and 50 at the County Library. They usually leave additional papers at Thompson's Market for people residing south of the freeway. 00- Mr. George Lowe, 4520 Phelan Avenue said there was a difference between the Housing Advisory Commission and the Housing Authority Commission and he was shocked to read in the paper that he had been replaced on the Housing Commission. Mayor Blewett said he had dictated letters which had been mailed to everyone appointed or replaced on Commissions. Obviously, Mr. Lowe had not been replaced or he would have received a letter. 00- WiTliam Cordova, 14205 Anada, said he was the coordinator for Right to Read, Los Angeles County Youth Center, 937 Baldwin Park Blvd. He asked that Council grant and acknowledge his letter and support their efforts to change the decision which will dose the Youth Center June 30, 1978. 00- Gtoria Tovar, worker at the Youth Center, concurred with Mr. Cordova. 00- Carl Sharpe, 5018 Wimmer Avenue, said the Youth Center is funded through revenue sharing through the Los Angeles County Board of Supervisors and at this point they had not made a firm decision. Three centers wilt survive. About 800,000 students in the County will not be going to summer school as they did last year. Youth centers are needed today more than they ever were. 00- Gtoria Zook, 4817 North La Rica, said that Health Systems Agency, Inc. was the same organization that had caused problems at Baldwin Park Hospital. She suggested that Council discuss this with the hospital. 00- James Gregg, President, Baldwin Park Welfare Rights, said he supported the Right to Read program which is of benefit to the community. He hoped Council would take action to keep them operating. 00- Mayor Btewett said the City will be short about $700,000 in revenue. He hoped to see people helping people rather than government helping people. 00- City Treasurer Ana Montenegro suggested that the Council check with the City Attorney regarding employee suggestions Her employer had encountered problems. This is in the Education Code. 00- Dwaine Glass, 14345 East Garvey, said that anyone seated in the front row can't see over the podium. He had under- stood that a report on Planning Commission action on ZV-356 would be made at this meeting. Mr. Sexton said the report had gone to the Council desk on June 20, 1978. Mr. Blewett requested that this information be placed in the next Council packet. There were no objections. 00- Mr. John Ohanesian, representing Health Systems Agency for Los Angeles County, Inc., said they were a non-profit corporation funded by the Department of Health, Education and Welfare. He said their prime purpose is health planning within the County. He reiterated the objectives given by Joan Wild at the May 17, 1978, meeting. The Board of Directors requested that member cities be contacted to take action on: 1. Purchase of Xerox Machine outright and tease to Mid-Valley Manpower; tease would be retroactive to January, 1977. OR" 2. Allow Board of Directors to use monies in Special Prime Sponsorship account to jointly purchase Xerox machine and lease on monthly basis to Consortium, retroactive to January, 1977. If no action is taken the case may be appealed to Council for determination. ZV-356 will be before the Planning Commission at their next meeting. Dwaine Glass requested a copy of the report. He reiterated his comments of June 15, 1978. Mayor Blewett asked the City Attorney to read the transcript of the Planning Commission meeting and give Council a brief analysis of what transpired. She requested that for the good of the City the study be made and a new plan adopted as quickly as possible. Mayor Blewet.t said the study would proceed as soon as the citizens committee was appointed. He asked for further applications from volunteers to serve on the commi ttee.
